Senior Program Manager

Position Summary Odyssey Systems has an exciting opportunity for a Senior Program Manager providing support to the Command, Control, Communications, and Battle Management Division (C3BM).Command, Control, Communications, and Battle Management (C3BM) has been tasked with delivering an integrated Department of the Air Force (DAF) Battle Network providing resilient decision advantage and enabling the USAF, USSF, Joint, and Coalition Force to win against the pacing challenge. C3BM supports execution in many different focus areas. C3BM’s main efforts are Architecture and Systems Engineering (ASE), Operational Response Team (ORT), and multiple mission integration teams such as Air, Maritime and multiple acquisitions consisting of both the Advanced Battle Management System (ABMS) and Space.This is a full-time position at The Pentagon, Washington, DC and is 5 days a week onsite. Responsibilities Duties include, but not limited to: Lead development and coordination of PPBE deliverables, including R‑Docs, BES, and POM funding profilesServe as primary focal point for congressional engagements; draft, package, and coordinate briefs for SECAF and senior leadership; track and analyze legislative adjustmentsFacilitate multi‑service and joint interagency collaboration (Air Force, Navy, Marine Corps, Army, DISA, OUSW) to integrate funding baselines and synchronize Joint Fires Network initiativesPartner with COCOMs (e.g., USAFRICOM, PACOM) to conduct operational gap analyses, define mission requirements, and author issue papers with manpower and cost estimatesProduce completed staff work, decision packages, white papers, and executive briefings providing strategic guidance for senior Air Force and OUSW leadershipDirect governance execution, agendas, and battle rhythm management for senior‑level boards chaired by General OfficersInterface with OSD/CAPE and SAF/FM; aggregate and validate contract and financial data; fulfill high‑priority RFIsAdvocate for program TOA; support AF Corporate Structure reviews (Panels, Group, Board, Engine Room); develop risk models analyzing capability trade‑offs at different funding levelsResearch and coordinate modern statutory and funding mechanisms for rapid acquisition and flexible executionLiaise across PEO C3BM, program offices, and HAF/SAF (AF/A5/8, SAF/AQ, SAF/FM); translate SAE guidance into actionable program milestones and track obligation/expenditure metrics Qualifications Citizenship: Must be a US citizenMinimum Required QualificationsClearance: Must have and be able to maintain a Top Secret Level Clearance with current SCI eligibilityPreferred QualificationsEducation and Experience: Bachelor’s degree, and minimum of 12 years of experience, including at least 5 years supporting DoD programs, OR15 years of experience, including at least 8 years supporting DoD programs.Technical SkillsDoD acquisition program management support across the acquisition lifecycleKnowledge of FAR, DoDI 5000.02, AFI 63-101/20-101, and related acquisition guidanceProgram risk management and acquisition reportingCost, schedule, and performance managementDevelopment and review of acquisition documentation and milestone packagesExperience supporting IPTs, PMRs, and acquisition reviewsFamiliarity with Agile methodologies, DevSecOps, and cloud-based systemsExperience with acquisition and financial systems including CCaR, IDECS, EDA, and Microsoft Office SuiteKnowledge of EVM analysis and Integrated Master Schedules (IMS)Interpersonal SkillsStrong written and verbal communication skillsAbility to develop and present briefings to senior leadershipStrong analytical and organizational skillsAbility to manage multiple priorities in a fast-paced acquisition environmentAbility to work independently and collaboratively within Government and contractor teamsAdditional InformationLocation: The Pentagon, Washington, DCTravel: Travel may be required at the customer’s discretionOnsite#LI-MK1 Company Overview Odyssey is a world-class technical, engineering, and integration company serving the warfighting ecosystem with airborne integration, ISR, C2, and warfighter readiness capabilities.
