The primary purpose of this position is: To serve as a Human Resources (HR) Specialist (Classification) in the Air Force Personnel Center (AFPC) with responsibility for planning, developing, and carrying out the full range of position classification and position management advisory services for assigned organizations.

Duties GS 5/7

1.Performs classification assignments. In a developmental capacity, performs classification assignments characterized by positions in clerical and assistant, technical, and trades worker occupations in a well-established and relatively stable organization where positions and career patterns are standardized and clear-cut in operation.

2. Assists in providing position management advisory services. In a developmental capacity, works with a higher graded specialist in reviewing simple organizational structures and the manner in which civilian human resources are used in the organization.

3.Participates in special initiatives, studies, and projects. Participates with higher-graded specialists in self-assessment reviews, reviews of draft classification standards, wage studies, organization and outsourcing studies, and other special projects as they may arise.

4. Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include items for newsletters, responses to routine inquiries, reports, letters, and other related material.

Duties GS-9

1.In a developmental capacity, provides classification services for positions in installation-level organizations. As a trainee, classifies positions in a wide range of occupations that are predominantly professional and administrative in nature, but include clerical and trades and crafts positions.

2.In a developmental capacity, provides position management advisory services. Trains in planning and performing studies and assisting managers and supervisors in identifying instances of job dilution, supervisory layering, and other signs of poor position management

3.Participates in special initiatives, studies and projects. Participates in self-assessment reviews, reviews of draft classification standards, wage studies, Most Efficient Organization and out-sourcing studies, and other special projects as may be assigned.

4.Prepares written correspondence and other documentation. Writes a variety of materials to include items for newsletters, responses to Congressional Inquiries, reports of special studies, scripts for briefings, letters outlining alternate position management strategies, supplements to regulations or directives, and classification appeal supplementary documentation.

Duties GS-11

1. Provides position classification services for civilian positions across the Air Force (AF). The organizations are somewhat complex, relatively stable, and have a wide range of occupations which are professional and administrative in nature but also include clerical and trades and crafts positions.

2. Provides position management advisory services. Plans and performs studies and assists managers and supervisors in identifying instances of job dilution, supervisory layering, and other signs of poor position management.

3. Participates in special initiatives, studies, and projects. Participates in self-assessment reviews, reviews of draft classification standards, outsourcing, and other special projects as may arise.

4. Prepares written correspondence and other documentation. Writes a variety of materials to include items for newsletters, responses to Congressional Inquiries, reports of special studies, scripts for briefings, letters outlining alternate position management strategies, supplements to regulations or directives and classification appeal supplementary documentation.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and management Positions, 0201 Series.

SPECIALIZED EXPERIENCE: GS-5: I have three years of progressively responsible general work experience with one year of that experience equivalent to the GS-04 grade level in the Federal service. That experience demonstrates Knowledge of, and skill in applying, an extensive body of HR rules, procedures, and operations sufficient to perform a variety of interrelated tasks in support of the work of classification specialists. Knowledge of locally established program objectives, priorities, and practices requiring extended experience to initiate, plan, and coordinate, and resolve classification support problems.

EDUCATION:
Successfully completed a full four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of official college transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION:
Less than the full amount of specialized experience described; however, completed education leading towards a Bachelor's Degree as described. Therefore, have a combination of experience and education. NOTE: You must submit a copy of official transcripts.

SPECIALIZED EXPERIENCE: GS-7: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05 or equivalent in other pay systems. Specialized experience includes knowledge of the standard principles and practices of classification and the analytical and evaluative methods and techniques required to gather and study position information; to interpret and apply position classification standards; and to determine classification of positions. Knowledge of the standard principles and practices of position management and the analytical and evaluative methods and techniques required to review organizational structures, identify position management weaknesses and discuss findings and remedies with management. Knowledge of other HR processes sufficient to relate classification issues to them.

OR

EDUCATION:
Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your official transcripts.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: Less than the full amount of specialized experience described in the job opportunity announcement; however, completed some graduate-level education as described in the job opportunity announcement. Therefore, have a combination of experience and education. NOTE: You must submit a copy of official transcripts.

SPECIALIZED EXPERIENCE: GS-9: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Specialized experience includes knowledge of the standard principles and practices of classification and the analytical and evaluative methods and techniques required to gather and study position information; to interpret and apply position classification standards; and to determine classification of positions. EDUCATION:
Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR

COMBINATION OF EDUCATION AND EXPERIENCE:
Have the specialized experience as described, but less than one year; and have at least one year of graduate education as described, but less than the required two years. Therefore, have a combination of experience and education. NOTE: At the time of your application, you must submit a copy of college transcripts.

SPECIALIZED EXPERIENCE: GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: At the time of your application, you must submit a copy of your college transcripts.

OR

COMBINATION OF EDUCATION AND EXPERIENCE:
Have the specialized experience as described, but less than one year; and have at least two years of graduate education as described, but less than the required three years. Therefore, have a combination of experience and education. NOTE: At the time of your application, you must submit a copy of your college transcripts .

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

GS-07: One year at the GS-05 level is required to meet the time-in-grade requirements for the GS 07 level

GS-09 : One year at the GS-07 level is required to meet the time-in-grade requirements for the GS 09 level

GS-11 : One year at the GS-09 level is required to meet the time-in-grade requirements for the GS 11 level

NOTE: TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

QUALIFICATIONS CONTINUED IN EDUCATION

Education

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

GS-5 / GS-7

1. Knowledge of basic Federal HR classification techniques.

2. Ability to communicate factual and procedural information clearly, orally and in writing.

GS-09

1. Knowledge of fundamental Federal HR classification and position management principles, policies, practices, methods, and analytical techniques.

2. Ability to gather and analyze facts and draw conclusions from information; and to communicate information clearly, orally and in writing.

3. Ability to consult effectively with co-workers and specialists in other offices.

4. Ability to work as a member of a team

GS-11

1. Knowledge of the full range of classification and position management principles, concepts, practices, and techniques, and of the relationships of other HR specialties to classification.

2. Ability to research, gather facts, and use effective analytical and evaluative methods to accurately assess information and make sound decisions involving position management problems.

3. Ability to maintain harmonious relations with managers, supervisors, employees, co-workers and others, to ensure cooperative resolution of conflicts, and to provide effective coordination of activities.

4. Ability to express ideas and concepts orally and in writing, and to ensure understanding and acceptance of findings in reports

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
