Job Title: EMT/Firefighter - Cadet (Earn to Learn Program)

Department: Hualapai Fire and EMS

FLSA: Non-Exempt

Salary Range: $14.70 per hour (based on a 40 per week schedule)

SUMMARY:

EMT/Fire Cadet (Earn to Learn Program) is intended for young adults 19-25 years of age preparing to enter the workforce. The program is designed to provide a pathway through experience, education, and mentorship toward a rewarding career in the Fire and EMS field within the Hualapai community and beyond. Duties include training, administrative and clerical functions, as well as firehouse duties. The assignments are widely varied so that the Cadet will gain a broad range of operational and administrative experience. Cadets are required to meet established program criteria to complete a prescribed course of college curriculum and a physical fitness program prior to being considered for appointment to Firefighter.

The Fire Cadet Program consists of academic and physical training conducted by the HFEMS along with several of our community partners at sites throughout Mohave County. The organization of the Fire Cadet Program will closely follow the semester schedule of most area colleges and universities. Cadets are required to complete the components of a given semester in order to maintain employment and progress in the program. The Assistant Fire Chief, or designee, will oversee the Firefighter-Cadet (Earn to Learn Program)

2 positions will be offered annually. Failure to complete the required training within 12-18 calendar months (Depending on class availability) will result in termination.

The fire cadet program consists of approximately 500 hours of education and work experience, which includes college-level coursework in firefighting, pre-hospital medicine, and general education.
• Obtain CPR/BLS certification through the American Heart Association.
• Obtain NIMS ICS 100, 200, 700, and 800 online through FEMA.
• Fire cadets will earn certification as a Nationally Registered Emergency Medical Technician and Arizona Certification (EMT).
• Become nationally registered emergency medical technicians (EMT) and will begin to prepare to become a Paramedic.
• Following the completion of basic EMT training fire cadets will complete an Arizona or equivalent Firefighter I & II course and HazMat First responder/Operations course. IFSAC or equivalent certification must be obtained in 2 months after successful completion of the Fire Academy.
• Gain an understanding of Hualapai Fire and EMS as a whole, through rotating work assignments.

ESSENTIAL FUNCTIONS:
• Participate in and complete academic and physical training program in preparation for future Firefighter/EMT duties.
• Participate in classroom instruction and clinical medical endorsements.
• Lift, carry, and operate heavy tools and equipment.
• Assist on emergency calls for service, including Medical and public assists.
• Respond to Fire calls for service in a learning capacity.
• Perform maintenance of departmental equipment, buildings and grounds.
• Perform administrative and clerical duties such as typing, filing and data entry.
• Answer and direct phone calls.
• Perform general housekeeping duties.
• Assist with safety education, community and recruitment events.
• Assist with special projects as assigned.

Conditions of Employment
• A 40-hour work week, with off-days by assignment.
• Work assignments include various fire department and training sites.
• Attain certification as a Nationally Registered EMT-Basic within 6-12 months of employment (Depending on course availability)
• Maintain Licensure as an NREMT and AZDHS EMT.

MINIMUM QUALIFICATIONS
• Must be at least 19 years old at time of application.
• Graduation from an accredited high school or completion of a G.E.D.
• Physically able to perform Fire Cadet and eventually Firefighter training and job duties.
• Must possess a valid driver's license, and maintain a valid driver's license throughout employment with the department.
• You may not have been terminated/discharged or resigned with charges pending from either the HFEMS or Hualapai Police Department within the last two years from the date of application.
• Must successfully pass a Background Investigation. Applicants who have failed a Department background investigation may not apply for two years after the date of disqualification.

Additional Education Requirements:
• Successful completion of ICS 100, 200, 700 and 800

Must be completed within 2 weeks of hire date.

If unable to obtain certification after 3 attempts, employment will be terminated.
• Successful completion of IS-650 Building Partnerships with Tribal Government

Must be completed within 2 weeks of hire date.

If unable to obtain certification after 3 attempts, employment will be terminated.
• Must successfully complete the classroom portion of Emergency Medical Technician.

If education portion of this program is not completed in the first attempt, employment will be terminated.
• Must obtain Arizona EMT certification

Up to 3 attempts to pass National Registry within 2 months of passing EMT education will be allowed.

If unable to obtain certification after 3 attempts in 2 months, employment will be terminated.

ICS 100, 200, 700 and 800
• Review Policy and Procedures
• Completion of annual diversity and inclusion courses
• Completion of Osha/NIOSH courses
• Completion of AHA CPR/BLS
• EMT-B class.
• Firefighter I & II

Knowledge of:
• Hualapai Tribal policies and procedures.
• Hualapai Fire & EMS Standard Operating Procedures.
• Hualapai Fire & EMS Standard Operating Guidelines.
• Safe work practices, occupational hazards, and safety precautions.

Skill in:
• Maintaining academic and professional standards in accordance with Department policies.
• Following verbal and written instruction.
• Reading and understanding training materials.
• Learning and applying training materials and training instructions.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
• Work is performed in a classroom environment, and in the field for training exercises.
• Requires strenuous physical efforts, and Cadets are expected to successfully meet physical and academic demands related to the academy environment.

