Health Care For All (HCFA) is a state-based consumer health advocacy organization founded in 1985. HCFA’s mission is to advocate for health justice in Massachusetts by working to promote health equity and ensure coverage and access for all. The organization is recognized as a national leader in its work. HCFA uses three strategies to conduct its work: direct service, community engagement, and policy and advocacy campaigns. HCFA helps tens of thousands of individuals and families in five languages enroll in and renew their health insurance coverage each year and troubleshoot health coverage issues through a unique, multi-lingual consumer assistance HelpLine. HCFA staff are also in the community working with a diverse group of local community- and faith-based organizations conducting outreach work, education efforts and supporting individuals to share their stories and play a role in policy change. HCFA uses the insights from HelpLine callers and community residents to shape the organization’s advocacy agenda. HCFA policy work is conducted through a health equity lens and strives to make care more equitable, affordable and accessible for everyone in the Commonwealth. HCFA leads and participates in numerous policy advocacy coalitions, and these coalitions bring together a wide variety of organizations to work collaboratively to make meaningful health policy changes. By uniting diverse constituencies, HCFA is able to magnify its policy reach on many fronts. The organization’s achievements include leading Massachusetts health reform efforts, including legislation in 2006 that was the blueprint for the Affordable Care Act. Today, HCFA spearheads the campaigns and coalitions necessary to improve health care access and affordability, as well as address the many inequities in our current health care system. For more information, please visit POSITION SUMMARY Health Care For All is seeking a proactive and mission-driven Policy & Project Coordinator to support HCFA’s policy and advocacy work across multiple issue areas, with a significant focus on oral health. The Policy & Project Coordinator, in close collaboration with the Policy Manager, will support coalition-building, legislative advocacy, community engagement, research, communications, and project coordination for HCFA’s priority issues and campaigns. This role includes a focus on engaging statewide coalitions representing various constituencies, such as consumer advocates, diverse community organizations, health care professionals, researchers and insurers to promote the organization’s campaigns. This role is ideal for someone who is highly organized, collaborative, equity-centered, and excited to help move meaningful health justice campaigns forward. A significant part of this role will include supporting HCFA’s oral health work and our advocacy campaign to advance legislation that would license dental therapists in Massachusetts. Oral health is deeply connected to overall health and well-being, yet many Massachusetts residents struggle to access and afford needed dental care. Even when individuals have dental coverage, they may face high out-of-pocket costs, or difficulty finding providers. These barriers disproportionately affect low-income communities, communities of color, immigrant communities, older adults, people with disabilities, and other underserved populations. Dental therapists are oral health providers who can provide certain preventive and routine dental services, helping to expand the dental care workforce and improve access to care. Similar to how physician assistants and nurse practitioners help expand access in primary care, dental therapists can play an important role in addressing provider shortages, improving access in underserved communities, supporting culturally responsive care, and creating new economic pathways into the oral health workforce. While this position will spend significant time on HCFA’s oral health policy work, the role is designed to be flexible and responsive to organizational priorities, funding, and programmatic opportunities. In the future, the topic areas that this position will work on may change due to funding and programmatic opportunities. SUPERVISION The Policy & Project Coordinator will report to the Senior Director, Policy & Government Relations. This role will also work closely with our Policy Manager on a day-to-day basis. WORK ENVIRONMENT HCFA is a collaborative, mission-driven organization committed to health justice and health equity. This role is based in an office setting and follows HCFA’s hybrid work model, with staff working in the office three days per week and remotely two days per week. This role will require close coordination across HCFA’s policy, community engagement, communications, HelpLine, and development teams, as well as regular engagement with external partners and coalition members. HIRING TIMELINE We will begin reviewing applications on a rolling basis, with priority consideration given to applications received by July 21, 2026. Selected candidates will be invited to participate in an initial conversation, followed by virtual interviews in late July. Finalist interviews are anticipated to take place the week of August 17, 2026, with the goal of extending an offer in late August or early September. This timeline is subject to change based on candidate and interviewer availability. RESPONSIBILITIES Support coalition building by expanding, activating and convening coalition members to promote HCFA’s campaign priorities, including assisting with communications to coalition members, maintaining ongoing engagement, and providing logistical support for campaign and coalition meetings. Conduct research for advocacy campaigns and support the production of reports, fact sheets, action alerts, blog posts, talking points, and other written materials as needed in coordination with the policy team. Assist with the tracking of legislation and budget priorities, coordination of advocacy activities, drafting written testimony, and preparing for public hearings. Support HCFA in grant management activities including grant proposal and report writing. Play an active role in outreach and relationship building by collaborating with HCFA’s Community Engagement team to work with individuals and local groups in advocacy efforts. Educate diverse communities about HCFA’s campaigns and issue areas. Coordinate with HCFA’s HelpLine, and Community Engagement team on efforts to collect and record consumer stories that can be helpful to campaigns and the media. Represent HCFA at external meetings, as needed. Other duties as assigned. REQUIREMENTS 2+ years of health care policy, public policy or community outreach and/or organizing experience. Strong project coordination skills, including the ability to track moving pieces, manage timelines, follow up with stakeholders, and keep work organized. Strong written and oral communication skills, including the ability to convey complex information in a clear, culturally competent, and understandable manner. Excellent interpersonal communications skills during one-on-one, small group and large group interactions. Ability to develop relationships and collaborate with diverse organizations and communities, particularly with underserved and immigrant populations. Strong organizational skills and ability to manage multiple priorities with poise and professionalism. Ability to work independently and in a team environment. Comfort supporting meetings, taking notes, preparing materials, tracking follow-up items, and helping move projects forward. Commitment to HCFA’s mission including issues related to diversity, equity and inclusion. Familiarity with public health insurance programs, health care policy, oral health access issues, MassHealth, Medicare, or the Massachusetts health care environment is a plus, but not required. Familiarity with legislative advocacy, coalition campaigns, community organizing, or nonprofit advocacy work is a plus. Experience working with community-based organizations or directly impacted communities is a plus. Ability and willingness to travel to communities in and around the Commonwealth or the US.
