Strategic Analyst (HYBRID)

The Strategic Analyst supports CCN's strategic positioning within New York's rapidly evolving healthcare transformation landscape. The Strategic Analyst reports to the Chief Business Intelligence Officer with a dotted line to the Chief Strategy Officer. Working at the intersection of value-based payment, Medicaid managed care, rural health care integration, and regional health planning, this role translates market, financial, and population data into actionable intelligence that informs contracting strategy, program design, and organizational decision-making. The analyst tracks the shifting terrain of state initiatives — including the 1115 Waiver, Social Care Networks, and the Regional Health Transformation Program (RHTP) and its four sub-regions — and helps leadership anticipate opportunities and risks across a predominantly rural service area. A core focus of the role is advancing RHTP/Rural Community Health Integration (RCHI) goals — including expanding preventive care across primary and specialty care — anchored by delivery of a comprehensive regional and local rural health needs assessment and by ongoing tracking of program impact using public data sources.

• Monitor and analyze developments in New York State health policy, Medicaid managed care, and value-based arrangements (VBAs), summarizing implications for CCN and its network.
• Align analytics with the overall Care Compass and Rural Health Strategic Plans.
• Build andmaintainmarket analyses covering payers (MCOs), health systems, CBOs, and competing entities across the 10-county footprint and four RHTP sub-regions.
• Deliver a comprehensive regional and local rural health needs assessment,identifyingpreventive care gaps across primary and specialty care (e.g., colorectal cancer screening) and benchmarking against county and regional baselines.
• Use public data sources to track program impact over time and develop models of market evolution across the service area.
• Analyze clinical and social data, contributetoand synthesize findings from stakeholder listening sessions, and translate the results into clear, actionable narratives to guide planning and implementation.
• Developutilizationmodels to support VBA negotiations, delegated care management arrangements, and rate/contract evaluation.
• Analyze population health, social care, andutilizationdata toidentifyservice gaps, target populations, and program opportunities.
• Prepare briefs, dashboards, and presentations that make complex market and regulatory dynamics accessible to leadership, boards, and partners.
• Support grant development and reporting with market data, benchmarking, and outcome-metric tracking.
• Track peer organizations and emerging models statewide and nationally to inform CCN's strategic direction.

Non-Essential Functions:

• Bachelor's degree in health policy, public health, economics, business, data analytics, ora relatedfield;master'spreferred.
• 2–4 years of experience in healthcare analytics, market research, managed care, ora related setting.
• Working knowledge of value-based payment, Medicaid, and the New York transformation landscape (1115 Waiver, VBP, managed care, RHTP/RCHI)stronglypreferred.
• Strong quantitative and data visualization skills (Excelrequired; SQL, Tableau/Power BI, or similara plus).
• Hands-on experience with a healthcare market-planning or forecasting tool (e.g., OMA, Sg2, or similar) preferred.
• Experience with community health needs assessments, stakeholder engagement, or mixed clinical/socialdataa plus.

WORK ENVIRONMENT:

Care Compass Network utilizes a hybrid work model where employees are able to work remotely from a home office or from the CCN office, a non-clinical professional office setting. There may be some travel required for partner and/or network meetings.
