Department Overview
The Building & Administrative Services Center (BASC) provides a high-level of client service to the UC Office of the President through the strategic management of UCOP's building portfolio and all related operational activities. Key services provided by the department include managing UCOP owned, leased, and affiliated properties, capital projects, facilities maintenance, space management, event management, sustainability programs and initiatives, and administrative services (mail, moving, parking programs, etc.). In addition, the department plays a leadership role in UCOP business continuity planning and emergency operations planning and management and is responsible for coordinating with other UCOP departments to address these areas of work. The department focuses on providing a work environment that supports all UCOP staff and other users of UCOP's building space in focused individual work and interactive team-based work to support the mission of the University.
Under the general direction of the Senior Director of the Building and Administrative Service Center (BASC), the Environmental Health and Safety Risk Manager is responsible for developing, implementing, and managing UCOP's Business Continuity, Emergency Management, and Environmental Health, Safety (EH&S) programs to ensure full compliance with federal, state, and University regulations. This role is pivotal in strengthening UCOP's emergency preparedness, business continuity planning (representing up to 80% of the position's primary focus), emergency response, fire safety compliance, and risk mitigation strategies across all UCOP locations, including Oakland, Sacramento, Riverside, Washington, DC, and other satellite locations in California. As UCOP's lead business continuity, emergency management, and EH&S technical expert, this position ensures strict adherence to the National Fire Protection Agency (NFPA) 1660 standard (where applicable), Cal OSHA, the UC Policy on Safeguards, Security & Emergency Management, and requirements established by the Office of the State Fire Marshal. The Environmental Health and Safety Risk Manager proactively enhances compliance, operational resilience, and risk mitigation by conducting comprehensive hazard assessments, developing business continuity and emergency plans, evacuation plans, and related activities, implementing regulatory compliance strategies, and leading employee safety training initiatives. A key function of this role is to ensure organizational readiness for natural disasters, active shooter incidents, power outages, fires, and other critical emergencies by facilitating planning that supports UCOP's ability to prepare for, respond to, and recover from any type of disruption. This role serves in the UCOP's Emergency Operations Center (EOC) when activated. Additionally, the Environmental Health and Safety Risk Manager oversees compliance with the Integrated Pest Management (IPM) Policy, supports fire and life safety programs, and ensures accessibility compliance in emergency evacuations, as mandated by presidential policies and systemwide emergency evacuation requirements. This position operates in a dynamic, fast-paced environment and requires the ability to manage competing priorities effectively. Providing outstanding client service is a core expectation, ensuring that all safety, emergency preparedness, and business continuity programs are executed with a strong commitment to the needs of UCOP staff and building occupants. This is a 1 day remote and 4 days on site role requiring a full-time physical presence at UCOP's facilities, with an expectation of providing off-hours support and emergency response as needed. The home location for this position is UCOP's Oakland office.
The ideal candidate is both a strong collaborator and an individual contributor, capable of developing content, plans, programs, and reports while working across teams to enhance UCOP's operational resilience, compliance, and safety culture. The percentage allocations for job responsibilities outlined in this description are subject to change based on organizational needs. This position requires strategic thinking, proactive problem-solving, and deep technical expertise in business continuity planning, emergency management, EH&S, and facility operations. Furthermore, this role interacts with all levels of the organization, including the most senior executives, requiring the ability to collaborate effectively with high-level leadership. Strong communication, relationship management, and the ability to navigate complex organizational structures are essential for success in this position.
Key Responsibilities50% Business Continuity Planning and Resilience Strategy: Develops, manages, and continuously improves UCOP's business continuity and operational resilience framework, ensuring the continuity of critical functions, risk mitigation, and effective response to disruptions. This framework integrates business continuity planning, emergency preparedness, operational readiness, and hazard mitigation to enhance resilience across UCOP. Leads the development of departmental and enterprise-wide Business Continuity Plans (BCPs), aligning them with UCOP risk management protocols and NFPA 1660 standards. Identifies key dependencies and vulnerabilities affecting essential functions, including loss of key staff, IT network failures, and workplace disruptions, and develops strategies to mitigate these risks. Develops data-driven performance metrics and compliance reports to assess and enhance UCOP's resilience strategy. Serves as the Continuity Administrator in UC Ready, training departments to create and maintain continuity plans. Coordinates with UCOP IT to ensure compliance with systemwide IT Disaster Recovery policies. Conducts risk assessments, vulnerability analyses, and hazard mitigation planning across all UCOP facilities (Oakland, Sacramento, Riverside, Washington, DC). Develops and implements emergency response plans, including evacuation and shelter-in-place protocols, ensuring compliance with UC systemwide mandates and accessibility requirements. Acts as the primary liaison for UCOP-based emergency preparedness and EH&S compliance, ensuring seamless coordination across UCOP leadership, internal departments, first responders, and external regulatory agencies. Ensures operational readiness of UCOP's Emergency Operations Center (EOC) and coordinates with internal teams and external response partners. Leads training, drills, and exercises to enhance preparedness and response effectiveness. Interact and collaborate effectively with all levels of the organization, including the most senior executives, requiring strong relationship management, communication, and strategic planning skills. Conducts after-action reviews and post-incident analyses to identify gaps and implement improvements. Maintains compliance documentation, procedural reports, and policy updates to align with regulatory requirements and best practices.
