Title IX Coordinator

Delaware State University invites applications and nominations for the position of Title IX Coordinator. The Title IX Coordinator serves full-time capacity and reports to the Director of Enterprise Risk Management with additional legal support from the General Counsel of the University. The Title IX Coordinator has primary responsibility for coordinating and implementing the University's Title IX compliance efforts and works closely with the Director of Enterprise Risk Management, Provost, the Vice President of Human Resources, Vice President of Student Affairs, DSU Chief of Police, Athletics and other administrative leaders to provide an open, diverse and inclusive learning, living and working environment for all members of the community. Functions essential to performing this job Coordinates and executes, in a timely manner, the University's response to an investigation of alleged violations of Title IX, including implementation of formal and informal resolution procedures in accordance with regulatory requirements and University policy. Meets with complainants to provide information regarding available resources, reporting and resolution options and responds according to University policy. Develops and implements a record keeping system to organize and maintain complaints, investigate activities, and compile and review records regarding complaints of sexual misconduct, including the number, nature and disposition of complaints filed. In consultation with other University offices, develops and implements Title IX training and education programs. Such programs are to be targeted toward a variety of populations, including but not limited to students, faculty, and staff with responsibilities in resolving Title IX complaints, faculty and staff with supervisory responsibility, and those whose day‑to‑day responsibilities involve working closely with students. Assists in the development and implementation of ongoing campus‑wide climate surveys to assess the university community's overall understanding of harassment and gender‑based violence; to identify trends and barriers that are counterproductive to a respectful, violence‑free environment; and to customize training programs to eliminate the conduct and its effects on the well‑being of the campus community; Advises faculty, staff and students of their rights under University policy regarding non‑discrimination and harassment. Provides ongoing consultation regarding Title IX and related federal and state requirements and the University's compliance program to the Provost, Vice President of Student Affairs, Chief of the DSU Police Department, Human Resources, Athletics and others as appropriate. Regularly reviews University policies and procedures to ensure compliance with federal, state and local laws and regulations. Develops and maintains content for a University Title IX webpage. Provides periodic and annual reports as appropriate. Regularly attends Title IX education programs to ensure compliance with Title IX investigative standards and continuously identifies, integrates, and communicates best practices as they relate to Title IX processes. Candidate Skills and Abilities The candidate must possess the following skills and abilities to perform essential functions with or without reasonable accommodations: The ideal candidate will possess excellent interpersonal skills evident from the ability to foster support from deans, faculty members, administrators, alumni, and currently enrolled students. Qualifications Bachelor's degree required, Master's degree preferred in Education, Public Policy, Administration, or related field. 2-5 years of investigative, risk management, human resources and/or student life experience in a higher education environment or a large organization. 2-5 years of professional experience responding to issues of sexual misconduct or gender-based discrimination, coordinating institutional regulatory compliance, managing investigations of sexual misconduct or gender-based discrimination. Strong communication (written and verbal), interpersonal and organizational skills to work collaboratively with staff, faculty, students, and administrative departments. Demonstrated experience creating and facilitating organizational training and education programs for a variety of constituencies including students, faculty, and staff. Demonstrated knowledge of and professional experience related to Title IX, VAWA, Clery Act, and FERPA. Demonstrated ability to lead efforts to ensure compliance with applicable federal, state, and local laws, policies, and guidelines. Demonstrated knowledge of and commitment to access, equity, diversity and inclusion principles and their application, including working with individuals with minoritized identities. Demonstrated ability to exercise independent and mature judgment, maintain objectivity and safeguard confidential and sensitive information. Demonstrated ability to meet deadlines and perform professionally. Must possess imagination, creativity, and a high level of self‑motivation. Must possess strong attention to accuracy, detail, and strong problem‑solving skills. Demonstrated understanding of the University’s policies, mission, vision, and core values.
