Position Overview Responsible for direction and coordination of the staff in the Laboratory. Includes performance of all in‑house laboratory testing to obtain data for use in diagnosis and treatment of diseases. Ensures that services are of the best quality, are cost contained and are carried out in an expeditious manner. Responsible for recognizing results or problems that require referral to the Technical Consultant and Consulting Pathologist. Maintains performance improvement activities within the department. Responsibilities include the identification, investigation, reporting, prevention and control of infections and communicate diseases within the organization, including both healthcare associated and community‑acquired infections. Knowledge of CDC guidelines and definition of healthcare associated infections (HAIs), accrediting organization standards, federal and state regulations and national guidelines. Collaborates with facility Leadership and healthcare providers responsible for inpatient and outpatient departments and services, as well as non-patient care support staff. Assists with inservice programs related to infection prevention and control. Participates in the organization performance improvement program. Key Responsibilities Manages and directs the department’s administrative and financial functions. Prepares and is accountable for departmental operating budgets and the capital budget. Evaluates staff in accordance with behavior and performance standards. Performs all aspects of patient care in an environment that optimizes patient safety and reduces the likelihood of medical/health care errors. Supports and maintains a culture of safety and quality. Responsible for administrative direction: interviewing, hiring, orienting, inservices, performance evaluations and termination of employment. Addresses concerns regarding Laboratory functions and works with supervisors to resolve any concerns. Serves as liaison with the Information Technology department as it pertains to the Laboratory and remains informed on all current technologies. Attends and participates in administrative and other meetings, as appropriate. Develops and maintains laboratory policies, procedures and objectives. Maintains the laboratory’s continuous performance improvement, safety, environmental, and infection prevention and control, and compliance with requirements of accreditation and regulatory agencies. Assists with care and maintenance of department equipment and supplies; develops an inventory system; oversees cost control measures in the utilization of department supplies, materials, equipment and staff. Is responsible for the preparation of reports and other statistical data as requested. Demonstrates knowledge of all testing methods, products, instrumentation and remains informed on all current technologies. Performs testing in a timely manner. Demonstrates the ability to set priorities. Responds to changes in work as necessary; continually uses time to departmental advantage. Responsible for quality control procedures and instrument checks. Maintains laboratory records according to regulatory standards. Monitors test analysis and specimen examinations to maintain acceptable levels of analytic performance. Performs annual competency training with appropriate personnel. Maintains accurate lab test information within the lab module (i.e. reference values, CPT codes, LOINC codes, etc.) Monitors billing appropriateness from reference lab and ensures lab charges are merged accurately and timely. Responds to emergency laboratory call after regular working day to include weekends and holidays when on-call with a response time of 20 minutes. Is accessible to all staff while testing is performed either by telephone, electronic consultation or is on-site to resolve any technical problems. Acts as a role model for other laboratory personnel to follow. Motivates and encourages staff to develop teamwork. Develops and maintains a system for identifying, reporting, investigating and controlling infections and communicable diseases of patients and staff. Demonstrates comprehensive knowledge of the infection control processes in the healthcare setting. Assists in the development, implementation and improvement of infection prevention and control practices. Develops and implements policies governing the prevention and control of infections and communicable diseases. Reviews and/or revises and implements all department policies and procedures related to the control of infections and communicable diseases on a current basis. Demonstrates knowledge of risk stratified statistics as applicable to trending healthcare associated infections (HAIs). Develops an Infection Control Risk Assessment with on-going review. Designs and implements new methods to improve the efficacy and outcomes of the Infection Prevention and Control Program. Evaluates the effectiveness of the Infection Prevention and Control Program. Demonstrates knowledge of microbiology and modes of transmission of disease entities. Demonstrates understanding of Standard Precautions and Transmission-Based Precautions as set forth by the CDC. Demonstrates ability to teach principles and practical application of infection prevention and control to all levels of healthcare staff. Reports communicable disease to the Health Department, as required. Serves on any committee that pertains to Infection Control and Quality Control. Coordinates infection control surveillance activities facility-wide. Reviews all culture results that yield pathogenic organisms. Maintains records of nosocomial infections and reportable diseases. Maintains employee health records and employee infection control log. Demonstrates good leadership by developing standards of performance, areas responsible for accountability, and delegation of authority to various support personnel. Education and/or Experience A degree as a Medical Laboratory Technician, Medical Technologist, Medical Laboratory Scientist or Clinical Laboratory Scientist from an accredited school. ASCP certification preferred. Previous experience in infection prevention is desirable. Certificates, Licenses, Registration Medical Laboratory Technician (MLT), Medical Technician (MT), Medical Laboratory Scientist (MLS), or Clinical Laboratory Scientist (CLS). A minimum of 2 years lab experience. DOT training certification recommended (may be obtained), and BLS recommended. Infection Preventionist Specialized Training (IPCO) complete certificate from the American Health Care Association (renewed every three years).
