Superintendent of Schools

Responsibilities

1. Contributes to the development of the total District 148 philosophy of education and collaboration.
2. Carries out all policies established by the Board of Education. Responsible for providing professional leadership for the educational program of the schools, and for the development of a system of regularly reporting to the Board all aspects of that program.
3. Assumes responsibility for own professional growth and development: for keeping current with the literature and best practices: and for attending appropriate professional meetings and conferences that contribute to the development of the total district philosophy of educational collaboration.
4. Performs other duties as may be assigned by the Board of Education.

Leadership

1. Facilitate the development and refinement of the educational vision, mission, and beliefs. Assists the Dolton School Board in setting priorities for the school system.
2. Promotes and maintains a positive district climate; works effectively with students, relates with staff; relates effectively with parents; relates effectively with community agencies to establish and maintain a positive tone and atmosphere within the District.
3. Initiates and guides the development of policies for Board consideration and develops such administrative rules and procedures as may be necessary to implement Board policies.
4. Ensures that policies, procedures and school rules promote a safe, respectful and healthy school environment.
5. Ensures that administrators and teachers communicate student progress and school curricula to all stakeholders.
6. Conducts reviews of the total school program, and advises the Board of Education on recommendations for the educational advancement of the schools.
7. Recommends to the Board of Education, the timely revision and adoption of courses of study, curriculum, teaching materials etc.
8. Directs the annual operating budget with the Business Manager and assumes responsibility for implementation of the Board approved budget.
9. Oversees the development, implementation and assessment of educational programs consistent with federal and state of Illinois standards.
10. Supervises and evaluates district administrators to include central office administration, principal and assistant principals.
11. Recommends to the Board of Education the selection, assignment, dismissal and evaluation of all personnel.
12. Exercises leadership in the development and execution of school-community relations programs.
13. Serves as District Representative for employee negotiations.

Communication

1. Keeps the public informed of the status of the school and the District as a whole.
2. Ensures meetings of administrators, teachers and other staff members are conducted as necessary for the discussion of matters concerning the improvement and welfare of the District.
3. Communicates to all staff members, directly or through delegation, actions of the Board of Education relating to policy matters and receives from employees’ communication to be made to the Board of Education.
4. Confers with the appropriate professional and lay groups concerning the school program and transmits suggestions to the Board of Education and others as appropriate.

Outreach

1. Represents the District in its dealings with other school systems, institutions and agencies, community organizations and the general public.
2. Interprets and clarifies purposes and needs of the school system to the Board of Education, staff, parents and community.
3. Serves as Board of Education spokesperson for all Media.
4. Coordinates all Board of Education events.

Staffing

1. Develops and implements a hiring process that complies with the federal and Illinois state laws targeting the most qualified and competent administrators and staff members.
2. Fosters an environment that encourages continuous learning and improvement on the part of school staff.
3. Ensures that protocols are in place to develop and implement an effective system for staff development focused on improving the educational and operational programs for each of the schools in collaboration with Board of Education, Administration and District.
4. Responds appropriately to employee grievances or problems in accordance with the District’s policies, collective bargaining agreements, and/or federal and Illinois state laws.

Financial Management

1. Supervises the preparation and presentation of the annual budget and recommends it to the Board of Education.
2. Ensures financial procedures and accounts are maintained and that audits are performed on an annual basis. Communicates any audit findings by a third-party to the Board of Education with recommendations for corrective action.
3. Aligns budgeted funds and human resources to achieve agreed upon strategic goals.

Operational and Facilities Management

1. Files or causes to be filed, all reports required by state or federal laws/regulations
2. Makes administrative decisions necessary for the effective and efficient operations of the schools. Acts on own discretion when emergency action is necessary in matters not covered by Board of Education policy. Reports such emergency actions to the Board of Education and recommends policy for future.
3. Models for all school personnel the use of data to make well-informed decisions.
4. Supervises and ensures compliance with all laws, regulations and Board of Education policies.
5. Develops and implements guidelines and procedures governing the use and care of school property.
