GGE is searching for a Full Time Program Manager to manage contract and personnel supporting the Department of the Air Force Chief Information Officer organization, SAF/CN.

This Program Manager will support SAF/CN by coordinating contractor execution across these mission areas; managing taskings, schedules, deliverables, risks, and staffing; and ensuring that executive administration, portfolio support, ETMS2, information-access programs, FOIA activities, knowledge management, and related services remain aligned with SAF/CN priorities and PWS requirements.

Position Summary

The Program Manager is responsible for planning, coordinating, tracking, and reporting contractor performance across the Performance Work Statement (PWS). This individual serves as the Contractor's primary day-to-day management lead, translates PWS requirements into executable tasks and schedules, assigns work to qualified staff, recruiting for turnover, monitors deliverables and suspense, manages risks and staffing, and ensures timely, accurate, and professional support to SAF/CN. The Program Manager directs contractor personnel through company management channels; all Government decisions, approvals, and inherently Governmental functions remain with authorized Government officials.

Key Responsibilities

• Develop and maintain an integrated management plan, master task tracker, deliverable calendar, responsibility matrix, and staffing plan for all applicable PWS requirements.
• Monitor task owners, dependencies, milestones, quality reviews, Government coordination, due dates, and closure evidence; escalate blocked, overdue, or high-risk actions promptly.
• Send weekly notifications identifying tasks due during the current week and prepare status slides as required by leadership.
• Plan and coordinate meetings, develop agendas and briefing materials, record decisions and action items, and track initiatives through closure.
• Support portfolio management for SAF/CN contracts, including Contract Court, Annual Execution Reviews, and HAF Effectiveness Review inputs through the Strategic Management Tool.
• Prepare and submit Monthly Status Reports, Problem Notification Reports, ad-hoc reports, staffing updates, meeting products, and other contract deliverables in the required format and within established deadlines.
• Implement and maintain quality-control procedures for correspondence, reports, presentations, metrics, records, and task-management data; ensure products are complete, accurate, compliant, and ready for Government review.
• Maintain risk, issue, action, and decision logs; provide recommended mitigations and submit a Problem Notification Report within two business days after discovery of a material issue.
• Manage contractor personnel, including work assignments, performance expectations, attendance, qualifications, training, conduct, and staffing continuity. Review and approve leave requests in accordance with company policy, coordinate planned absences with Government stakeholders as appropriate, and ensure adequate backup coverage so leave does not disrupt PWS performance, deliverables, or mission support.
• Lead recruiting for contract vacancies and anticipated staffing needs by coordinating with corporate recruiting, developing position requirements, sourcing and screening candidates, validating qualifications and clearance eligibility, scheduling interviews, maintaining a qualified candidate pipeline, and supporting timely offers and onboarding to minimize service disruptions.
• Lead the onboarding of new personnel by coordinating pre-employment requirements, security-clearance and facility-access processing, Common Access Card requests, mandatory training, system and equipment access, PWS and customer orientation, role-specific procedures, introductions to key stakeholders, and knowledge transfer; track each new hire through full operational readiness and promptly resolve onboarding delays.
• Assess workload, service demand, performance trends, capability gaps, and emerging PWS requirements; develop data-supported business cases and recommend adding personnel or labor categories to the contract when additional staffing would improve mission support, reduce performance risk, or support contract growth, subject to company leadership, Contracting Officer Representative, funding, and contractual approval.
• Coordinate with senior leaders, directorates, technical points of contact, the COR, the Contracting Officer, and external stakeholders while preserving the non-personal-services relationship.
• Identify opportunities to improve administrative workflows, knowledge management, reporting, metrics, automation, and accountability without exceeding contract scope.

Required Qualifications

• Secret clearance is mandatory.
• Bachelor's degree in business, management, public administration, information technology, or a related field; additional relevant experience may be considered in lieu of a degree.
• At least six years of progressively responsible experience supporting federal, defense, technical, or professional-services programs, including at least three years leading program or project-management activities.
• Demonstrated ability to manage multiple concurrent taskings, deliverables, dependencies, stakeholders, and short-notice suspenses in a headquarters environment.
• Experience supervising or coordinating multidisciplinary contractor teams and maintaining staffing continuity.
• Strong executive-level oral and written communication, briefing, meeting facilitation, correspondence review, and issue-escalation skills.
• Proficiency with Microsoft Office and collaborative task-management tools; experience with TMT, SMT, SharePoint, Teams, and Defense Travel System is preferred.
• Knowledge of federal contract performance, quality control, records management, privacy, information assurance, and non-personal-services requirements.

Preferred Qualifications

• Project Management Professional (PMP), Agile, Lean Six Sigma, or comparable credential.
• Experience supporting Department of Defense or Department of the Air Force headquarters organizations and senior executives.
• Experience translating a PWS into a work breakdown structure, integrated schedule, compliance matrix, quality checklist, and management dashboard.
• Familiarity with acquisition support, portfolio management, ETMS2, FOIA, privacy, records management, executive administration, and knowledge-management programs.
• Working knowledge of federal government contracting, including the FAR and DFARS, PWS-based service delivery, and coordination with Contracting Officers and Contracting Officer's Representatives.

Work Conditions and Performance Measures

This position is expected to work 40 hours per week during the contract's established duty hours and to provide on-site Pentagon support consistent with mission needs. Performance will be measured by timely task assignment and closure; accurate and on-time deliverables; transparent status reporting; effective risk escalation; compliance with PWS, security, and quality requirements; responsive stakeholder support; and sustained staffing continuity with minimal Government correction or rework.

Salary Range : $130k -$150k
