SUMMARY
The EHS Site Manager is responsible for overseeing construction and commissioning field operations, ensuring all activities comply with federal and state regulations as well as LG&E and KU Services Company safety policies. Working in alignment with the EPP Construction Manager and Project Manager, this role requires managing on-site safety programs, identifying hazards, enforcing compliance, tracking site metrics, and maintaining a safe and healthful work environment throughout all project phases.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are essential. Other duties may be assigned.
Construction & Commissioning Oversight
● Coordinate with the EPP Construction Manager and Project Manager to ensure construction and commissioning activities align with project schedules and specifications
● Monitor construction progress and commissioning milestones against established timelines
● Track and report site metrics, including productivity, safety performance, and compliance indicators
Hazardous Activities Management
● Identify, assess, and document all hazardous activities on site, including excavation, trenching, and heavy equipment operations
● Develop and implement hazard mitigation strategies in coordination with the Construction Manager
● Manage hazardous materials handling and ensure safe execution of remediation and waste handling activities
● Ensure all personnel are trained and competent to perform hazardous work
● Maintain detailed records of hazardous activities and associated controls
Health & Safety Program Management
● Ensure all on-site personnel comply with applicable federal, state, and LG&E and KU safety rules and programs
● Develop, implement, and maintain a site-specific Health & Safety (H&S) Management Plan aligned with project requirements
● Conduct comprehensive site inspections, safety walks, and audits to identify compliance gaps
● Conduct and document daily job briefings, ensuring all personnel understand job-specific hazards and precautions
● Identify and correct noncompliance through periodic site observations and audits
● Manage incident reporting, including immediate notification of accidents, injuries, or near misses to authorized representatives and the Project Manager
● Act as the primary point of contact for safety, with full authority to issue "Stop Work Orders" in the event of imminent danger
● Coordinate with authorized representatives regarding hazard analysis, mitigation plans, and engineered protective systems
● Train personnel on construction safety standards (such as CSCS) and ensure compliance with OSHA and EPA regulations
Site Metrics & Reporting
● Collect, analyze, and report on key site performance metrics, including safety incidents, near misses, compliance audits, and productivity
● Prepare regular reports for the Construction Manager and Project Manager
● Maintain accurate documentation of all site activities, inspections, and corrective actions
● Lead environmental auditing and compliance programs as applicable to project scope
REQUIREMENTS
● Comprehensive understanding of construction codes and OSHA safety requirements
● Thorough knowledge of project plans, specifications, and commissioning procedures
● Expertise in hazard identification, mitigation, and control measures (chemical, atmospheric, and physical hazards)
● Ability to conduct and document effective job site safety audits and inspections
● Proficiency in site metrics tracking and reporting
● Familiarity with Emergency Procedures, including CPR and First Aid requirements
● Strong communication and coordination skills with Construction Manager and Project Manager
● Proficiency with project management and safety documentation software
● Knowledge of hazardous materials management, remediation projects, and waste handling procedures
● Experience ensuring safe execution of field activities, including excavation, trenching, and heavy equipment operations
● Understanding of environmental auditing and EPA compliance requirements
QUALIFICATIONS
Education and/or Experience
● Bachelor's degree or equivalent from a four-year college as a minimum
● 15+ years' minimum experience in construction and/or commissioning field operations with demonstrated EHS oversight
● Demonstrated experience in health and safety roles, such as serving as a Competent Person or H&S Representative
● Hands-on experience supporting construction safety through site inspections, safety walks, and audits
● Experience managing hazardous materials, supporting remediation projects, and supervising waste handling
● Expertise in ensuring safe execution of field activities, including excavation, trenching, and heavy equipment operations
● Professional background in construction inspection or major project safety oversight (e.g., municipal or large engineering firms)
● Experience training personnel on construction safety standards (such as CSCS)
Certifications (Preferred)
● OSHA 10/30-hour or equivalent
● Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Associate Safety Professional (ASP)
● ISO 9001, 14001, 22000, and/or 45001
● Certified Hazardous Materials Manager (CHMM)
● OSHA HAZWOPER training
● Construction Safety Certification Scheme (CSCS)
IDEAL CANDIDATE PROFILE
The ideal candidate will have 20+ years of progressive EHS experience across industrial, environmental, and construction-related operations, with a proven track record of:
● Leading comprehensive safety programs on complex construction projects
● Managing multi-disciplinary teams and coordinating with senior project leadership
● Ensuring compliance with federal, state, and local regulations
● Implementing effective hazard mitigation strategies
● Maintaining strong safety cultures and metrics

Safety Training: All required safety training will be provided prior to assignment, including Working from Heights/Fall Arrest, Confined Spaces, Lock Out Tag Out (LOTO) for both mechanical and electrical devices, and First Aid.
Environmental Conditions:
● Noise level in the work environment is usually moderate; possible exposure to loud noise levels on site
● Site assignments may be in foreign countries and may involve accommodations at remote work camps
● Many water treatment facilities are located outdoors; work activities will be conducted outdoors
● Hydrogen sulfide (H2S) and other caustic fumes may be present on some sites; appropriate personal monitors will be provided
