SEIZED PROPERTY SPECIALIST

Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, New York Field Office, Fines, Penalties and Forfeitures Division, located in Queens, New York or Newark, New Jersey. This position will also cover the Dayton Centralized Storage Facility as part of the area of responsibility for the Port of New York/Newark. Salary: $59,465.00 (GS‑07, Step 1) to $94,563.00 (GS‑09, Step 10) with promotion potential to $137,128 (GS‑12 Step 10). Additional selections may be made beyond the total number of vacancies specified. Duties As a Seized Property Specialist, your responsibilities include: Ensuring compliance with processes and procedures pursuant to established CBP policies provided for in the Seized Asset Management and Enforcement Procedures Handbook (SAMEPH) for the custody, preservation, and disposition of seized or forfeited property through to resolution. Utilizing CBP automated systems to identify and account for all seizures within area of responsibility (AOR). Planning, preparing for, and participating in seized property destruction operations. Overseeing the acceptance of seized property for storage in the OFO permanent seizure vault and consigning property to the national seized property contractors in compliance with established timeframes set by national policy and procedures. Developing and providing guidance and training to DHS employees regarding seized property processing activities. Requirements Applicants must meet the following: U.S. Citizenship. For males born after 12/31/1959, registration with Selective Service. Primary U.S. residency for at least three of the last five years. Pre‑employment processes conducted in English. Potential background investigation and drug screening as per CBP. Adherence to federal ethics standards and criminal conflict of interest statutes. Declaration of any outside employment or business activity approved by CBP. Qualifications Required experience and education vary by grade level. GS‑07: One year of specialized experience equivalent to the next lower grade level, including reviewing and updating automated data systems, reviewing seized property documentation, determining special handling requirements for hazardous materials, and supporting turnover of seized property for storage. GS‑09: One year of specialized experience equivalent to the next lower grade level, including reviewing and updating automated property tracking systems, verifying compliance with packaging, labeling, and storage requirements, and turning over seized property to the permanent seizure vault or contractors within established timeframes. Education substitution may apply: Graduate education (full‑time) or a bachelor’s degree with Superior Academic Achievement (SAA) may substitute for experience for GS‑07. Two or more years of graduate education or a master’s (or higher) degree may substitute for experience for GS‑09. Physical and Environmental Conditions Work environments include offices, vaults, warehouses, destruction sites, and courtroom settings. Work can be open, confined, or restricted areas with unstable, uneven, or slippery surfaces, around moving vehicles or equipment. Exposure to loud noises, allergens, hazardous materials, gases, dust, and varying lighting conditions. Protective clothing (hard hats, gloves, goggles, hearing protection, respirators) may be required. Firearms Requirement The incumbent is required to carry a firearm and maintain proficiency, meeting qualifications in the Gun Control Act of 1968 and the Lautenberg Amendment of 1996. Motor Vehicle Operation Must possess a current valid State driver's license and ability to operate light‑wheeled and 4‑wheel‑drive vehicles (e.g., forklift, cargo van). Certification Certification in both the OC Spray and CSB required at basic training. Communication Device Incumbent may be required to carry an electronic communication device. Data Systems Must maintain the ability to access all necessary data systems. Uniform Incumbent is required to wear a DHS issued uniform. Overtime Position may require unscheduled overtime and extensive travel for extended timeframes. Physical Demands Climb up and down gangways, lift heavy objects, stoop, kneel, and bend. Training Required 6.5 weeks of paid training in Glynco, GA; must complete the Custody and Management of Seized Property basic training within 12 months. Successful completion of training is required for access to permanent seizure vault. Polygraph Examination CBP may conduct a polygraph; not a pre‑employment requirement at this time.
