Domestic Terrorism Prevention Unit Position

The incumbent of this position will report to the Domestic Terrorism Prevention Unit within the Office of Counter Terrorism. Duties include but are not limited to the following:

• Develop, implement, evaluate, and analyze New York State's targeted violence and domestic terrorism prevention initiatives to align with DHSES Office of Counter Terrorism (OCT) efforts to combat terrorism, domestic violent extremism, and targeted violence. Ensure the Domestic Terrorism Prevention Unit (DTPU) and OCT is a national leader and on the cutting edge of policy development.
• Support the DTPU Director and Office principals in the implementation, monitoring, and evaluation of New York State's targeted violence prevention initiatives, ensuring activities are aligned with the DTPU and Office of Counter Terrorism priorities and strategic direction.
• Assist with oversight of day-to-day unit operations, ensuring staff activities, workflows, and deliverables align with established priorities, objectives, and guidance. This includes supporting staff supervision, coordinating resource use, and maintaining operational readiness.
• Serve as a trusted advisor to DTPU Director and OCT principles on a range of topics and issues to inform decision-making.
• Serve as subject matter expert on all types of targeted violence, including terrorism, trends by conducting research, monitoring developments, and providing briefings and technical input to inform leadership decision-making.
• Provide analytical, research, and operational support to DTPU and office leadership in the execution of strategic plans to prevent targeted violence, to include domestic terrorism, including assessing the current threat environment, identifying implementation risks, and preparing options or recommendations for leadership consideration.
• Support coordination of outreach activities across the DTPU, including presentations, conferences, information-sharing activities, training and exercises, briefings, reports, and meetings.
• Support OCT DTPU information gathering efforts such as surveys, facilitating focus groups, and ensuring customer satisfaction.
• Support comprehensive research and analysis efforts, including preparing executive-level briefs, memoranda, reports, publications, and assessments for Office leadership.
• Attend and present at conferences and other public events.
• Assist in the preparation of talking points, draft speeches, correspondence, and legislative testimony, providing research, analysis, and drafting assistance as requested.
• Lead academic analysis of terrorism and targeted violence trends.
• Assist in disaster response and recovery activities as required and assigned.
• Perform the full range of supervisory and management duties.
• Travel 30% will be required. Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the position.

Minimum Qualifications:

• Nine (9) years of professional or technical critical infrastructure analysis experience, three years of which must be in one or more infrastructure sectors.* Experience must include: research and analysis of highly technical programs; analysis and development of operational protocols for a large organization, including risk management and vulnerability assessment; analysis of public policy issues; or strategic planning and process improvement.

• Substitution**: A bachelors degree in a relevant area may substitute for four years of general experience; a masters degree in a relevant area for one additional year of general experience.
• **Qualifying education may include the following or closely related fields: Psychology, Criminology/Criminal Justice, Law, Sociology, GIS, Geography, Information Technology (Various), Engineering (Various), Forensics, Biological Sciences, Earth and Atmospheric Science, Military Studies, Mathematics, Telecommunications, Chemistry, Language (Various), Transportation and Logistics, Industrial Technology, Global Studies, or Intelligence Studies

• NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
