Job Description and Duties

Under the general direction of the Assistant Chief Counsel of the Hospital Fair Billing Program, the Attorney IV (Lead Senior Counsel) provides direction and leadership pertaining to the more complex, novel, difficult, and sensitive legal issues related to the Hospital Fair Billing Program and the implementation of Assembly Bill 1312.

The Hospital Fair Billing Program is responsible for ensuring that hospitals comply with the laws regarding health care debt and fair billing, as set forth at Article 1, Chapter 2.5, Part 2, Division 107 of the Health and Safety Code (Section 127400 et seq.), including requirements for hospital discount payment, charity care, and debt collection policies. In addition to reviewing these policies for compliance, the Program receives consumer complaints, conducts investigations and assesses penalties when warranted, pursues enforcement actions as necessary through the administrative hearing process and administers an appeal process from administrative penalties.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for Personal Leave Program 2025 (PLP 2025) hours each month. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Minimum of two years of health care law related experience.
• Experience exercising a high degree of initiative, independence, and flexibility.
• Experience analyzing and presenting ideas and information through effective verbal and written communication with few to no grammatical errors.
• Experience communicating with internal and external stakeholders.
• Experience managing a heavy caseload with multiple, sometimes competing deadlines.
• Experience acting in a lead capacity.
• Experience with California’s rulemaking process as set forth in the APA and accompanying regulations promulgated by OAL.
• Experience evaluating and remediating digital files (Word, PDF, PowerPoint) to ensure they are usable by people with disabilities.
