Social Scientist

The U.S. Department of Education's Institute of Education Sciences (IES), National Center for Education Research (NCER), has four Senior Scientific Program Officer positions in Washington, DC. Program Officers will lead research and research training programs, plan initiatives, analyze national research gaps, advise IES leadership, manage grants, and provide scientific and technical guidance to grantees and Department staff. Minimum Qualification Requirements You may meet the minimum qualifications for the GS-14, if you possess the specialized experience below. Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience leading the design and execution of rigorous research-suitable for publication in an academic journal or by a social science research firm (or equivalent)-that uses advanced quantitative statistical methods to examine questions relevant to education and the education sciences or a related field (e.g., learning and instruction, education policy, education outcomes).
2. Experience translating findings from rigorous quantitative research in social scientific fields related to education outcomes in ways that effectively communicate the resulting knowledge to a wide array of audiences, including but not limited to publication in scientific peer-reviewed journals or presentations at appropriate conferences.
3. Experience with federal research grant processes, from project and program development, through application procedures and processes, and management of projects and programs of research that lead to the accumulation of knowledge and understanding of education that can be used to improve learner outcomes.

1. Knowledge of how to plan, coordinate, and implement scientific research programs that lead to the accumulation of knowledge and understanding of education and/or research training programs that support the development of scholars with expertise in scientifically rigorous research methodologies.
2. Ability to decipher available research information, synthesize across multiple areas of research, and effectively present meaningful and pertinent facts and results for nontechnical audiences.
3. Knowledge of federal research grant processes, including application procedures and scientific peer review, sufficient to develop long-range plans to support the Institute's programs.
4. Ability to communicate the theory, concepts, principles, and practices of rigorous scientific methods, including key evaluation types (implementation and impact evaluations) and key non-experimental, quasi-experimental, and experimental methods (including, but not limited to mixed methods, statistical analysis of scientific data, and randomized control trials) to others with a range of technical expertise.
