Reports To: Residential Manager

Schedule: Monday through Friday, 9:00 a.m.-5:00 p.m., 40 hours per week. Schedule may vary based on residents, staffing, meetings, program, and on-call needs.

Purpose of Position

The ICF Assistant Residential Manager – QIDP works with the Residential Manager to support the effective operation of the assigned Intermediate Care Facility for Individuals with Intellectual Disabilities.

This position serves as the designated Qualified Intellectual Disability Professional for six residents and is responsible for coordinating, monitoring, and evaluating each resident’s Active Treatment Program and Individual Program Plan (IPP). The position also provides staff supervision and training, direct resident support, household oversight, and operational coverage in the absence of the Residential Manager.

Essential Duties and Responsibilities :

QIDP and Active Treatment

• Serve as the designated QIDP for six residents.
• Coordinate the development, implementation, monitoring, and revision of each resident’s person-centered IPP and Active Treatment program.
• Ensure programs address assessed needs and promote independence, skill development, choice, community participation, and quality of life.
• Chair and coordinate annual, quarterly, interim, and other required Interdisciplinary Team meetings.
• Ensure residents, guardians, families, clinicians, nursing staff, day-service providers, and other appropriate team members participate in the planning process.
• Coordinate Comprehensive Functional Assessments following admission and at least annually.
• Review resident progress and revise objectives, strategies, or services when needs, abilities, health, behavior, or circumstances change.
• Maintain accurate Active Treatment schedules and ensure staff receive the information and training needed to implement resident programs.
• Track Interdisciplinary Team recommendations and required follow-up.

Program Data and Documentation

• Review programmatic, behavioral, habilitative, and other resident data in Therap or required systems.
• Analyze resident progress at least monthly and identify trends, concerns, or needed program changes.
• Complete or approve monthly QIDP reviews documenting progress, concerns, recommendations, and follow-up.
• Ensure objectives are measurable and data are collected accurately and consistently.
• Monitor documentation related to IPPs, behavior plans, health needs, significant events, and resident progress.
• Address missing, inaccurate, or inconsistent documentation and communicate significant changes to the Interdisciplinary Team.

Staff Supervision and Training

• Observe staff across shifts and settings to ensure proper implementation of IPPs, Active Treatment, behavior plans, and resident-specific strategies.
• Provide staff instruction, coaching, guided practice, feedback, and retraining as needed.
• Document observations, training, corrective actions, and follow-up.
• Evaluate staff competency in implementing resident programs safely and consistently.
• Notify the Residential Manager of performance or compliance concerns and assist with corrective action.
• Promote respectful, person-centered support that protects resident rights, dignity, preferences, communication, and independence.

Quality Assurance and Compliance

• Conduct audits of resident records, program data, staff documentation, and Active Treatment implementation.
• Monitor compliance with CMS ICF/IID Conditions of Participation, Connecticut DDS requirements, and Benhaven policies.
• Identify deficiencies and assist with corrective action, surveys, licensing reviews, and plans of correction.
• Maintain accurate, organized, survey-ready records.

Assistant Residential Management

• Assist the Residential Manager with household operations, staffing, schedules, coverage, overtime, resident services, and transportation.
• Provide on-site staff supervision, training, feedback, and corrective guidance.
• Ensure household routines and safety procedures are followed.
• Serve as acting Residential Manager during the manager’s absence, including on-call responsibilities as assigned.

Resident and Health Support

• Maintain knowledge of each resident’s needs, preferences, health conditions, programs, and support requirements.
• Oversee implementation of IPPs, behavior plans, health protocols, resident schedules, and daily routines.
• Provide direct support as needed while promoting independence, dignity, privacy, choice, and community participation.
• Maintain professional communication with residents, families, guardians, staff, clinicians, nursing personnel, and other team members.
• Monitor resident health and report concerns according to agency policies and individual protocols.
• Work with nursing personnel to ensure medical orders, appointments, recommendations, and follow-up are completed and documented.
• Obtain and maintain DDS Medication Administration Certification.

Position Requirements

• Bachelor’s degree in a qualifying human services field meeting federal QIDP requirements.
• At least one year of professional experience supporting individuals with intellectual or developmental disabilities; ICF/IID experience preferred.
• Knowledge of Active Treatment, person-centered planning, positive behavioral supports, and IPP implementation.
• Ability to interpret programmatic and behavioral data and make appropriate recommendations.
• Strong communication, organization, supervision, training, judgment, and computer skills, including Therap and Microsoft applications.
• Ability to manage multiple priorities and maintain confidentiality.
• Valid Connecticut driver’s license and reliable, registered, and insured vehicle meeting Benhaven requirements.
• Ability to maintain DDS Medication Administration Certification, complete required training, and work flexible or on-call hours as needed.

Physical Demands

Employees must be able to perform the essential functions of the position, with reasonable accommodations as applicable.
