PHYSICIAN PLASTIC SURGERY
SITE OF SERVICE:
Walter Reed National Military Medical Center, Bethesda, MD
HCWs shall receive notification two weeks prior to the reassignment to another location with a 40-mile commuting radius of their assigned MTF.
POSITION QUALIFICATION/REQUIREMENTS:
Degree/Education: Doctor of Medicine (M.D.) or Doctor of Osteopathy (D.O.).
o Grad uate from an accredited medical school in the United States or Canada.
This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education and the Accreditation Council for Graduate Medical Education (ACGME) at the time the degree was obtained (e.g. Royal College of Physicians and Surgeons of Canada (RCPSC), College of Family Physicians of Canada (CFPC).
A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge substantially equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign
Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Internship/Residency:
Successful completion of an internship and residency program (corresponding to the specialty required) which has been approved by the Accreditation Council for Graduate Medical Education or the Committee on Postdoctoral Training of the American Osteopathic Association.
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting (i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training).
For purposes of this requirement, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetricsgynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training an appropriate accrediting body.
A residency program involves training in a specialized field of medicine in a
hospital or an institution accredited for training in the specialty by an appropriate
accrediting body.
A fellowship program involves advanced training (beyond residency training) in a
given medical specialty in either a clinical or research setting in a hospital or an
institution accredited in the United States for such training.
Board Certification: Must be Board Eligible or Board Certified in Plastic Surgery by the American Board of Plastic Surgery.
Additional Certifications : Must have the following hands-on certification through the American Heart Association or American Red Cross
Current Basic Life Support (BLS)
Current Advanced Cardiac Life Support (ACLS)
Experience:
A) Six (6) years of experience within preceding 8 years in the specialty, including residency and/or fellowship training.
B) Possess experience with process improvement, medical education planning, or clinical, patient simulator environments is a plus.
Possess ability to oversee rotating surgery residents, interns, medical students and physician assistants in their training in the conduct of plastic surgical procedures and operations.
Licensure:
Possess a current Drug Enforcement Agency (DEA) registration for controlled substances.
o Possess a valid unrestricted current license to always practice as a Plastic Surgeon in any U.S. state or the District of Columbia.
U.S. Citizenship : Shall be a U.S. citizen
English Language Requirement: Shall be able to read, write, speak and understand English well enough to effectively communicate with all patients and other health care providers.
Physical Capability: Shall be physically capable of standing and/or sitting for extended periods of time and physically capable of performing all services required under the contract.
Additional Qualifications:
Shall be knowledgeable of equipment and supply terminology and skill sufficient to identify and use necessary equipment and supplies properly and to communicate proper use with nurses, medical staff, patients, and family members.
Shall be sufficiently skilled to teach patients proper self-care and to motivate patients and family members to continue the procedures for promoting rapid healing.
Shall be knowledgeable and possess skills necessary to provide care appropriate to age-related needs of the patients (neonates, infants, children, and adults).
Shall be competent and capable of performing surgery to treat conditions associated with above.
The Contract HCW shall demonstrate skills in interviewing, examination, assessment, and management of patients with general medical and surgical health problems. Seriously ill patients shall be managed in consultation with or by direct referral to specialty physicians.
DUTIES:
Perform as MTF subject matter expert in plastic surgery.
Perform preoperative assessment of patients encompassing all plastic surgery pathology
Perform invasive procedures and operations for correction of plastic surgery deformities due to trauma and congenital or acquired anomalies.
Maintain professional competency involving clinical skills and knowledge through participation in professional organizations, self-directed journal readings, and attendance at in-service and continuing education programs.
Complete all forms and reports accurately and promptly when appropriate.
Instruct and teach the NCR members as necessary. Facilitate complex cases involving invasive monitoring and vasoactive infusions. Provide patient education on therapy, medications, and procedures when necessary.
Perform other related duties and tasks as assigned (e.g. on call duties).
Participate in the clinic quality assurance, utilization review, risk management, and peer review activities. Attend medical staff meetings as required.
Prepare and review case histories and obtain data through interviews of patients.
Examine patients and determine required radiology examinations and clinical laboratory tests. Medical care shall be provided to all beneficiaries authorized care in AR 40-3.
Interpret tests results and evaluate findings.
Prescribe specific medication(s), diet, treatment modalities and oversee nursing personnel in providing appropriate care to the patient.
Work under the general professional direction of the Chief, Plastic & Reconstructive Service.
Be prepared to make recommendations regarding changes on policy or programs as they affect professional services in the specialized area of Plastic and Reconstructive Surgery.
Make necessary rounds to inpatients, as needed.
Provide consultation services for members of the MTF staff for purposes of specialty area training. As required, the HCW will serve in a teaching capacity to staff members assigned to the MTF and ambulatory clinics.
The HCW is responsible for maintaining accurate clinical records and receiving consultations and laboratory work of specific patients.
Provide advice and opinions upon request by the Chief, Plastic & Reconstructive Service or the referring physician in support of patient care and treatment.
The HCW shall be responsible for providing medical care during the required work hours and shall provide immediate evaluation and management of emergent problems as they occur. Contractor shall complete medical charting within 72 hours of patient visit IAW JC guidelines.
The HCW shall assume additional administrative or clinical duties as requested or needed to ensure sustainment of normal clinic operations and ensure compliance with JC standards, to include, but not limited to, managing daily schedules, reviewing and disposition consults, monitoring appointment utilization and patient access to care, conducting mandatory clinical training, monitoring clinic supplies and equipment, ensuring enforcement of clinic SOPs and standards, conducting monthly peer review and attend.
Ensure compliance with standard of care and practice in accordance with all established policies, procedures, and guidelines used in the medical treatment MTF and IAW JC guidelines. Provides care within ethical and legal boundaries.
Complete orientation and competency verification programs in accordance with unit guidelines.
