Senior Program Manager / Project Portfolio Management

Location: Cedar Rapids, IA | Philadelphia, PA | Denver, CO | Remote

Pay Rate: $75-$78/hr

Schedule: Monday-Friday, 8:00 AM-5:00 PM (Flexible)


Position Overview

We are seeking an experienced Senior Program Manager to support and enhance enterprise project, program, and portfolio management capabilities. This role will partner with business and technology stakeholders to drive strategic initiatives, improve delivery processes, strengthen governance practices, and promote organizational adoption of project management standards and tools.

The ideal candidate is a proactive self-starter who thrives in a fast-paced environment, can bring structure to ambiguity, and has a strong foundation in program management, portfolio management, and PMO best practices.


Key Responsibilities

Program & Project Leadership

• Lead complex cross-functional programs and strategic initiatives from planning through implementation.
• Develop and maintain integrated project schedules, milestones, dependencies, and delivery plans.
• Monitor project progress, risks, and issues while driving corrective actions.
• Facilitate stakeholder alignment, decision-making, and governance activities.
• Manage project financial forecasts, budgets, and resource planning.

Portfolio & Process Improvement

• Support the development and adoption of project and portfolio management best practices.
• Analyze and improve planning, reporting, forecasting, and governance processes.
• Develop scalable processes, templates, and operational procedures.
• Drive continuous improvement initiatives that enhance delivery effectiveness.

Stakeholder Engagement & Change Management

• Partner with leaders across business and technology teams.
• Influence outcomes and drive results without direct authority.
• Communicate complex concepts clearly to diverse audiences.
• Support organizational change and adoption of new processes and tools.

Operational Excellence

• Create executive-level communications, presentations, and status reporting.
• Coordinate activities across multiple teams and workstreams.
• Identify roadblocks and proactively implement solutions.
• Improve efficiency through process optimization and operational best practices.

Required Qualifications

• Bachelor's degree or equivalent experience.
• 10+ years of Project Management or Program Management experience.
• Strong understanding of project lifecycles, governance frameworks, and PMO practices.
• Experience leading large-scale, cross-functional initiatives.
• Excellent organizational, planning, and prioritization skills.
• Strong communication, presentation, and stakeholder management abilities.
• Proven ability to work effectively in evolving and ambiguous environments.
• Strong analytical and problem-solving skills.
• Demonstrated success driving results independently.

Preferred Qualifications

• Experience supporting PMO, portfolio management, governance, or delivery excellence functions.
• Experience with portfolio management tools such as ServiceNow SPM, Planview, Clarity, Jira Align, or Microsoft Project Online.
• Experience leading process improvement or business transformation initiatives.
• PMP, PgMP, PMI-ACP, or similar project management certification.
