The Oregon Department of Corrections is currently recruiting for an Oregon Way Facility Liaison (Operations & Policy Analyst 2) position. This position is based at ODOC Headquarters in Salem, Oregon, and is approved for a hybrid work schedule, combining in-office and remote work. This opportunity is being offered as a job rotation assignment for a duration of approximately 9 months. To be eligible, you must be a current employee of ODOC, BOPPPS, or OCE (temporary employees and contract workers are excluded).

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

About the Job – Your Role

The primary purpose of this position is responsible for overseeing The Oregon Way efforts at a facility level. Assisting the Oregon Way Administrator and Special Housing Administrator with implementation, auditing, and sustainment of the Contact Officer Model, Resource Team, Change Agents, and any additional programs or proposals brought forth. This position will work with internal and external stakeholders, facility leadership, staff sponsors, and The Oregon Way Team.

Minimum Qualifications

• A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two (2) years professional-level evaluative, analytical and planning work; OR
• Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for the classification .

Requested Skills

• Leading or coordinating projects from planning to completion.
• Acting as a point of contact between departments, vendors, and external agencies.
• Develop and implement strategies, including specialized teams or initiatives, to manage high-risk offenders with an emphasis on engagement and security
• Collaborate with managers across various agency levels to evaluate program proposals related to specialized teams.
• Manage program activities such as selecting staff for special teams, establishing team objectives, and planning and implementing training initiatives to support team success.
• Analyze operational challenges and recommend modifications to resource teams, contact officers, and mobile activity teams in response to unanticipated issues, including staffing shortages, changes in leadership, or findings from data analysis.
• Develop recommendations for normalization efforts and cultural shifts, based on data collected from resource teams and contact officer teams across DOC facilities statewide, for presentation to agency leadership.
• Facilitate meetings with Department of Corrections (DOC) staff and Adults in Custody (AICs).

Working Conditions

This position is located at Oregon Department of Corrections Headquarters in Salem, Oregon. This position is approved to work a hybrid schedule of in-office and remote work. It requires regular use of office equipment. The role also involves frequent visits to correctional institutions and central administration offices. The incumbent will attend meetings and may provide training at various correctional facilities and other locations. Occasional exposure to a hostile work environment, including interactions with agitated adults in custody (AICs), should be expected.

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
