CFI Specialist, CG

Summary

This position is located in the Division of Complex Institution Supervision and Resolution (CISR) of the Federal Deposit Insurance Corporation and provides support in the areas of efforts to prepare for resolution and to resolve insured depository institutions (IDIs) with total assets over $100 billion and nonbank financial companies whose failure could threaten the stability of the U.S. financial system.

Duties

• Monitors analyzes and assesses risks at smaller or less complex financial institutions in the CISR supervisory portfolio or risks of lesser prominence at the LCFIs to minimize risk to the FDICs Deposit Insurance Fund. The incumbent will lead segments of monitoring and risk assessment efforts supporting resolution strategies through analysis of institution-prepared contingency and resolution plans.
• Evaluates financial institution applications to include: charter conversions ownership/control changes mergers/acquisitions new products technologies or services or reviewing compensation packages; recommends approval conditional approval or denial via a written Summary of Investigation.
• Analyzes and ensures the appropriateness of assigned depository institution ratings under the Uniform Financial Institution Rating System by independently identifying compiling and organizing relevant data to analyze and draw sound conclusions related to work assignments. Escalates revised ratings and supporting analyses to the Divisions senior leadership.
• Performs and will lead at smaller less complex financial institutions continuous onsite monitoring efforts for the rate and circumstances in which an institutions financial condition could deteriorate and analyzes actions relative to the activation of contingency funding plans as well as recovery and resolution plans.
• Stays abreast of current developments in the economy the financial sector and the banking industry to improve effectiveness in supporting recommended supervisory strategies.
• Produces well-supported written analyses covering a range of topics including the institutions financial condition risk management capabilities and ratings.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic religious spiritual; community; student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. CG-14: To qualify applicants must have completed at least one year of specialized experience equivalent to at least the grade 13 level or above in the Federal service. Specialized experience is defined as experience leading in the analysis of financial risks and controls the development of written reports and the communication of findings for financial institutions bank holding companies or other systemically important non-bank financial institutions in three or more of following areas: regulatory oversight financial analysis balance sheet management enterprise risk and risk management program assessments deposit insurance pricing resolution planning or stress testing.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 18.24% to a high of 44.07%.
