General Purpose Under general policy direction, plans, organizes and oversees the non‑judicial administrative and operational functions of a trial court, central litigation‑type court operation or other litigation support and Court‑wide program or administrative sections of similar complexity and impact; assists a Senior Administrator in administering operations of a district or central Court operations division; participates in developing and implementing trial court or section case management plans, budgets and strategic direction; represents the Court in meetings with a wide variety of external agencies and stakeholders and in carrying out community outreach responsibilities. Distinguishing Characteristics Administrator II’s are responsible for planning, managing and directing all non‑judicial operations and administrative functions of a trial court or a central Court litigation type with at least twenty or twenty‑five courtrooms, respectively, or that meet such other criteria as Court management may specify. Incumbents may also manage litigation support sections or sections of a central Court‑wide administrative division of similar complexity and impact. Incumbents participate in development and implementation of division or section strategic plans and initiatives designed to achieve the Court’s overall plan. Incumbents also monitor trial court or section operations to ensure they are efficient, effective and in compliance with local, state and federal laws and regulations. Incumbents are expected to exercise leadership in instituting policies, methods and processes for delivery of high quality services, efficiently and cost‑effectively. Incumbents handle highly sensitive, complex issues and/or situations and are expected to maintain the confidentiality of these matters. Administrator II is distinguished from Administrator III in that incumbents in the latter class are responsible for overseeing and managing the operations of special courts requiring in-depth technical knowledge of specialized and complex litigation. Additional Important Legal Information This is a managerial position. Under the Trial Court Employment Protection and Governance Act (SB 2140) managerial employees are at‑will employees and are not covered by the Court’s discipline policy. Responsibilities Plans, organizes, controls, integrates and evaluates the administrative and operational functions of a trial court, central litigation type or other section meeting the Court's management criteria; in consultation with judicial officers and with subordinate administrators and managers, develops, implements and monitors work plans to achieve Court and division/district mission, goals and performance measures; manages and directs the development, implementation and evaluation of work programs, plans, processes, systems and procedures to achieve Court and district/division goals, objectives and performance measures consistent with the Court’s quality and customer service expectations. Plans, organizes, directs and evaluates the performance of managers and their assigned staff; establishes performance requirements and individual development targets; regularly monitors performance and provides coaching for performance improvement and development; takes disciplinary action to address performance deficiencies, in accordance with Court human resources policies and labor contract agreements. Provides leadership and works with managers to develop and retain highly competent, service‑oriented staff through selection, training and day‑to‑day management practices that support the Court’s and division's/district’s mission, objectives and service expectations; provides leadership and participates in programs and activities that promote a positive employee relations environment. Oversees and manages all non‑judicial trial court, division or section functions, including facilities, personnel and fiscal management, program planning, jury utilization, capital projects planning and other administrative functions. Plays a key role in developing and implementing court‑wide strategies and policies; analyses short‑ and long‑term functional issues and challenges; conducts research and evaluates alternatives for more effectively and efficiently providing administrative programs and services; establishes and administers applicable policies, procedures and controls to achieve Court‑wide objectives; provides professional advice and assistance to Court managers within areas of responsibility; provides a wide range of services and solves complex finance, budgetary and related problems and issues; analyzes and makes recommendations on complex proposals for programs and services. Participates in developing and implementing trial court or section strategic and case management plans consistent with the mission, vision and values of the Court’s strategic plan; assists in the design, development and implementation of various projects and programs; implements and analyzes the results of quality control measures. Monitors the effectiveness of trial court, division or section operations; assists and participates in conducting operational and analytical studies and makes recommendations as appropriate; evaluates policies and procedures affecting areas of assigned responsibility; develops and implements policies and procedures to ensure compliance with applicable laws and Court rules, enhance service and facilitate effective case processing; prepares policy and procedural manuals. In consultation with senior management and/or judicial officers, works with staff to plan, analyze and resolve operational problems and internal and external customer complaints; recommends corrective action and implements changes in policies and procedures. Acts as liaison with County officials, state and federal agencies, community agencies, other public agencies and the public to explain Court functions, policies and procedures, discuss legislation and address complaints. Participates in and prepares and implements division or section budget; ensures proper implementation and evaluates effectiveness; prepares and reviews budget recommendations, requests and proposals; reviews, approves and monitors budget expenditures; coordinates audits of Court financial records and controls and reviews findings to ensure audit recommendations are properly implemented. Manages and oversees trial court, division or section personnel functions; assesses staffing needs and coordinates coverage and relief for positions to ensure adequate staffing; reviews staff attendance