Will report to the on duty captain for daily assignments and expected tasks.
• Administrative requests and Issues will be reported to the Assistant Chief or designee.

SELECTION PROCESS

The examination process will include a basic aptitude test, oral interview, physical ability test, and background investigation. All phases of the examination must be successfully completed in order to continue in the selection process. Failure in any segment of the examination disqualifies a candidate from continuing in the selection process. The test takes into consideration Firefighter requirements, as Fire Cadets who successfully complete the program may become Firefighters. Candidates who successfully complete the written examination will receive information about the date, time, and location of the other testing components.

ELIGIBILITY LIST

Candidates who successfully complete all phases of the examination will be placed on an eligible list. Candidates who turn twenty years old over the life of the eligible list will have their name removed from the list.

Pre-Employment Medical Evaluation, and Drug Test:

Persons offered employment must pass a pre-employment medical examination, psychological evaluation, and drug test as a condition of employment.

APPOINTMENTS

Final appointment as a Fire Cadet is contingent upon passing all pre-employment components, the number of vacancies (maximum of 2 positions at any given time), and approval by the Fire Chief.

JOB RECLASIFICATION
• Fulltime Positions will be offered depending on full time position availability after completion of all certifications, conduct during the program and quality of work.

PROGRAM RULES
• No Cadet is permitted in the fire house at any time without a senior member being present.
• No Cadet will be allowed in the Dispatch Center.
• When a Cadet member is addressing a senior member, they will address the officer by his or her title.
• Cadet members must conduct themselves in a proper manner at all times.
• Cadet members are to be in uniform and clean in appearance at all times.
• Hair must be kept in a neat style per HFEMS Policies.
• There will be no back talk to senior members.
• Cadet members are not permitted in the firehouse after 7:00 pm unless permission is given by a chief officer.
• Cadet members are not to remove any equipment from company vehicles without permission.
• When a member asks a cadet to do something within reason, they must do it.

Cadet members are not allowed to follow any emergency equipment in personal vehicles for any reason.
• Candidate may not travel to the scene of an emergency incident unless approved by the officer on duty to do so.
• No profanity will be used by any Cadet member in or around the firehouse at any time.
• No horseplay is allowed in the firehouse or on company grounds at any time or at Cadet Drills or functions.
• No running is permitted on firehouse grounds at any time.
• Cadets are not allowed to use anyone's turnout gear without permission.
• No bikes will be allowed in front of the firehouse at any time.
• Violation of the rules are subject to disciplinary action.

PROGRAM EXPECTATIONS
• ALL Classes will be attended on time.
• If not in a class, report to Fire Station 141 at or before 0800
• Obtain daily briefing from duty captain
• Assist on duty crews with morning vehicle checks
• Lunch will be permitted for 1 hour per day
• Participate in ALL shift training and functions
• A minimum of 20 hours will be spent weekly studying for current certifications
• Complete daily physical training
• Every effort will be made to limit Overtime. Overtime MUST be approved prior to obtaining.

CONSEQUENCES
• Any Cadet that violates Hualapai policy, HFEMS SOP's and SOGs or any directive of this program may be subject to disciplinary action that could range from suspension to termination from the program.
• All discipline will be based upon the seriousness of the offense in accordance with the Hualapai Policies and Procedures Manual.
• Cadets do have the right to post a grievance for any and all disciplinary action taken.
• Such grievances will be reviewed and acted upon by the Fire Chief.
• All grievances will be reviewed by the Human Recourses.
• Should any Cadet choose to disregard the disciplinary action taken as described above, that Cadet will immediately be out of the program and will not be considered for membership.

Performance Aptitude:

Physical abilities: Frequently sits, talks, hears and stands for potentially extended periods of time. Walks and uses hands to manipulate, handle and operate tools, or controls. Occasionally climbs or balances, stoops, kneels, crouches, and crawls. Employee is required to have near vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. Employee must be able to move independently up to 50 pounds, pull objects weighing 40 pounds or more and frequently lift objects more than 100 pounds

Equipment, Machinery, Tools and Materials: Tasks require the ability to operate computers, basic office equipment, telephone, two-way radios, measuring devices, MDT, shovels, brooms. Position also requires the ability to operate a car, truck, ambulance, patient restraints, first aid equipment, oxygen, electronic testing equipment, medical equipment, and patient lifting devices. Furthermore, the position requires employee to utilize hearing and eye protection, surgical gowns, masks, and hazardous chemical clothing.

Environmental Factors: Some work is performed in a fire station environment but responds to emergencies and is subject to potential personal danger. Exposure to dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, explosives, firearms, water hazards, violence, disease, and pathogenic substances. Exposure to hazardous conditions such as mechanical, electrical, chemical, burns, explosives, heights, physical injury, and fast-moving vehicles. Exposure to toxic fumes, irritants, particulates, biological (infectious) and non-biological hazards, and/or heated gases, despite the use of personal protective ensembles. Unpredictable emergency requirements for prolonged periods of extreme physical exertion without benefit of warm-up, scheduled rest periods, meals, access to medication(s), or hydration. Employee may frequently experience interruption in sleep, meals and/or other activities
