Human Resources Generalist

Experience Required Two to three (2-3) years of experience in a human resources generalist role. Minimum Education Requirements Associate's Degree in business or a related field preferred. High School Diploma or equivalent. Department Human Resources Supervisory Responsibility Direct (0); Indirect (0) Primary Work Location Works inside in an office setting. Certification A valid New Mexico driver’s license is required to drive a County vehicle. Job Summary Under the supervision of the Human Resources Director, this employee performs human resources-related duties at the professional level and may carry out responsibilities in some or all of the following functional areas: employee benefits, recruitment, employee relations, employee orientation, and compliance issues. Essential Job Functions An employee in this position may be called upon to do any or all of the following essential duties: Partners with employees and management to communicate various human resource policies, procedures, benefits, and other government regulations. Performs background, employment and reference verification on prospective employees. Conducts new-hire orientation including: Otero County Personnel Policies, pre-employment requirements, and employee benefits. Conducts exit interviews, analyzes data and makes recommendations to the management team for corrective action and continuous improvement. Assists with employee relations issues such as employee complaints, harassment allegations and civil rights complaints. Posts open positions in an array of mediums, sets up interviews and interviewing panels, and assists County Directors with screening job. Input new employees into HR System to include making necessary benefits and salary changes. Reviews applications and interviews applicants to match experience with specific job-related requirements. Assists the Human Resources Director with investigating employee grievances including scheduling hearings between personnel, supervisors and the management team. Prepares requisite paperwork necessary for insurance, payroll, unemployment, and governmental compliance in a timely manner. Assist Risk Management with processing of employee injury claims. Serve as a backup to the receptionist when needed. Create and print service recognition certificates. Maintain employee file. Post new vacancies to the County website and remove positions as they are filled. Other duties as required. Knowledge, Skills, and Abilities (KSA’s) for Position An employee in this class must have the following knowledge, skills, and abilities upon application: Knowledge Principles, practices and procedures of human resource management. Principles of payroll administration. Principles of benefits administration. Principles and techniques of employee recruitment. Business letter writing and report preparation. English usage, spelling, grammar and punctuation. Record keeping methods and procedures. Working knowledge of pertinent Federal, State and local laws, codes and regulations. Thorough understanding of the County’s functions, policies, and procedures. Skills Strong written and oral communications and relational skills. Public relations and customer service. Operate a variety of office equipment, including computer terminal, related software programs, printer, calculator, fax, and copier. Abilities Listen to and provide appropriate advice to County personnel. Maintain concentration on details for long periods of time. Administer a comprehensive personnel program. Address a variety of personnel management issues. Work independently in the absence of supervision. Maintain confidentiality of work. Establish cooperative working relationships with County personnel, elected officials, and the public. Maintain mental capacity, which allows for effective interaction and communication with others. Physical Demands The following physical abilities are required: The work is light work which requires exerting up 40 pounds of force occasionally, and/or up to 40 pounds of force to move objects. While performing the duties of the job, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to stand and walk. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
