Job Title: Environmental, Safety & Health (ES&H) Representative
Job Description
The Environmental, Safety & Health (ES&H) Representative serves as the dedicated on-site safety leader responsible for implementing, administering, and overseeing the ES&H Project Plan in coordination with contractor management. This role focuses exclusively on environmental, safety, and health requirements at complex construction and industrial sites, ensuring regulatory compliance, promoting a strong safety culture, and protecting the well-being of all personnel on the project.
Responsibilities
- Provide full-time, on-site oversight and implementation of the ES&H requirements whenever project work is being performed.
- Administer and manage the ES&H Project Plan in coordination with contractor and site management, ensuring alignment with regulatory and project-specific safety standards.
- Conduct regular safety and health assessments, inspections, and audits of construction and work environments to identify hazards and verify compliance.
- Lead and support the development, delivery, and documentation of safety training programs, including OSHA-related training and site-specific safety orientations.
- Monitor work activities for adherence to OSHA standards, DOE-related requirements, and company ES&H policies, taking corrective action when necessary.
- Evaluate and enforce safe work practices, including use of personal protective equipment, safe operation of tools and equipment, and adherence to established procedures.
- Participate in job hazard analyses and risk assessments, and recommend effective mitigation measures to reduce or eliminate identified risks.
- Support incident and near-miss investigations, including root cause analysis, documentation, and development of corrective and preventive actions.
- Maintain accurate ES&H records, reports, and documentation, including training logs, inspection reports, and compliance records.
- Communicate safety expectations clearly and consistently to all levels of the project team, using strong interpersonal skills to influence safe behaviors.
- Collaborate with project leadership to integrate ES&H considerations into planning, scheduling, and execution of work activities.
- Use EHS tools, software, and standard office applications to track performance metrics, generate reports, and support data-driven safety decisions.
- Handle sensitive and confidential safety and health information with discretion and professionalism.
- Serve as the primary ES&H point of contact on-site, reporting directly to the Site Manager and being available at all times while work is being performed.
- Provide proactive guidance on regulatory requirements and industry best practices related to construction safety, industrial hygiene, and environmental compliance.
Essential Skills
- Bachelor’s degree (or equivalent) in Safety Engineering, Industrial Hygiene, Occupational Safety, Environmental Science, or a related technical field.
- Minimum of 5 years of full-time Environmental, Health & Safety (EHS) experience in construction or related work environments.
- At least 3 years of experience in a full-time ES&H representative role where the sole responsibility was ES&H oversight, implementation, and assessments.
- Four-year technical degree in an ES&H discipline from an accredited university, or equivalent work experience subject to approval.
- Completion of the 30-hour Occupational Safety and Health Standards in the Construction Industry training course (OTI 510) or equivalent.
- OSHA 10 and OSHA 30 experience and training in construction safety and OSHA safety practices.
- 29 CFR 1910.120 HAZWOPER 40-hour certification.
- Current CPR and First Aid certification.
- Certified Safety Professional (CSP) or equivalent nationally recognized certification, or eligibility to obtain such certification.
- Demonstrated experience with EHS in Department of Energy (DOE) environments or similar high-hazard facilities.
- Strong communication skills with the ability to convey safety requirements clearly and effectively to diverse audiences.
- Sound judgment and the ability to work independently while making timely, informed decisions related to safety and health.
- Proficiency with EHS tools and software, as well as standard office applications (e.g., word processing, spreadsheets, presentations).
- Ability to manage and protect confidential information with discretion.
- Ability to provide at least three professional references with firsthand knowledge of safety and health experience.

- Experience implementing and administering comprehensive ES&H plans on large, complex construction or industrial projects.
- DOE-related safety requirements and practices.
- Strong safety training skills, including the ability to develop and deliver engaging training sessions.
- Experience conducting safety audits, inspections, and risk assessments in construction environments.
- Ability to build effective working relationships with site management, contractors, and field personnel to promote a strong safety culture.
- Attention to detail and strong organizational skills for maintaining accurate records and documentation.
- Comfort working in dynamic, high-visibility environments where safety performance is closely monitored.
- Commitment to ongoing professional development in environmental, safety, and health disciplines.
Work Environment
This role is based at the Oak Ridge Y-12 site and will eventually support the Savannah River Project, both of which are complex, high-security industrial and construction environments. Work is performed on-site in active project areas where strict adherence to safety protocols, regulatory requirements, and ES&H procedures is essential. You will collaborate closely with a strong corporate office team located in Mesa, AZ, which provides robust support throughout your projects. Job Type & LocationThis is a Contract to Hire position based out of Oak Ridge, TN.
Pay and BenefitsThe pay range for this position is $100000.00 - $125000.00/hr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
