Position Overview

The GARRETT GROUP is seeking a highly experienced Senior Strategic Operations Analyst to support national‑level operational planning, strategy development, and senior leader decision processes. This role is ideal for a seasoned professional with deep Joint Staff and Office of the Secretary of War experience who can translate strategic objectives into executable plans, assessments, and exercises aligned with the Department of War's overarching guidance.

• Provide expert guidance on operational plans, policy development, strategy formulation, campaign planning, and mission analysis for senior DoW and Joint Staff stakeholders.
• Analyze, interpret, and apply Department of War strategic documents including the National Military Strategy, Consolidated Strategic Opportunities, Global Campaign Plans, and Combatant Command (CCMD) campaign plans.
• Support Joint and Combined operational planning efforts to ensure alignment with national defense objectives and integrated global campaigning.
• Lead the development, review, and refinement of operational concepts, strategic plans, and senior-level assessments that improve readiness and decision advantage.
• Assist in shaping and evaluating exercises, wargames, and planning events across the DoW and Joint Staff enterprise.
• Coordinate with CCMDs, interagency partners, and senior military leaders to ensure strategies and plans are synchronized across global theaters and mission areas.
• Conduct mission analysis, identify capability gaps, and provide recommendations that strengthen long-term strategic posture and operational effectiveness.
• Prepare executive-level briefs, reports, and strategic assessments for senior leaders within the Office of the Secretary of War and Joint Staff.

• Minimum 15 years of experience working within the Office of the Secretary of War and/or Joint Staff in operations, plans, strategy, policy, assessments, or exercise development.
• Bachelor's degree or higher from an accredited institution.
• Demonstrated knowledge of the Department of War's National Military Strategy , Consolidated Strategic Opportunities , Global Campaign Plans , and CCMD campaign plans .
• Proven experience in Joint and/or Combined operations , operations planning , strategic planning , and mission analysis .

• Candidate must have completed JPME II.

• Experience leading or contributing to global campaigning or senior‑level strategic design efforts.
• Strong briefing, communication, and analytical skills for senior executive audiences.
• Ability to work effectively with senior leaders across CCMDs, interagency partners, and multinational headquarters.
• Familiarity with high‑level DoW decision processes, planning systems, and operational integration frameworks.
