Late applications will not be accepted beyond the closing time and date for any reason, including any technical issues, such as system, browser, or computer failures, etc. * The Port of Oakland is currently recruiting for the position of Port Maintenance Leader. There are two (2) vacancies, one (1) in the Aviation Division and one (1) in the Maritime Division. Under general supervision, Leaders act as the working lead persons in the construction, maintenance operation and repair tasks in connection with operating and maintaining Port facilities and properties; and performs related work as required. Examples of Duties Any one position may not include all the duties listed, nor do the examples cover all the duties which may be performed. Incumbent may perform other related duties at the equivalent level. * Acts as working lead person participating in routine and emergency construction, maintenance and repair of roofs, buildings, wharves, piers, bulkheads, culverts, concrete or asphalt curbs, gutters, and sidewalks, sanitary sewer and storm drain conduits and appurtenant structures thereto, fences, railroad tracks and switches and other Port facilities; leads and participates in weed abatement work in non-landscaped areas. * Leads and participates in routine and emergency construction, reconstruction, paving and patching of asphalt and concrete streets, taxiways, runways and paved harbor areas. * Trains semiskilled employees and conducts tailgate meetings as needed. * Drives a variety of trucks in transporting men, equipment and materials to and from work projects. * Uses a variety of motorized, electrical, pneumatic and hydraulic powered tools common to the construction industry. * Keeps accurate logbooks and records; prepares time cards for crew and uses computer, as directed, to generate memoranda or other reports to be submitted to foreman. * Observes and reports unsafe operations, procedures, and work conditions inconsistent with Port policies and procedures. * Ensures that individuals assigned to them are wearing the necessary personal protective equipment (PPE's) required for any particular job. * Performs related duties as assigned to keep work efforts progressing. Minimum Qualifications EDUCATION AND EXPERIENCE This position requires a combination of education and experience reflecting possession of the required knowledge, skills, and abilities. A typical combination would include: * Completion of high school. * Two years of semiskilled laboring experience in a Port facilities or municipal public works, construction and maintenance setting. KNOWLEDGE, SKILLS AND ABILITIES To perform the typical tasks and duties of the position successfully, the knowledge, skills and/or abilities listed below are required. Knowledge of: * Methods and practices relating to the construction, maintenance and repair of Port facilities. * Use and operation of common construction tools and work equipment such as trucks, power tools, etc. * Current safety practices and procedures. * State motor vehicle laws and licenses required for this class * Rules for the safe operation of trucks and other vehicles required for this class. * Computer hardware and software required on the job. * Basic supervisory principles and practices. Ability to: * Use and operate common construction tools and work equipment such as trucks, power tools, etc. * Understand and obey state motor vehicle laws. * Follow oral and written instructions. * Keep accurate records and make reports. * Operate a personal computer, utilizing current MIS supported word processing, spreadsheet, and database software. * Work independently within established guidelines. * Establish and maintain effective and professional working relationships with all persons contacted in the performance of duties and to work as a team. * Work under deadlines and coordinate several concurrent assignments. * Work with minimum supervision. THE SELECTION PROCESS Stage I: Application, Supplemental Questionnaire and California DMV Printout of a Current Class B Driver License Evaluation (Pass/Fail)- The first stage in the selection process will consist of an application, supplemental questionnaire, and a California DMV printout of a current Class B driver license appraisal review (pass/fail). Applications submitted without a completed supplemental questionnaire and California DMV printout of a current Class B driver license will be deemed incomplete and not given further consideration. Meeting the minimum qualifications does not guarantee advancement to the next stage of the selection process. Only the most suitably qualified candidates will be invited to Stage II. Stage II: Assessment Examination (Weighted 100%) - The second stage of the selection process may consist of a combination of job-related situational project exercises and an oral panel interview designed to assess technical knowledge and any additional KSAs. Job-related situational project exercises may consist of written exercises, performance exercises or other situational exercises that would assess the KSAs. The Assessment Examination is designed to test the applicant's overall aptitude for the position. Candidates must achieve a scale score of 70 or more on this examination to be placed on the eligible list for employment consideration. The Port reserves the right to modify the selection process, as necessary, to conform to administrative or business necessity. Must participate in the mandatory D.O.T. drug and alcohol testing program pursuant to the Code of Federal Regulations, Title 49 (49 CFR), Parts 40 and 382 effective January 1, 1996, and the Port of Oakland's policy #AP304. Incumbents in this classification may be assigned either to the Airport or Harbor work location. In order to comply with the security requirements of the Transportation Security Administration (TSA) for incumbents assigned to the airport and U.S. Customs for individuals who have unescorted access to secured areas of the harbor, each incumbent is required to successfully complete a Transportation Security Administration (TSA) background check, which will include a fingerprint-based Criminal History Records Check (CHRC) and a Security Threat Assessment (STA), prior to being considered for this position. In addition, the incumbent assigned to the airport may be required to complete and pass a U.S. Customs Airport Security Program Check (19CFR122.182). This status must be maintained for the duration of employment at the Airport. The Department of Homeland security requires all employees who must have unescorted access to regulated marine terminal facilities to be in possession of a Transportation Worker Identification Credential (TWIC). Incumbents in this classification are also required to possess an FAA "Green" Badge. Employees will need to undergo a background check before being issued a TWIC card and FAA "Green" Badge. This status must be maintained for the duration of employment at the Port in this classification. Must be available for on-call duty as required by emergency situations or as required for uninterrupted operations in accordance with and adherence to Port emergency protocols. Leaders may work unusual hours in all weather conditions. Leaders perform strenuous physical labor.
