Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).As part of HHSC IT Applications – Social Services Applications initiatives, the worker will perform the following activities to accomplish the following goals:Performs application development, enhancement, maintenance, and support for Social Services applications.Enhance and maintain existing business processes and develop new processes as needed, using state of the art tools and technologies (like SOAP/REST, MQ, BPEL, Datapower and Spring framework) using Agile methodologies.Develop, enhance and maintain existing and new web-based Java/J2EE applications within HHSC’s SOA (Service Oriented Architecture) platform using Agile methodologies.Participate in requirements analysis, high-level and detailed design, development, testing and deployment of new application components, as required.Work with other teams as necessary to accomplish goals.Create technical and design documentation, as required.Perform system analysis and problem resolution, as required.Analyze software for configuration & performance tuning opportunities, as required.Develop and maintain data and process models, as required.Employ contemporary testing methods to ensure applications function properly and without error.Provide technical support for testing and implementation efforts.Participate in program design, coding, and test walk-through meetings to provide input regarding technical standards and customer requirements.Provide application support (defect repair, maintenance, and production operations support) for web-based Java applications in an SOA platform. Perform system analysis, troubleshooting, diagnosis, and problem resolution. Analyze software for defects and performance tuning opportunities. Develop and test application code to resolve defects and improve application reliability and performance.Other duties as assigned.Education: Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, engineering, or management information systems is required, with strong understanding and experience of fundamental programming concepts of data structures, algorithms, performance, caching and scalability issues in the context of Web based UI applications.Candidate Skills And Qualifications: Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.8 - Required - Hands-on experience in developing Java/J2EE applications, web services and business processes using SOAP/XML/REST API on IBM WebSphere platform8 - Required - Hands-on experience with all phases of the SDLC (Systems Development Life Cycle)8 - Required - Hands-on development experience implementing applications utilizing J2EE Application Server, Authentication and Authorization, Caching strategies8 - Required - Hands-on programming experience in following languages: Java, SQL, HTML5, JavaScript, jQuery, AJAX, CSS3, Bootstrap, SASS, Angular, Typescript, Spring, Java Server Pages, JSON, XML, XPATH, XSLT, Python.8 - Required - Hands-on programming experience in following languages: ES5/ES6, NPM, Maven and/or other frameworks/librarie8 - Required - Experience in development of self-contained, reusable, and testable modules and components8 - Required - Experience in implementing best practices in the areas of application design, performance, scalability, and maintainability.8 - Required - Experience implementing Client-facing applications with responsive design and development8 - Required - Hands-on experience in Front End/UI development, enhancing and maintaining enterprise-class applications on the J2EE application development platform8 - Required - Experience implementing SPAs with JS or with libraries/frameworks like Angular8 - Required - Experience in Test-driven development and test creation using frameworks such as Karma, Jasmine, Selenium8 - Required - Demonstrable experience developing, optimizing, and maintaining an enterprise-level Angular application including complete ownership of the front-end stack (JavaScript/Angular/HTML/CSS).4 - Preferred - Hands-on experience with IBM WebSphere Application Server 8 or later4 - Preferred - Hands-on experience with IBM Integration Designer (IID)/WID and Process Server/Business Automation Workflow (BAW)3 - Preferred - Hands-on experience with Agile Development Methodologies (preferably Scrum)3 - Preferred - Hands-on experience with web applications developed for Cloud platform3 - Preferred - Hands-on experience with CI/CD methodology3 - Preferred - Hands-on development experience for mobile and tablet platformsTerms Of Service: Services are expected to start 03/18/2024 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 1300 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.Work Hours And Location: Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 1609 Centre Creek Dr., Austin, TX 78754. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. My3Tech
