Position Overview Location: Naval Base Guam, Santa Rita, Guam Work Arrangement: Full-time, onsite; remote work is not authorized Clearance: Active Top Secret/Tier 5 clearance or ability to obtain an interim T5 clearance before starting Citizenship: U.S. citizenship required Pivot Path is seeking a highly skilled Network Administrator to support NAVFAC Marianas’ Facility-Related Control Systems (FRCS), Industrial Control Systems (ICS), and Building Management Systems (BMS). This position independently designs, administers, secures, and troubleshoots industrial network environments supporting mission-critical facility operations. The administrator will maintain segmented, highly available network architectures connecting SCADA servers, PLCs, DDCs, HVAC systems, power-distribution systems, and life-safety sensors while ensuring compliance with DoD cybersecurity and Risk Management Framework requirements. Key Responsibilities: Configure and maintain industrial network hardware, including Cisco Industrial Ethernet, Palo Alto firewalls, Allen-Bradley Stratix, Ruggedcom, data diodes, routers, and switches. Manage resilient industrial network topologies, including Resilient Ethernet Protocol and Device Level Ring configurations. Maintain backups of all switch, router, firewall, and boundary‑defense configurations. Implement network segmentation and micro‑segmentation based on the Purdue Enterprise Reference Architecture. Manage Ports, Protocols, and Services Management across IT/OT boundaries. Securely route and monitor industrial protocols, including BACnet/IP, Modbus TCP, LonWorks, Fox Protocol, DNP3, and CIP. Configure and manage next‑generation firewalls, access‑control lists, and unidirectional gateways. Apply network STIGs and patches using OT‑safe testing and implementation practices. Serve as the Tier III escalation point for packet loss, routing failures, network degradation, and OT connectivity outages. Use Wireshark and other protocol‑analysis tools to perform root‑cause analysis. Coordinate troubleshooting with facility engineers, mechanical engineers, SCADA/BMS vendors, and cybersecurity teams. Prepare network topology diagrams, SOPs, system baselines, hardware/software inventories, PPSM documentation, and RMF artifacts. Support vulnerability mitigation, POA&M management, and authorization activities for FRCS and Platform IT systems. Evaluate network capacity and recommend lifecycle replacements, bandwidth upgrades, and hardware specifications. Participate in MILCON and Sustainment, Restoration, and Modernization design reviews at the 35%, 65%, 95%, and 100% phases. Review proposed architectures, bills of materials, and PPSM documentation for compliance with NAVFAC and DoD requirements. Support system integration, testing, cybersecurity commissioning, and final government acceptance. Required Qualifications Minimum five years of advanced network administration experience. At least three years of experience supporting IC, SCADA, BMS, FRCS, or comparable IT/OT network environments. Strong knowledge of: OT network segmentation and the Purdue Model Industrial routing and switching Firewall rule development and boundary protection NIST SP 800‑82 and DoD cybersecurity requirements OT‑safe network monitoring and troubleshooting High‑availability and deterministic network communications Ability to protect critical facility operations and life‑safety systems while conducting network administration. Strong written and verbal English communication skills. Ability to prepare technical reports and communicate with senior civilians, military personnel, contractors, and other stakeholders. Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook. Mandatory Cybersecurity Certification Must possess and maintain at least one approved DoD 8140.03 certification for Work Role Code 441 – FRCS Network Administrator, Intermediate Level , including: CEH, Cloud+, GCIH, GICSP, GSEC, Security+, or SSCP; or A qualifying higher‑level certification such as SecurityX/CASP+, CCNA, CCNP Security, CCSP, GCED, GCIA, GCLD, GDSA, or GFACT. Personnel must complete at least 20 hours of annual continuing professional development, or the minimum required to maintain their certification, whichever is greater. Preferred Certifications Cisco CCNA or CCNP Palo Alto PCNSA or PCNSE Juniper JNCIA or JNCIS Cisco Managing Industrial Networks with Cisco Networking Technologies certification Work Conditions Work is performed onsite for up to 40 hours per week, Monday through Friday. Local travel may be required between Naval Base Guam and Marine Corps Base Camp Blaz using the employee’s privately owned vehicle. Must be able to stand for extended periods, walk over uneven surfaces, climb ladders, bend, crouch, stoop, reach, and lift equipment weighing up to 25 pounds. Occasional preapproved after‑hours outage response may be required, with schedule adjustments made during the same workweek. All network activities must follow a strict safety‑first and OT‑safe methodology to avoid disrupting physical equipment or facility operations.
