Office of the General Counsel The Office of the General Counsel provides legal services to the procurement staff including legal advice, litigation support to the Office of the Attorney General, responds to Freedom of Information Act (FOIA) requests, draft regulations and legislation Duties Serves as a senior attorney handling the more complex and difficult matters. Reviews various legal documents and relevant case law to determine whether execution or non-execution of proposed actions is legal sufficient and in the best interest of the District of Columbia government. Provides statement of reasons and draft language necessary to obviate objections. Examines and analyze proposed orders, legislation, policy and procedure, regulations, and other legal documents from various sources for legal sufficiency, both as to the form and substance. Performs research and provides oral or written opinions. Assists in the review and negotiation of legal agreements. Coordinates with contracting staff, program agencies and other stakeholders as needed. Provides advice and counsel to contracting staff on negotiations. Reviews records of hearings, including briefs filed, exceptions taken, rulings made, tentative decisions, as well as reports of findings of fact and conclusions of law. Analyzes same and provides recommendations to supervisor as appropriate. Prepares memoranda on legal questions and proposals and drafts tentative documents of final decision. Acts as attorney advisor in suspension and debarment matters before the Chief Procurement Officer. Performs due diligence and legal research, prepares and reviews documents as the basis for hearings or other actions, manages the legal record, provides advice and counsel to relevant District stakeholders and assists in preparing final decisions. Performs other related duties as assigned. Qualifications Knowledge of D.C. personnel regulations and D.C. Bar Rules sufficient to provide expert legal advice to the OCP. Ability to apply the appropriate procedures and policies to a variety of situations and circumstances. The work consists of broad functions and processes in the legal and advisory field. Education And Experience Possession of a Juris Doctorate (J.D.) degree from an American Bar Association (ABA) accredited law school at the at time of appointment. Minimum of three (3) years (five (5) or more years preferred) of post J.D. legal experience. Licensures, Certifications And Other Requirements The incumbent must be an active member in good standing of the District of Columbia Bar or be admitted in another United States jurisdiction, be eligible to waive in and be admitted into the District of Columbia Bar within 365 days of appointment. If eligible for waiver, incumbent must apply for admission to the District of Columbia Bar prior to commencing employment. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service.
