Duties and Responsibilities:

- Develop, test, and evaluate new reporting software, analytical tools, and reusable reporting templates and data models for administrative and financial functions.
- Lead the continued development, maintenance, and enhancement of fiscally related reports and transition these into modern dashboards for the University's Financial System of record (including the upcoming eKFS system) using Tableau or other emerging business intelligence, data visualization, and analytics tools, as appropriate.
- Write, optimize, and maintain complex SQL/MySQL queries to extract and transform financial data for the continued development of reports and dashboard integration.
- Analyze and translate project specific requirements and user and system specifications into programming requirements to develop business intelligence solutions involving complex data exchange among multiple programs and/or requiring sophisticated program logic.
- Work with data from institutional systems and other enterprise applications to support administrative data analytics, conduct cost-recovery and efficiency analyses, and streamline financial processes.
- Evaluate, modify, and maintain existing budget and fiscal programs, reports, and automated processes. Assess the capabilities and limitations of new and emerging programming and scripting languages, tools, and technologies to enhance budget analysis, financial reporting, and related business processes.
- Ensure projects are planned, programmed, tested and implemented by project deadlines.
- Work directly with administrative stakeholders in implementing and testing the baseline, assessing and making necessary programming modifications, and maintaining and enhancing program functions and features.
- Work directly with administrators in long-term and short-term planning to support the development of online data analytics to facilitate system-wide strategic administrative and financial goals.
- Manage and coordinate data extract reports for the various administrative project development teams.
- Provide recommendations and critical review of reporting design, maintenance, and implementation, including operational considerations, based on stakeholder requirements, operational experience, and technical knowledge.
- *Follows and implements directives and guidance related to best practices from University of Hawaii System Information Technology Services.
- *Ensures the consistent adoption, implementation, and enforcement of recommendations issued through University of Hawaii Information Technology Services.
- *Keeps abreast of recommendations issued through University of Hawaii System Information Technology Service, and takes timely action as needed.
- *Continuously monitor and lead initiatives to enhance system reliability, security, and operational efficiency. Supervise and mentor IT staff to assure that administrative directives and industry best practices are understood and followed.
- Provide technical support in a timely manner, identify the cause(s), research, assess, solve, and take action to prevent programming and/or system problems from recurring.
- Travels as required to perform assigned duties, including occasional short-notice, overnight, and neighbor island travel.
- Other duties as assigned.
Minimum Qualifications:
- Possession of a pertinent baccalaureate educational degree in Information & Computer Science (ICS), Information Technology, Management Information Systems (MIS), Business Administration, or a related field, and 3 years of progressively responsible professional information technology experience with responsibilities for business intelligence, data analytics, or applications development of which 2 years of the experience must have been comparable in scope and complexity to the next lower pay band in the University of Hawaii broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated.
- Considerable working knowledge of principles, practices and techniques in the area of applications development as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodology.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with organization and management.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leads and members, and individuals.
- Demonstrated ability to operate a personal computer, apply word processing software.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Supplemental Minimum Qualifications:
- Proven ability to comprehend, interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.
- Strong understanding of IT service management, cybersecurity principles, risk management, and compliance requirements. Demonstrated experience implementing and maintaining IT best practices, standards, and governance.
- Considerable working knowledge of Structured Query Language.
- Demonstrated experience working with data analytics and visualization tools (e.g. SPSS, Tableau, SAS) to build fiscal reports and visualizations.
- Demonstrated ability to develop clean, structured data models and define efficient retrieval scripts for customized reports and ad hoc queries.
- Demonstrated ability to organize, problem-solve, document and monitor timelines, benchmarks and deadlines in a detail-oriented manner.
- Demonstrated ability to understand and apply information assurances protecting the university's data in developing applications.
- Demonstrated ability to exercise sound judgement, particularly in managing confidential information; understand and work within federal, state, and university policies and practices such as FERPA.
- Ability to work a variable work schedule and work outside normally scheduled work hours including day, night, weekend and/or holidays hours, as directed.
- Ability to travel independently to various work locations, including but not limited to neighbor island locations.
Desirable Qualifications:
- Demonstrated experience with the Kuali Financial System and the underlying database schema.
- Higher education experience and knowledge of information management systems (e.g. Ellucian Banner Student Information System, PeopleSoft, etc.).
- Experience utilizing Jaspersoft/Jasper reports for financial and administrative data.
- Proficiency with Tableau.
- Understanding of data visualization components (charts/infographic types and usages) particularly for migrating legacy reports to modern dashboards.
- Working knowledge of using labor data and position control system.
- Strong training skills.
