Title II Construction Engineer (Construction Management)

Position Overview OAS is seeking an experienced Title II Construction Manager to support the Project Management Section of the 56th Civil Engineering Squadron (56 CES) at Luke Air Force Base. This position provides on-site construction management, observation, and contract administration support for military construction, facility renovation, and infrastructure improvement projects. The successful candidate will oversee awarded construction projects from notice-to-proceed through project closeout, ensuring compliance with Air Force standards, project requirements, and applicable codes and regulations. The selected candidate will serve as the Government's technical representative during construction activities, supporting project execution, quality assurance oversight, contractor coordination, construction documentation, and project reporting while protecting the Government's interests and maintaining productive relationships with stakeholders and contractors. Key Responsibilities Title II Construction Management Perform on-site construction observation and monitor contractor performance throughout project execution. Track construction progress and identify potential schedule, cost, or quality concerns. Manage construction change request activities and provide technical recommendations regarding proposed modifications. Ensure construction activities comply with approved project requirements, Air Force standards, and operational needs. Coordinate with Government personnel to resolve design issues, discrepancies, and omissions. Draft responses to: Requests for Information (RFIs) Technical inquiries Contractor clarification requests Prepare draft contract modification packages and supporting cost analyses. Review contractor schedules and evaluate project performance against established milestones. Conduct cost and schedule impact analyses for proposed changes. Quality Assurance & Construction Oversight Coordinate inspection and testing activities throughout the project lifecycle. Monitor contractor quality control programs and verify compliance with approved plans. Witness laboratory and field testing activities and review resulting reports. Review: Contractor submittals Shop drawings Product data Material certifications Process work-clearance permits and other required construction authorizations. Ensure contractor maintenance of: As-built drawings Operations and Maintenance (O&M) manuals Training documentation for Civil Engineering personnel Perform final inspections and provide recommendations regarding project acceptance and turnover. Project Reporting & Stakeholder Coordination Attend and support weekly, monthly, and milestone project meetings. Coordinate with: Construction contractors Base Civil Engineering personnel Contracting personnel Project stakeholders Prepare and maintain: Daily construction reports Weekly status reports Monthly construction summaries Track project correspondence, submittals, payment requests, and related documentation. Prepare executive briefings and project status updates for senior leadership. Identify project risks, recommend mitigation strategies, and communicate issues requiring management attention. Engineering & Technical Support Review engineering plans, specifications, and cost estimates for compliance with: Unified Facilities Criteria (UFC) Air Force standards Building codes Industry best practices Develop technical evaluations and engineering recommendations for complex facility and utility projects. Participate in design reviews and project progress reviews. Perform Building Life Cycle Cost (BLCC) analyses and energy project payback evaluations. Prepare: Conceptual designs Drawings and sketches Statements of Work (SOWs) Cost estimates Project schedules Technical specifications Support asset management and sustainment planning initiatives. Acquisition & Program Support Support acquisition planning and construction program management activities. Develop procurement documentation, including: Statements of Work (SOW) Performance Work Statements (PWS) Statements of Objectives (SOO) Market Research Reports Determinations and Findings Prepare Independent Government Cost Estimates (IGCEs). Conduct lifecycle cost analyses and cost-estimating reviews. Develop metrics comparing estimated and actual project costs. Support reporting requirements within NEXGEN IT and other Government systems of record. Monitor construction acquisition milestones and performance measures. Required Qualifications Education & Experience Bachelor's degree in Civil, Structural, Mechanical, or Electrical Engineering from an accredited college or university and a minimum of five (5) years of relevant construction management, engineering, or inspection experience. OR Minimum of ten (10) years of commercial construction inspection experience, preferably supporting military or Department of Defense installations. Technical Qualifications Demonstrated experience supporting: Construction observation and inspection Contractor quality-control oversight Shop drawing and submittal reviews Request for Information (RFI) management Contract modification development Progress-payment reviews Proficiency with: AutoCAD 2024 or later Autodesk Revit or later Microsoft Word Microsoft Excel Microsoft PowerPoint Microsoft Outlook Ability to create and review construction drawings, sketches, and technical documentation. Strong written and verbal communication skills. Ability to work independently with minimal supervision. Ability to obtain and maintain: T1 (NACI) background investigation Government Common Access Card (CAC) Professional Engineer (PE) License or Architect Registration is not required. Preferred Qualifications Previous Title II Construction Management experience supporting U.S. Air Force or Department of Defense projects. Experience supporting military construction (MILCON), renovation, and infrastructure programs. Familiarity with: Unified Facilities Criteria (UFC) Construction Quality Assurance (QA) programs Construction Quality Control (QC) programs As-built documentation requirements Experience preparing: Construction cost analyses Schedule analyses Contract modification estimates Independent Government Cost Estimates (IGCEs) Experience with: NEXGEN IT Government construction reporting systems Air Force Civil Engineering processes Location: Onsite at Luke, AFB (Glendale, AZ) Employment Type: Full-Time Salary Range: $127,000- $168,000 Clearance Requirement: Ability to obtain and maintain a Public Trust clearance.
