Duties

Help

Serving as a Safety and Occupational Health Specialist GS-0018-12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Environmental & Safety Branch (ESB), Facilities Management Division (FMD) under the Mission and Readiness Support Directorate (MRSD) and located in Glynco, Georgia.

The primary purpose of this position is to serve as a senior program manager in the Occupational Safety and Health (OSH) program. The ESB formulates plans and policy for, directs, coordinates, implements and evaluates a complex bureau-wide Occupational Safety, Health and Environmental

Program (OSHE). The position serves as advisor and consultant to FLETC managers and provides policy, program management and technical support to establish and maintain safe and healthy workplaces that are free of known hazards and are conducive to quality training and facility management.

Typical duties include:

  • Formulating plans (both short and long term) and policy for, developing, directing, coordinating, managing, and evaluating a large-scale, complex Occupational Health and Safety program.
  • Serving as an advisor and consultant to FLETC supervisors and is responsible for aspects of safety management that affect FLETC facilities and training activities
  • Ensuring existing and new training requirements, policies, and procedures mandated by FLETC meet occupational health and safety requirements for federal employees and contractors
  • Providing direction and expert technical advice in Occupational Safety and Health (OSH) for the Department of Homeland Security

  • Bargaining Unit: This is a bargaining unit covered position, represented under the National Treasury Employees Union (NTEU).
  • Must possess and maintain a valid state issued driver's license to conduct official government business.

  • Travel of 25% or less may be required.
  • Overtime may be required.
  • Weekends and federal holidays may be required.

  • Must be able to meet job-related medical and/or fitness standards. Subject to an initial and annualphysical examination that measures visual, hearing, and physical acuity.
  • This position is Emergency Essential and required to sustain FLETC's operations under all conditions to ensure FLETC Continuity of Operations for Mission Essential Functions or Primary Mission Essential Functions.

Specialized Experience:

You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:
  • Ensuring training requirements, policies and procedure guidelines are in compliance with laws, rules and regulations; AND
  • Formulating plans and policy for a complex occupational safety and health program; AND
  • Providing technical advice in an Occupational Safety and Health (OSH) program; AND
  • Reviewing safety standards for facilities and training exercies and recommending appropriate changes

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Background Investigation: To ensure the accomplishment of our mission, FLETC requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Suitability/Fitness as a condition of placement in this Non-Sensitive, Moderate Risk position. This review may include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

Physical Demands: The work requires inspection of field sites, construction sites, and wide variety of physical structures and scenarios necessitating frequent walking, prolonged standing, occasional climbing and occasionally varying, moderately heavy equipment.

Work Environment: Onsite evaluations and inspections involve exposure to inclement weather (primarily high heat and humidity), operating equipment, machinery, firearms, vehicle emissions, chemicals, hazardous and biological wastes, dust, vapors, and fumes, and high noise levels. Protective gear is required. Significant and sometimes prolonged periods of the position's time also involve performing sedentary

tasks in an office setting.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings.
