Facilities Director Job Summary The Facilities Director provides strategic leadership and administrative oversight for the planning, operation, maintenance, and improvement of the college's facilities, grounds, utilities infrastructure, and related support services. The position is responsible for ensuring safe, efficient, sustainable, and well‑maintained learning and working environments that support the college's mission, strategic priorities, and student success goals. The Facilities Director leads short‑ and long‑range facilities planning and oversees capital construction, renovation, deferred maintenance, and infrastructure improvement initiatives. The position manages facilities budgets, contracts, and resources; ensures compliance with applicable regulatory requirements; and implements operational strategies that promote asset stewardship, sustainability, and continuous improvement. Working collaboratively with college leadership, SCC departments, faculty, staff, students, and external partners, the Facilities Director serves as the college's facilities subject‑matter expert and provides leadership in aligning facilities operations and capital investments with current and future institutional needs and budget. Essential Functions 30% – Capital Projects, Construction, and Infrastructure Development Provide executive leadership and oversight for capital construction, renovation, remodeling, deferred maintenance, and infrastructure improvement projects. Lead facilities planning efforts associated with new construction, major renovations, and campus infrastructure upgrades. Coordinate project development activities including budgeting, design review, consultant and contractor selection, procurement, scheduling, permitting, stakeholder communication, and project implementation. Serve as the college representative with architects, engineers, contractors, governmental agencies, utility providers, district‑wide committees, and other project stakeholders to ensure projects are completed in accordance with established schedules, budgets, quality standards, and regulatory requirements. 25% – Facilities Operations, Maintenance, and Regulatory Compliance Direct and oversee all facilities maintenance and operations activities for the college, including building systems, central plant operations, utilities distribution systems, custodial services, grounds, landscaping, and related support services. Develop and implement preventive and predictive maintenance programs, asset lifecycle management strategies, and operational standards that ensure safe, reliable, efficient, and sustainable campus facilities. Ensure compliance with applicable federal, state, local, tribal, and district regulations, including building codes, fire and life‑safety requirements, environmental regulations, OSHA standards, and accessibility requirements. 15% – Strategic Facilities Planning, Asset Management, and Sustainability Develop and implement short‑term, long‑range, and strategic facilities plans that support institutional priorities, enrollment growth, campus development, infrastructure renewal, and operational excellence. Conduct facility condition assessments, identify deferred maintenance and capital renewal needs, and establish priorities for future investments. Lead initiatives related to energy management, water conservation, sustainability, resiliency, and continuous improvement. 15% – Financial Management, Procurement, and Contract Administration Develop, administer, and monitor departmental operating and capital budgets. Manage expenditures related to facilities operations, utilities, maintenance programs, construction projects, and contracted services. Oversee procurement activities, competitive bidding processes, contract administration, vendor relationships, and contractor performance to ensure fiscal stewardship, accountability, and effective service delivery. 10% – Leadership, Workforce Development, and Organizational Effectiveness Provide leadership, supervision, and direction to facilities personnel and managers. Establish performance expectations, conduct evaluations, support employee development, succession planning, workforce training, team cross‑training, and organizational effectiveness initiatives. Foster a culture of accountability, safety, collaboration, customer service, and continuous improvement. 5% – Institutional Collaboration, Emergency Preparedness, and Administrative Support Serve as a facilities subject‑matter expert and advisor to college leadership. Collaborate with administrators, faculty, staff, students, district office, and community stakeholders to support institutional initiatives and operational goals. Participate in emergency preparedness, business continuity planning, incident response, and recovery efforts. Prepare reports, analyses, recommendations, and presentations related to facilities operations, capital planning, and organizational priorities. Minimum Qualifications Bachelor's Degree in construction management, operational management, facilities management, business (any discipline), public administration, finance, analytics, accounting, occupational health or safety sciences, engineering, architecture, or a related field, and six (6) years of progressively responsible facilities experience including two (2) years of management and/or supervisory experience. OR Bachelor’s Degree in the same fields, certification from the International Facilities Management Association (IFMA), the Association of Physical Plant Administrators (AAPA), or a similar certification, and four (4) years of progressively responsible facilities experience including two (2) years of management and/or supervisory experience. OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Special Requirements: Licenses, Registrations, or Certifications Possession of a valid State of Arizona Class D Driver's License. OSHA certification required for some assignments. Required licenses and certifications must be maintained for the duration of employment within the classification. Licenses and certifications may be subject to renewal and/or require Continuing Education Units (CEUs) or training by the State or issuing authority. Preferred: Professional building trades certification and/or OSHA certifications. Desired Qualifications A. Eight (8) or more years of progressively responsible facilities management experience in a higher education institution, public sector organization, healthcare system, or similarly complex multi‑building environment. B. Demonstrated experience leading facilities operations, including maintenance, building systems, central plant operations, utilities infrastructure, custodial services, grounds, life‑safety programs, and regulatory compliance. C. Experience planning, managing, and overseeing capital construction, renovation, infrastructure improvement, and deferred maintenance projects, including collaboration with architects, engineers, contractors, and regulatory agencies. D. Three (3) or more years of experience developing and administering operating and capital budgets, managing financial resources, and overseeing procurement, contracts, and vendor relationships. E. Experience developing and implementing strategic facilities plans, asset management programs, preventive maintenance programs, performance metrics, and computerized maintenance management systems (CMMS). F. Professional certification such as Certified Facility Manager (CFM), Facilities Management Professional (FMP), APPA certification, Sustainability Facility Professional (SFP), Project Management Professional (PMP), OSHA certification, or equivalent professional credential. G. Three (3) or more years of leadership experience in supervising and developing staff, fostering organizational effectiveness, leading change initiatives, and building collaborative relationships with internal and external stakeholders. H. One year of full‑time, relevant MCCCD experience within the previous two years. Special Working Conditions All travel‑related expenses to campus during the interview and selection process will be the candidate's responsibility. May be required to travel to other MCCCD locations. May be required to work evenings and weekends. May require prolonged periods of sitting and viewing a computer screen. May be required to lift or carry up to 25 lbs. This position requires a physical presence on campus with possible partial remote work depending on business needs to best serve the students, department, and college. May be exposed to hazardous chemicals. Climbing stairs and/or ladders to reach assigned areas along with working at heights. Work outdoors in a variety of temperatures and environmental conditions. Will be required to work in an area of light to heavy noise levels daily.