records; reviews and approves vacation and time‑off requests; coordinates and implements vacation schedules; reviews and conducts payroll and attendance audits; conducts disciplinary investigations and represents the Court/section in disciplinary hearings; plans, organizes, coordinates and schedules staff training; develops and implements training plans; conducts interviews of applicants; processes Personnel Information Notices; reviews and approves employee mileage claims. Assesses facilities and equipment needs and prepares facility and service requests and recommendations; coordinates facility repairs and improvements; reviews and approves purchase orders and requisitions; identifies and resolves security issues; monitors custodial and landscaping functions and contracts; serves as primary tenant and facility liaison for Court buildings. Performs or directs others in the analysis of new legislation and policies for impact on operations in areas of responsibility; informs employees and distributes information regarding new and revised legislation, policies and procedures; manages or participates in revising and implementing procedural changes to comply with new legislation. Manages division or section financial transactions; directs the collection of fines, fees, forfeitures and assessments and their distribution and disbursement as required by law; reviews and approves payment vouchers; enters approvals in automated payment system; balances and monitors bail refund, expenditure and trust accounts; reviews and approves sheriff billings. Oversees case processing activities to ensure proper custody, maintenance, storage and disposal of Court records; coordinates the resolution of case flow management issues with judicial officers and staff; analyzes case activity to project future staffing, information systems and facility needs; may direct the preparation and maintenance of courtroom calendars. Performs or directs others in gathering, compiling, maintaining and analyzing statistical data; prepares, analyzes and reviews statistical reports; identifies areas of concern. Reviews legal and technical documents to ensure completeness and compliance with applicable state and local rules and regulations. Supervises, coordinates, organizes and participates in special projects. Other Duties Acts for the Senior Administrator in that individual’s absence. Represents the Court in local, state and national policy and technical forums; participates on various task forces, committees and councils. Researches, evaluates, designs, implements, plans and coordinates potential community outreach programs. Facilitates and prepares agendas for staff meetings. Performs other Court‑related duties as assigned. Knowledge of Court organization, ordinances, rules, policies and procedures relating to the administration of a trial court district, division or administrative office. Advanced administrative principles and methods, including goal setting, program development and implementation. Federal, state and local laws, regulations and Court decisions applicable to areas of assigned responsibility. General functions and organization of the judicial system, including the various divisions of the court, areas of litigation and the roles and functions of other legal and law enforcement agencies. Principles and practices of public administration, including budgeting, reporting and maintenance of public records. Principles and practices of case and calendar management. Principles and practices of project management and implementation. Research methods and statistical analysis techniques. Principles and practices of effective business communications and correct English usage. Customer service standards, policies, procedures and etiquette. Principles and practices of effective management and supervision. Court human resources policies and labor contract provisions. Ability to Plan and direct the operations and functions of a trial court, central civil or criminal Court operations section, litigation support section or section of a central Court‑wide administrative division, including the application of sound expert knowledge, research and analysis of district and Court‑wide issues. Define complex Court and division issues, perform difficult and complex analyses and research, evaluate alternatives and develop sound conclusions and recommendations. Understand, interpret, explain and apply local, state, and federal policy, laws and regulations applicable to areas of responsibility. Evaluate work processes and recommend and implement improvements. Present proposals and recommendations clearly, logically and persuasively in public meetings. Represent the Court and division effectively on diverse issues in a wide variety of forums. Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials. Exercise sound, expert independent judgment within general policy guidelines. Maintain sensitive and confidential information. Exercise tact and diplomacy in dealing with highly sensitive, complex and confidential issues and situations with broad effects on division and Court policies and issues. Establish and maintain effective working relationships with judicial officers, Court and County employees, supervisors, staff, union representatives, representatives of other governmental agencies and members of the public and others encountered in the course of work. Selection Requirements To qualify, applicant must meet one of the following options: Two years of experience as a Superior Court of California, County of Los Angeles Administrator I. Four years of experience at the level of a Superior Court of California, County of Los Angeles Court Manager or equivalent. Verification of Experience form must be submitted to the Human Resources Administration office; the form is verified and signed by the Senior Administrator or Administrator III and submitted in person or by mail. Licenses; Certificates; Special Requirements A valid California Class C driver’s license or the ability to utilize an alternative method of transportation when needed to carry out job‑related essential functions. Exam and Interview Part I: Qualifying written examination covering leadership, management and administration, reading comprehension and interpersonal relations. Part II: Oral interview; weighted 100%, covering knowledge, training, experience, writing ability and general ability to perform the duties of the position. Applicants must achieve a minimum of 70 % in each part of the examination process to be placed on the eligibility list.