30% Business Continuity Planning & Resilience Key Deliverables, Business Continuity Plans (BCPs) : Identify operational vulnerabilities and mitigation strategies; develop and update continuity strategies for UCOP's essential business functions. UCOP Emergency Operations Plans (EOPs): Develop and maintain site-specific emergency response plans for Oakland, Sacramento, Riverside, and Washington, DC. Emergency Action Plans (EAPs): Ensure compliance with Cal/OSHA requirements for evacuation planning, including procedures for individuals with disabilities. Hazard Vulnerability Assessments (HVAs): Conduct assessments for UCOP facilities to identify and prioritize risks. Hazard-Specific Annexes & Functional Response Plans: Develop targeted response strategies for top-ranking hazards identified in the HVA. Training and Exercise Plan: Develop and maintain a comprehensive UCOP training and exercise plan. Drill & Exercise Corrective Action Tracking: Document results from drills and exercises, identify corrective actions, and track implementation. Emergency Preparedness Outreach: Promote staff awareness of evacuation procedures and individual preparedness actions.
10% Environmental Health & Safety (EH&S) Compliance and Risk Mitigation Oversees the development, implementation, and enforcement of EH&S policies and procedures to maintain a safe, compliant, and resilient workplace. Ensures alignment with federal, state, and local regulations, including OSHA, Cal/OSHA, and the Integrated Pest Management (IPM) Policy. Ensures subcontractors and service providers working on-site adhere to OSHA regulations and UC safety standards, preventing hazards to life, property, or the environment. Oversees workplace safety programs addressing chemical management, hazardous waste, occupational health, and environmental compliance across all UCOP facilities. Conducts facility inspections and risk assessments to identify, mitigate, and resolve workplace hazards. Oversees fire and life safety programs, ensuring adherence to the State Fire Marshal requirements, fire safety regulations, and Cal/OSHA regulatory requirements. Leads hazardous materials management, including waste disposal compliance, regulatory reporting, and safety inspections. Collaborates with HR, Facilities, and external regulatory agencies to develop and enforce safety protocols, workplace violence program, and occupational health measures. Designs and delivers safety training programs, covering emergency procedures, fire safety, hazard communication, workplace injury prevention as well as CPR and AED trainings to staff. Monitors regulatory compliance trends and evolving industry standards, refining UCOP's EH&S policies to ensure ongoing alignment. Maintains program roster, tracks training and deliverable progress, plans, organizes, and facilities meetings. Leads delivery of evacuation training to UCOP staff and conduct regular building evacuation drills at UCOP facilities. Oversees and manages the Employee Safety Coordinator Program, ensuring they receive training, resources, and guidance. Oversees specific compliance and safety elements, including maintenance of areas of refuge and life-safety equipment, emergency eyewash and shower inspections, sharps container inspections, and bloodborne pathogen and spill management training for janitorial staff. Creates Individualized Emergency Evacuation Plan (IEEP) and manages ADA staff evacuation plans. Assists in fire protection and life safety system operations, maintenance and compliance, ensuring adherence State Fire Marshal MOU, and Title 19 & 24 regulations. Supports security and access control systems, including key card access, surveillance (CCTV), and visitor management. Track key environmental and sustainability data, including onsite fuel usage, refrigerants, emissions, and waste management. Serve as the primary data manager for BASC EH&S and operational data, ensuring integration with sustainability metrics and reporting.
5% EH&S Compliance & Risk Mitigation Deliverables, Regulatory Risk Assessments & Facility Safety Audits: Identify and mitigate risks across UCOP locations, including fire safety, hazardous materials management, and life safety system inspections. Training Records: Maintain documentation of staff training on emergency response, workplace safety, and hazardous materials handling. Reports: Document and analyze workplace safety incidents, near-misses, and corrective actions to ensure compliance with State Fire Marshal MOU, Cal/OSHA, and UCOP fire prevention policies. Security & Access Control System Evaluations: CO-manage the access control and CCTV system with safety/security department. Maintain records of key card access, CCTV monitoring, and emergency lockdown capabilities. Integrated Pest Management (IPM) Compliance: Maintain and document adherence to UCOP's IPM Policy, ensuring safe, sustainable pest management practices and compliance reporting. Vendor & Contract Compliance Reports: Oversee facility safety vendors and service contracts
