BrightPath is a growing Minnesota 245D-licensed human services organization serving the Twin Cities metro. We provide person-centered residential, community-based, and crisis support services for individuals with complex mental health and behavioral support needs — helping them live full, self-directed lives. With roughly 200 employees across multiple residential and community programs, we run on a structured leadership operating cadence that gives directors clear quarterly priorities, weekly leadership team accountability, and scorecard-driven decision-making — so leaders can focus on outcomes rather than chasing process.

Position Summary

The Director of Clinical Services & Quality Assurance is a newly created senior leadership role responsible for establishing and overseeing BrightPath's clinical framework and quality assurance infrastructure. This role serves as BrightPath's senior clinical authority under Minn. Stat. § 245D, ensuring services are evidence-based, person-centered, and fully compliant with Minnesota DHS and 245D standards.

You will partner closely with the Director of Services and program leadership to align clinical practice, compliance, and quality outcomes across all programs, and provide direct leadership and supervision to the Quality Assurance and Training team leadership.

This is a build-and-lead role: you will design BrightPath's clinical scorecard framework, establish the FBA/PSTP review cycle, build the clinical training curriculum spine, and own the QA audit and corrective-action systems. The ideal candidate brings experience supporting individuals with complex behavioral, mental health, crisis respite, and acute crisis service needs across residential, HCBS, and community-based environments — and has a demonstrated ability to develop and lead staff training in those settings.

Key Responsibilities

Clinical Oversight & Positive Support Services

• Serve as BrightPath's designated Positive Support Professional — or qualify for the role within an agreed-upon timeline — under Minn. Stat. § 245D.091, providing oversight of all positive support services across BrightPath's licensed programs
• Conduct or oversee Functional Behavioral Assessments (FBAs) for individuals with restrictive or complex behavioral support needs
• Develop, review, and approve Positive Support Transition Plans (PSTPs) in accordance with 245D requirements and DHS timelines
• Ensure all restrictive interventions are properly authorized, documented, monitored, and transitioned in compliance with 245D rule requirements
• Provide clinical consultation and co-facilitation support for IDT meetings involving behavioral or clinical concerns
• Support clinical risk review and behavioral planning across programs

Support Plan Development & Documentation

• Oversee the quality and clinical integrity of all individual support plans, ensuring person-centered language, measurable outcomes, and regulatory compliance
• Partner with program leadership to develop and update service-specific support plans, health assessments, and risk protocols
• Establish and maintain a systematic review cycle for the full 245D documentation stack (FBAs, PSTPs, BSPs, CSP/SP-As, IAPPs, SMAs, ITPs, risk assessments, MnCHOICES, and clinical/mental health assessments)
• Ensure documentation in Therap and other platforms meets person-centered and regulatory standards

Admissions & Service Planning

• Participate in referral and admissions reviews to assess clinical appropriateness, behavioral support needs, and program fit
• Provide clinical guidance on transition planning, behavioral stabilization, crisis response, and service coordination
• Collaborate with operational leadership to ensure adequate staffing supports and risk mitigation strategies are in place for individuals with complex needs

Quality Assurance & Compliance

• Lead organizational compliance efforts related to 245D, DHS, and applicable regulations
• Serve as the clinical subject matter expert during DHS licensing surveys, OIG site visits, and corrective action processes
• Support organizational readiness for licensing reviews, corrective action plans, and external audits
• Partner with the QA Manager to develop and maintain quality assurance systems, audits, scorecards, and corrective action plans
• Monitor documentation, service delivery, incident reporting, and internal controls to ensure compliance
• Stay current on changes to Minnesota 245D rules, DHS guidance, and best practices in positive support and behavioral health services
• Identify risks, trends, and gaps while implementing sustainable improvements

