Police Lieutenant

JOB SUMMARY Under direction, plans, organizes, supervises, and evaluates the activities of sworn and non-sworn personnel assigned to patrol operations, the School Police Department, and specialized units within the School Police Department; provides leadership in support of community-based policing and school safety initiatives; coordinates emergency management functions, including serving in a leadership role within the District’s Emergency Operations Center (EOC); and provides support to the Assistant School Police Chief and School Police Chief. SUPERVISION Receives direction from the School Police Chief or designee. Exercises direct supervision over School Police Sergeants (watch commanders). Public Safety Communications Supervisor, School Police Officers, Public Safety Dispatchers, Campus Security Officers, and professional and support staff. ESSENTIAL JOB FUNCTIONS Duties may include, but are not limited to, the following: Plan, organize, supervise, and evaluate the activities of sworn and non-sworn personnel assigned to patrol operations, specialized assignments, and the School Police Department. Develop, review, and implement policies, procedures, and operational plans to enhance department effectiveness and school safety. Plan, organize, and evaluate departmental operations and recommend improvements to enhance effectiveness. Promote and implement community-based policing strategies that support a safe and positive school environment. Coordinate and oversee operations of the School Police Department, including safety programs and support services. Trains and directs police sergeants, police officers, dispatch supervisor, dispatchers, campus security officers, and others in the performance of their duties. Serve in a leadership role in emergency management, including coordination of Emergency Operations Center (EOC) activities and implementation of IC S/NIMS protocols. Respond to major incidents and emergencies; may assume incident command or provide command-level support. Conduct administrative reviews, inspections, and audits of personnel, operations, and programs. Prepares work schedules and reviews reports of subordinates. Participates in the selection, performance, evaluation, and counseling of police sergeants, assigned officers and other personnel. Investigate complaints involving department personnel; prepare findings and recommend corrective or disciplinary action as appropriate. Originates recommendations for improvement. Coordinate and delivers training programs, including developing instructional materials and conducting courses. Supports and provides direction for community-based policing and safe school safety initiatives, including presenting safety information to parent groups, community organizations, and stakeholders. Conducts personnel and equipment inspections. Assists and provides guidance to police officers and others in resolving law enforcement and security issues and responds to calls for service as needed. May conduct studies and analyses on police-related matters. Performs all duties related to supervising Watch Commanders. Prepare and review reports, correspondence, and other documentation. Participate in committees, meetings, and interagency coordination efforts related to school safety and emergency preparedness. Participates in the formulation and the implementation of departmental goals and objectives. Represents or serves as department head when assigned. Uses district vehicle for travel to all sites where presence is required. Performs job related duties as assigned. QUALIFICATIONS EXPERIENCE AND EDUCATION/TRAINING Five (5) years of fulltime work experience as a peace officer in a California POST-approved police department, of which two (2) years shall have been at the rank or level of sergeant. –AND– Bachelor's degree from an accredited university with major coursework in police science, law enforcement, administration of justice, training, business, public administration, or a closely related field. Experience conducting administrative investigations involving employee misconduct, use of force, or policy violations is highly desirable. Completion of California POST Professional Standards training or equivalent training in internal affairs, police accountability, or administrative investigations is highly desirable. LICENSES/CERTIFICATES/REGISTRATIONS A valid class C California driver's license. Basic Intermediate, Advanced, and Supervisory Certificates issued by California Commission on Peace Officer Standards and Training (POST). A current American Red Cross First Aid Certificate or an acceptable equivalent. A current American Red Cross CPR certificate or an acceptable equivalent. *Employees in this classification are responsible for renewing the documents listed to ensure their validity throughout employment in this classification. **Submitted upon offer of employment. ***Supervisory Certificate CA POST must be submitted prior to end of probationary period. ADDITIONAL SALARY INFORMATION This is an exempt position, Management Salary Range 51. Positions in this class work 12 hour rotating shifts and 228-days per fiscal year.
