Our employees are not only part of history, they're making history.Northrop Grumman’s Mission Systems sector is seeking a Manager, Programs 3 to join our team of qualified, diverse individuals on our Advanced Tactical Program (ATP) restricted program. In this role the candidate will report directly to the Operating Unit Director 2 of the ATP Program and will have Program Integration and Strategy Responsibilities for the entire Operating Unit.This role is in person supporting a 9/80 work schedule at our BWI site, and requires an active in-scope DoD Secret or Top-Secret clearance to start.As the OU Strategy and Integration lead, this position will have oversight of all OU capital and NCTA management, risk management, staffing and other personnel responsibilities, assist the Operating Unit Director with key internal and external engagements and program reviews including up through the CEO and senior levels of the customer. This role will also support critical issue resolution across the portfolio which consists of programs ranging from hardware and software development to qualification testing to production builds and sustainment support.This role will also have primary responsibilities of overall Operating Unit production throughput management to help guide the team through our significant production ramp in support of the warfighter. Other primary responsibilities include:Establishing a culture of trust and performance to drive timely decision making, communicate outcomes clearly across the program to stakeholders (customer, suppliers, and NG executives), and foster ownership and joint accountability.Cultivating customer relationships and intimacy to develop executable plans and obtain fundingOptimizing the program organization and resolving organizational conflict or inefficienciesSetting clear goals and expectations for next level of leadershipLeading and directing cross-functional Integrated Program Teams (IPTs) to meet program cost, schedule and technical performance objectivesEnsuring team engagement and moraleDriving predictable program performance, including regular measurement and management of key performance metricsIdentifying, allocating and managing program resources, including workforce planning, cross functional coordination, and supplier managementParticipating in the negotiation of contracts, contract changes, specifications, operating budgets, program milestones, and key terms and conditionsEnsuring program team understands and adheres to contract scope, prevents scope creep, and manages change through control board activitiesDevelopment and adherence to integrated master plans and integrated master schedules, including schedule margin management and managing giver/receiver dependencies with external stakeholders such as customers, other programs, and suppliersConducting thorough risk & opportunity management practices including identification, mitigation/capture, and MR managementManaging suppliers to meet program objectivesOur Leaders at Northrop Grumman live our values daily and encourage our teams to do the same. Finally, We pioneer: setting a vision that shapes the future and inspires others.Basic Qualifications:Bachelor’s degree and 8 years (or Bachelor of Science in STEM and 6 years) of related experience as defined below, OR a Master’s degree and 6 years (or Master of Science in STEM and 4 years) of related experience as defined belowRelated experience in progressive engineering, operations, or business leadership experience inclusive of design, development, test and production3 years in program or project leadership rolesP&L with integrated program team or CAM experienceMinimum of 5 years of experience supporting U.S. Government contracts and customers and/or project management in other industriesTo be considered for this opportunity, you must possess an active US Government Secret level or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation) and have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable amount of time as determined by the Company to meet its business needs.Preferred Qualifications:Experience with the mission systems portfolioThe ability to address uncertainty through an organized and analytical forward-looking approachExperience across build, qualification, integration, test, production, and sustainment of complex weapons systems including supply chain managementPrimary Level Salary Range: $184,300.00 - $276,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