Training & Staff Development

• Develop and deliver training to Direct Support Professionals, Program Managers, and Directors on positive support strategies, behavioral de-escalation, and clinical documentation standards
• Provide ongoing coaching and technical assistance to staff implementing behavior support plans or working with individuals with complex behavioral needs
• Assess organizational training needs and partner with leadership to prioritize clinical and compliance-related staff development initiatives
• Collaborate with Training leadership to integrate clinical content into new hire onboarding and annual training programs
• Support development of organization-wide clinical standards, training initiatives, and quality improvement strategies

Leadership & Supervision

• Directly supervise Quality Assurance and Training leadership staff, including performance management, coaching, accountability, and professional development
• Partner with executive leadership on policy development, operational planning, and organizational compliance initiatives
• Participate in BrightPath's leadership operating cadence — weekly leadership team meetings, quarterly priority-setting and goal ownership, and scorecard accountability for the Clinical Services and Quality Assurance function
• Collaborate with the Directors of Residential, UBS, and Training to align clinical practice with operational goals
• Collaborate with interdisciplinary teams, county case managers, and external partners to support coordinated, person-centered care
• Represent BrightPath in clinical and behavioral health stakeholder communities, including case manager and county partnerships
• Help foster a culture of accountability, continuous improvement, and high-quality service delivery

Minimum Qualifications

Education

• Bachelor's degree in Social Work, Human Services, Psychology, Behavioral Sciences, or a related field required
• Master's degree strongly preferred

Licensure / Certification — REQUIRED

Active Minnesota licensure or certification in one of the following:

• Licensed Psychologist (LP)
• Licensed Independent Clinical Social Worker (LICSW)
• Licensed Professional Clinical Counselor (LPCC)
• Licensed Marriage and Family Therapist (LMFT)
• Board Certified Behavior Analyst (BCBA)
• LGSW or LSW actively on a documented track to LICSW
• Or equivalent credential meeting Positive Support Professional or Positive Support Analyst standards under Minn. Stat. § 245D.091

Positive Support Professional qualification under § 245D.091 strongly preferred. Candidates who are credential-eligible but not yet qualified will be considered if willing to obtain qualification on an agreed-upon timeline.

Experience

• Minimum 3 years of supervisory or leadership experience in a 245D, HCBS, behavioral health, or human services setting
• Demonstrated experience supporting individuals with complex behavioral health needs, crisis respite, or acute crisis service environments
• Demonstrated experience developing, reviewing, or overseeing the 245D documentation stack (FBAs, PSTPs, behavioral support plans, crisis plans, CSP/SP-As, IAPPs, SMAs, ITPs, risk assessments, MnCHOICES, and clinical/mental health assessments)
• Experience with audits, compliance systems, corrective action planning, and quality assurance processes
• Working knowledge of Minnesota DHS licensing, HCBS waiver frameworks, and/or § 245D Positive Support Services requirements
• Experience developing and delivering training programs for clinical or direct support staff

Additional Requirements

• Valid Minnesota driver's license, reliable transportation, and ability to travel to BrightPath residential and program sites across the Twin Cities metro
• Ability to pass a Minnesota Department of Human Services background study clearance
• Hybrid schedule: in-office Tuesday–Thursday at BrightPath's New Hope, MN office; remote-eligible Monday and Friday

Preferred Qualifications

• Already qualified as a Positive Support Professional under § 245D.091
• Prior experience as a Positive Support Analyst or Positive Support Professional in a 245D-licensed or HCBS setting
• Experience with Therap or other electronic health record / documentation platforms
• Training in trauma-informed care, motivational interviewing, or evidence-based positive support frameworks
• Curriculum design experience, or experience as a trainer/coach in a disability services environment
• Familiarity with adult learning principles
• Experience presenting in IDT meetings, attending DHS licensing surveys, or interfacing directly with DHS licensing staff
• Familiarity with EOS/Traction or comparable structured leadership frameworks (e.g., OKRs, Lean management systems, quarterly priority-setting cycles)
• Master's-level candidates on a documented independent clinical licensure track (LICSW, LPCC, LMFT)
