Position Overview The Bid Credit Program Manager at DCEO's Office of Illinois Works serves as the lead professional in charge of managing the day-to-day functioning of the Bid Credit Program, managing the assigned team, and ensuring that hundreds of construction contractors that apply to receive bid credits get them in a timely and efficient way. The ideal candidate will be able to help lead and support a subordinate staff responsible for receiving and processing bid credits, ensuring contractor accounts are updated in a timely manner, and bid credit certificates are issued accurately. The Office of Illinois Works at DCEO is a new bureau charged with implementing a portfolio of programs mandated by the Illinois Works Job Program Act. The office's main focus is to bring about equity and inclusion to the construction industry and offer life and family sustaining careers in construction and the trades to underrepresented populations including women, minorities, and veterans. Essential Functions
- Under administrative direction of the Assistant Deputy Director of Illinois Works, performs effective management of the Bid Credit Program.
- Determines program goals and priorities and develops procedures and works with the Department of Innovation and Technology (DoIT) on computer systems attainment.
- Prepares and revises proposed bid credit award criteria for review by the Assistant Deputy Director.
- Serves as working supervisor.
- Travels as required to make presentations regarding program requirements to grantees, potential applicants, contractors, agency representatives and other stakeholders.
- Coordinates consultation and technical assistance with DCEO staff, DoIT, the State Procurement office, the Dept. of Labor, impacted agencies, and contractors on Bid Credit requirements and issue.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in accounting, business administration, information technology and related fields.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization, specifically with experience in program administration with supervisory experience within grant administration, statistical analysis and financial reporting experience.
- Requires three (3) years of experience administering the Bid Credit Program or a similar complex public-sector program involving business incentive-based awards.
- Requires three (3) years of experience working with state and/or federally funded pre-apprenticeship or Department of Labor registered apprenticeship training programs in the construction trades.
- Prefers three (3) years of experience administering the Bid Credit Program or a similar complex public-sector program involving business incentive-based awards.

- Prefers two (2) years of experience implementing fiscal controls and program accountability measures.
- Prefers two (2) years of experience coordinating cross-functional initiatives with information technology staff on system or database development for data related to apprenticeship set-asides, bid credit award systems, or tax credits.
- Prefers two (2) years of experience evaluating program operations and implementing process improvements.
- Prefers two (2) years of experience providing technical assistance, training, or presentations to stakeholders, contractors, or public agencies
- Prefers two (2) years of experience supervising professional staff, including performance management, training, and workload allocation.
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
