Position Overview The Director, Policy & Regulatory Affairs is a key contributor within the Policy, Regulatory, Quality and Compliance function at the Alliance. Reporting to the Vice President, Policy & Regulatory Affairs, you'll be responsible for driving key components of the organization's policy and regulatory priorities, with a primary focus on home health and hospice. This position combines policy leadership, regulatory analysis, and member advisory responsibilities. You'll be expected to independently lead complex policy initiatives, shape regulatory positions, and serve as a subject matter expert internally and externally. Additionally, you'll be required to translate evolving regulatory requirements into actionable guidance for members, while aligning policy work to broader organizational priorities. This is a great opportunity for someone to serve as a trusted advisor and subject matter expert, helping to ensure our members stay ahead in a rapidly changing regulatory landscape. To succeed in this role, you will be an analytical thinker, a skilled communicator, and one who thrives in a fast-moving and time-sensitive regulatory environment. This position is based in the Washington, DC metro area and eligible for a hybrid work arrangement. Candidates must be located (or willing to relocate to) the DC area to support in-person collaboration, stakeholder engagement and events as needed. This arrangement is subject to change based on the needs of the organization.What You'll Do
- Contributes to and helps operationalize the organization's policy and regulatory strategy under the direction of the Vice President, Policy & Regulatory Affairs.
- Identifies emerging policy and regulatory issues and assesses implications for the organization and its members.
- Supports prioritization of advocacy and regulatory initiatives aligned with strategic goals.
- Monitors, analyzes, and interprets federal and state regulatory developments impacting home health, hospice, and community-based services.
- Provides expert-level analysis of CMS rulemaking, reimbursement models, and quality programs.
- Translates regulatory changes into practical, actionable insights for member organizations.
- Leads the development of comment letters, policy briefs, white papers, and member resources.
- Ensures all policy outputs are high-quality, aligned, and reflective of organizational positions.
- Applies a clinical and operational lens to policy recommendations and materials.
- Serves as a primary point of contact and advisor to members on regulatory and policy issues. Develops tools and resources to support members in understanding and implementing regulatory requirements.
- Supports advocacy efforts by translating policy analysis into clear positions and messaging.
- Contributes to development of materials for advocacy efforts (e.g., briefings, comment letters, toolkits).
- Engages with external stakeholders including members, agencies, and partner organizations.
- Directs development of educational content (webinars, conferences, publications).
- Leads complex projects with multiple stakeholders, ensuring quality and timeliness.
- Manages competing priorities with minimal oversight.
- Bachelor's degree (or an equivalent combination of education and experience) in public policy, public health, health administration or related field.
- 7+ years of experience in health care policy, regulatory affairs, or similar area.
- Expertise in healthcare regulatory frameworks, including CMS rulemaking and reimbursement structures.
- Advanced degree (MPH, MPA, JD, MSN, etc.).
- Experience with home health and/or hospice is strongly preferred.
- Clinical background (RN or other licensure strongly preferred).
- Direct care delivery experience in home-based settings is a significant advantage.
- Advanced analytical skills and ability to synthesize complex information and distill it into educational materials.
- Exceptional communication skills, particularly in policy and regulatory contexts, with demonstrated ability to draft high-quality, professional documents including white papers, presentations, and comment letters.
- Ability to manage multiple projects and priorities independently.
- Excellent verbal communication skills, with confidence presenting to diverse audiences, including C-suite leadership.
- Strong interpersonal skills and ability to build credibility with internal and external stakeholders.
- Ability to influence without direct authority.
- High judgment, discretion, and professionalism, especially when navigating sensitive and confidential matters.
- Strong computer and technical skills including experience using Microsoft Office and other products(including SharePoint, Teams, Adobe, Zoom, etc.)
Compensation & Benefits This position is classified as a full-time, exempt position with a salary range of $140,000 to $160,000 annually to commensurate with related experience. The Alliance offers an excellent benefits package, which includes medical, dental and vision coverage, life insurance, short-and long-term disability plans, retirement, tuition reimbursement, generous leave and more!
