THE POSITION
As the Program Analyst 3 for the Office of Unemployment Compensation (UC) Benefits Policy, you will help guide major projects and strategic efforts that support the statewide UC Benefits program. This role allows you to use your analytical strengths to improve important processes and strengthen program operations. - Program Analysis: Conduct studies, review data, and evaluate the effectiveness of UC Benefits programs
- Grant Coordination: Manage grant applications, reporting, and compliance activities with federal partners
- Process Improvement: Lead projects, provide training, and support improvements across UC operations
- Training Development: Create e-learning courses, prepare training materials, and support statewide training launches
- Performance Measurement: Build and refine metrics, reports, and evaluations to support program decisions
- Policy Guidance: Interpret laws and requirements and recommend updates to ensure compliance and strong operations
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Work hours may be negotiable.
- Telework: You may have the opportunity to work from home (telework) part-time after the successful completion of the required probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Program Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
- An equivalent combination of experience and training
