Job Description and Duties

Under general direction of the Information Technology Manager I (IT Manager I), the Information Technology Specialist II (IT Spec II), MMBN Stakeholder Engagement Project Lead, plans, manages, and executes customer engagement and stakeholder coordination as structured IT project workstreams supporting the California Department of Technology’s (CDT) Middle-Mile Broadband Network (MMBN).

Telework
This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given. Pursuant to Executive Order, effective July 1, 2026, employees in this position will be required to report to the work site a minimum of four (4) days per week. The specific on-site days will be determined by the department based on operational requirements.

Working Conditions

CA Residency:

Candidates who reside outside of the State of California may be admitted to the job interview. However, upon a job offer, candidates must provide proof of residence in California prior to their appointment becoming effective, or the offer may be rescinded

• Must be able to work under pressure within tight timeframes.
• Must be willing to travel to various locations within Sacramento area and the state as needed.
• May be required to work outside of normal business hours.
• May be asked to work after hours and weekends on occasions.
• Will be required to carry a State approved mobile computing device (e.g., cell phone, laptop)

Stakeholder Engagement & Project Coordination

Technical Communications, Outreach & Public Representation

Question 2: Describe a situation where you were responsible for communicating complex technical, operational, or program information to customers, stakeholders, executive leadership, or members of the public.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Knowledge of:

• Principles and practices of broadband planning and management.

• Information technology project management methodologies

• Broadband, telecommunications, network infrastructure, internet services, or related technologies.

• Principles and resources of legislative processes and regulatory bodies.

• Federal, state, and local laws and practices governing municipal networks.

• Data management and familiarity with Customer Relations Management Systems (CRMS)

• Internet infrastructure layers including data center, internet exchange point and peering dynamics

• Marketing strategy and public outreach methods.

• Project planning, work breakdown structures, schedule development, and project communications management.

• Budget development and management.

• Applicable grant acquisition procedures and processing.

• Multi-year forecasting and financial planning.

• Effective customer service techniques

• California Project Management Framework (CA-PMF) and industry-standard project management methodologies.

• Risk identification, mitigation strategies, and quality assurance practices for project artifacts.

Ability to:

• Manage complex IT project workstreams.

• Translate complex IT and network concepts for technical and non-technical audiences.

• Develop IT project plans, status reports, and communication plans.

• Plan, manage and coordinate operational, legislative and technology activities.

• Develop and implement innovative programs and projects.

• Conduct complex analytical studies and prepare written reports.

• Prepare analytical and project status reports.

• Interpret and apply policies, laws and regulations.

• Make presentations to a variety of audiences.

• Prepare and present clear and concise oral and written reports and make recommendations.

• Lead project workstreams, coordinate cross-functional resources, and ensure adherence to project schedules and communication plans.

• Apply project management techniques to stakeholder engagement, outreach planning, and public representation activities.

• Manage project scope, change control, and quality standards for customer-facing materials and engagement deliverables.

• Use project monitoring tools to track progress, identify risks, and support decision-making.
