Qualifications Education and Experience: Graduation from an accredited college or university with a bachelor’s degree and at least two years of full‑time professional work in one or a combination of the following: academic teaching; educational administration; development of instructional materials for academic programs; or training. Substitution of Education for Experience: Additional graduate coursework may substitute for the required experience on a year‑for‑year basis, up to a maximum of two years (e.g., 36 graduate quarter hours may be substituted for one year of required experience). Eligible fields include Human Resources Management, Industrial/Organizational Psychology, or any field related to the design or evaluation of curriculum and instructional processes. Substitution of Experience for Education: Any teaching or training experience, or remaining professional experience may substitute for the required education on a year‑for‑year basis, up to a maximum of four years. Substitution for Specialized Experience: Four years of full‑time professional work in the subject matter of instruction may substitute for the two years of specialized experience. Applicant must become certified as a facilitator by the Department of Human Resources within six months of hire, or provide one year of professional experience in delivering workforce training with the State of Tennessee. Overview Under general supervision, the incumbent is responsible for professional training administrative work of average difficulty and supervisory work of routine difficulty. The role develops and delivers training, manages training activities for an operating department, and typically supervises a small staff of professional training employees. Responsibilities differ from Training Specialist 2 and Training Officer 2 in scope, complexity, and supervisory requirements. Responsibilities Facilitate agency‑specific training through various delivery methods to enhance employee and vendor development, ensuring compliance with laws and regulations. Develop, modify, or update training materials based on objectives and needs, applying adult learning principles. Conduct training needs analyses and develop evaluation tools to ensure training effectiveness. Plan and coordinate events such as conferences, seminars, and workshops, including scheduling and reserving sites and equipment. Ensure compliance with agency standards by verifying equipment functionality, arranging training locations, and guaranteeing availability of materials and supplies. Enter data into agency‑specific tracking software and utilize office productivity tools to achieve agency goals. Provide information to management for problem solving and efficiency improvements, and recommend contract vendors as needed. Develop and maintain professional relationships with internal and external customers and subordinates. Conduct employee evaluation processes, including performance reviews, feedback, and guidance to meet timeliness and organizational standards. Assist management in interviewing applicants when necessary.
