Construction and Maintenance Project Supervisor

The Department of Corrections is seeking highly motivated and qualified individuals as a Construction and Maintenance Project Supervisor at Washington State Penitentiary (WSP). This recruitment may be used to fill future vacancies that may occur. The Washington State Penitentiary is staff 24-hours a day, 7-days a week. The Department of Corrections enhances public safety, administers criminal sanctions and programs in accordance with the law and provides leadership for the future of corrections in Washington State.

Duties

Under the direction of the Plant Manager, this is a "working Supervisor" position which provides leadership, supervision, and direction for inmate workers and journey-level staff performing skilled work in two trades; the Fix-it shops welding, fabrication, installation of mechanical locking devices, and the Washington State Penitentiary Locksmith shop.

This includes, but is not limited to construction, installation, repair, alterations, and modifications of facility buildings, mechanical locking equipment, and maintenance of facility locks throughout the facility.

This position will supervise the Locksmith Supervisor, who is responsible for the installation, maintenance, modification, repair, troubleshooting, adjustment, and documentation of all locking devices, lock systems, and Autocad facility drawings at WSP.

This position acts as the primary point of contact for all maintenance and repair of kitchen, laundry, mechanical locking devices, other equipment and systems to support living conditions, the mission of the maintenance department, Lockout Tagout compliance, work within a defined budget, and ensure work in performed in a workman like manner to meet code compliance and safety standards.

This position will ensure that supervised staff maintain and document training hours and continuing education as necessary to maintain any required certifications.

This position supports DOC's mission to improve public safety. Maintenance staff plays a vital role by participating in the facilities and ground maintenance programs. This vital role ensures operational systems, safe buildings, and safe grounds.

Duty: Supervise Fix-it Shop staff and inmates in the installation and maintenance of the facilities mechanical systems in a workman-like manner.

Tasks include:

  • Maintain doors and gates. Installation, maintenance, replacement, repair, demolition, construction, and fabrication of facility building mechanical equipment, machinery, and utilities.
  • Supervision of an inmate crew engaged in maintenance/repair of cell doors, man doors, and vehicle gates.
  • Set expectations and conducts timely evaluations for the Fix-it shop supervisors in your chain of command.
  • Welding and cutting of metal. Participate, supervise, and observe your area staff and offenders engaged in maintenance, repair, modification of carts, gates, doors, machinery and equipment.
  • Inspect facility mechanical systems and related equipment to determine the need for repair, maintenance or replacement.
  • Review project plans and blue prints.
  • Documentation of offender training.
  • Use of tools, ladders, scaffolding and operation of heavy equipment.

Duty: Provide first level supervision and leadership to the Locksmith Shop Supervisor.

Tasks include:

  • Set expectations and conduct timely evaluations for the Locksmith Shop Supervisor.
  • Prioritize and coordinate facility lock and mechanical maintenance, upgrades, and repairs.
  • Ensure work is being completed according to specifications and in a safe manner according to DOC policies, budget, and procedures.
  • Effectively address employee performance, misconduct issues, and take appropriate actions.
  • Act as the primary point of contact for matters concerning lock and mechanical systems at WSP.

Duty: Plans, coordinates and organizes maintenance and construction projects.

Tasks include:

  • Prepare preliminary cost estimates and projections for assigned tasks.
  • Communication with vendors and contractors related to facility projects.
  • Schedule work to be completed based upon its assigned priority.
  • Ensure that all safety and security procedures are followed.
  • Attend meetings related to facility lock and mechanical projects.
  • Schedule the movement and use of equipment to and from project locations.
  • Transport materials to project locations.
  • Worksite inspections.

Duty: Prepare reports, schedule maintenance, assists in developing projects including material estimates, scopes of work, equipment, and manpower needs.

Tasks include:

  • Monitor inventories for Fix-it Shop Supervisors and Locksmith shop and order sufficient required materials to accomplish maintenance needs and assigned tasks.
  • Document work performed including necessary records of work crew hours, performance, and training.
  • Tool control, Lock-out/Tag-out, fall protection, confined space entry, SDS & FTCM logs, PPE, and all other safety compliance processes.
  • Use of work order software to review, complete, track work, assign labor related to facility locking and mechanical systems. Micro main is the current software used, but may migrate to new software in the future.

Duty: Other duties as directed by the Facility Manager or Plant Manager 3.

Tasks include:

  • Use of Asset Planner to document work performed.
  • Retrieval and use of rental equipment.
  • Event setup and teardown.
  • Assistance to other shops when needed.
  • Participating in training opportunities.
  • May perform preventative maintenance and repair of motor vehicles and heavy construction equipment, gas and diesel equipment.
Qualifications

REQUIRED:

  • High School Diploma or GED.
  • Journey level work in two (2) skilled trades and two (2) years' of applicable work experience. OR Two (2) years as a Construction and Maintenance Project Lead
  • Valid Driver's License
DESIRED:
  • Two (2) years' experience in: • Installation of detention overhead security door devices, gate closers and new security doors, • Fabrication and maintenance of metal equipment and machinery AND/OR • Lock/mechanical locking device installation, repair, and fabrication.
