Nooter Construction Company is seeking an experienced Nuclear Estimator to support estimating and proposal activities for nuclear power construction, maintenance, modification, and outage projects. This position is responsible for developing accurate and competitive cost estimates based on project drawings, specifications, schedules, labor requirements, material quantities, subcontractor pricing, and site conditions. The position is primarily remote, with travel to project sites for walkdowns and to the Atlanta, Georgia, office for meetings and critical estimate-development periods. Key Responsibilities Position Summary Nooter Construction Company is seeking an experienced Nuclear Estimator to support estimating and proposal activities for nuclear power construction, maintenance, modification, and outage projects. This position is responsible for developing accurate and competitive cost estimates based on project drawings, specifications, schedules, labor requirements, material quantities, subcontractor pricing, and site conditions. The position is primarily remote, with travel to project sites for walkdowns and to the Atlanta, Georgia, office for meetings and critical estimate-development periods. Prepare detailed estimates for nuclear construction, maintenance, modification, and outage projects. Review requests for proposals, drawings, specifications, schedules, and contract requirements. Perform quantity takeoffs and develop labor, material, equipment, subcontractor, and indirect cost estimates. Estimate mechanical, piping, structural, civil, and electrical scopes of work. Participate in site walkdowns, pre-bid meetings, and customer meetings. Develop project execution plans, staffing plans, schedules, and cost breakdown structures. Solicit and evaluate vendor and subcontractor quotations. Identify project risks, assumptions, exclusions, clarifications, and potential cost impacts. Coordinate with operations, project management, engineering, procurement, safety, quality, and business development. Apply appropriate labor productivity factors for nuclear facilities, outages, radiological environments, shift work, and site-specific conditions. Review historical project data and lessons learned to improve estimate accuracy. Support bid reviews, pricing meetings, proposal development, and executive presentations. Prepare estimate turnover packages for project teams following contract award. Maintain organized and auditable estimating files. Assist with change-order estimates and cost evaluations during project execution. Ensure estimates comply with company procedures, customer requirements, and applicable nuclear quality and safety standards. Required Qualifications Five or more years of construction estimating or project-controls experience. Experience supporting nuclear power, fossil power, gas-fired generation, or heavy industrial construction projects. Strong understanding of construction methods, labor productivity, material pricing, equipment costs, and indirect costs. Ability to read and interpret engineering drawings, specifications, piping isometrics, electrical drawings, and contract documents. Proficiency with Microsoft Excel and estimating or project-controls software. Strong analytical, organizational, communication, and documentation skills. Ability to manage multiple estimates and meet firm proposal deadlines. Willingness and ability to travel for site walkdowns, meetings, and project support. Ability to satisfy nuclear-site access, background screening, drug-testing, and training requirements. Preferred Qualifications Direct commercial nuclear power estimating experience. Field experience in nuclear construction, maintenance, modifications, or outages. Experience estimating mechanical, piping, structural, civil, and electrical work. Knowledge of NRC requirements, nuclear safety culture, quality-assurance programs, and plant work-control processes. Experience with union labor agreements, wage rates, per diem, and regional labor conditions. Experience with Primavera P6, InEight, HCSS, Sage Estimating, or similar systems. Bachelor’s degree in construction management, engineering, business, or a related field. Professional certification such as AACE Certified Estimating Professional (CEP) or Project Management Professional (PMP).
