Manager Residency Support and Compliance

POSITION SUMMARY
The Manager of Residency Verification and Support provides districtwide leadership, oversight, and management of residency verification processes to ensure students meet eligibility requirements for enrollment. This role is responsible for supervising residency staff, implementing consistent procedures, ensuring compliance with district policy and applicable laws, and balancing enforcement with a supportive, family-centered approach.
The position oversees residency verification, investigations, and documentation review, while also supporting families in understanding requirements and resolving complex residency situations. This role serves as the district's subject matter expert on residency and enrollment eligibility.
MINIMUM REQUIREMENTS
EDUCATION:
- Bachelor's degree required.
- Master's degree preferred.
- Additional years of equivalent professional experience may be considered in lieu of the degree requirement
CERTIFICATION/LICENSE:
- N/A
WORK EXPEREINCE:
- 3-5 years of experience in residency verification, student enrollment, compliance, investigations, or related K-12 operations.
- Experience supervising staff required.
- Experience handling complex case management or investigations preferred.
- Experience in a centralized district office environment strongly preferred.
- Experience in K-12 education or public sector preferred
KNOWLEDGE, SKILLS & ABILITIES
- Strong knowledge of residency requirements, enrollment eligibility, and related policies.
- Understanding of legal and compliance considerations related to residency and student assignment.
- Ability to conduct investigations, analyze documentation, and make sound determinations.
- Strong attention to detail and documentation accuracy.
- Excellent problem-solving and decision-making skills.
- Strong interpersonal and communication skills, with the ability to navigate sensitive situations.
- Ability to balance compliance enforcement with customer service.
- High level of discretion and professionalism when handling confidential information.
ESSENTIAL DUTIES
- Oversee districtwide residency verification processes, including documentation review, eligibility determination, and case management
- Lead and manage comprehensive, school-wide residency audits requiring extensive coordination, documentation review, investigation, and cross-functional collaboration
- Ensure consistent application of residency policies and procedures across all schools and enrollment channels
- Monitor and manage workflow to ensure timely review and resolution of residency cases
- Oversee centralized residency functions, including specialized processes such as affidavits and non-traditional living situations
- Supervise Residency Officers and administrative support staff
- Assign and monitor caseloads to ensure efficiency, accuracy, and timely service deliver.
- Conduct performance evaluations, provide coaching, and support staff development
- Ensure staff adherence to quality control standards, documentation requirements, and customer service expectations
- Ensure compliance with district policies, state laws, and federal regulations related to residency and enrollment eligibility
- Oversee residency investigations and support resolution of complex or disputed cases
- Collaborate with legal counsel on cases involving fraud, disputes, or enforcement actions
- Maintain documentation and audit trails for residency determinations and decisions
- Identify trends, risks, and potential areas of non-compliance and implement corrective actions
- Ensure residency processes are clear, accessible, and supportive for families
- Assist with escalated or complex residency cases, including hardship situations and affidavits
- Promote equitable access by ensuring families understand requirements and available options
- Balance compliance enforcement with a customer service-oriented approach
- Develop and implement quality assurance processes for residency verification and documentation
- Conduct audits and reviews to ensure accuracy and consistency of determinations
- Use data and case trends to inform training, process improvements, and policy recommendations
- Standardize procedures and develop guidance materials for staff and schools
- Provide training and technical assistance to school-based staff and enrollment teams on residency requirements and processes
- Collaborate with Student Assignment, Enrollment, Records, and Data teams to ensure alignment across functions
- Support onboarding of new staff and ongoing professional development
- Participate in cross-functional initiatives related to enrollment and centralization efforts

Upper Body Mobility: Ability to use hands to grasp and manipulate small objects; manipulate fingers, twist and bend at wrist and elbow; extend arms to reach outward and upward; use hands and arms to lift objects; turn, raise, and lower head.
Strength: Ability to lift, push, pull and/or carry objects which weigh as much as 15 or more pounds on a frequent basis.
Environmental Requirements: Ability to encounter constant work interruptions; work cooperatively with others; work independently; work indoors.
Mental Requirements: Ability to read, write, understand, interpret and apply information at a moderately complex level essential for successful job performance; math skills at a high school proficiency level; judgement and the ability to process information quickly; learn quickly and follow verbal procedures and standards; give verbal instruction; rank tasks in order of importance; copy, compare, compile and coordinate information and records. Additional Work Conditions & Physical Abilities: Will require travel to multiple sites.
