Requirements And Preferences The Broward County Board of County Commissioners is seeking qualified candidates for a Planner at Port Everglades. THIS JOB ANNOUNCEMENT WILL REMAIN OPEN UNTIL SUFFICIENT NUMBER OF APPLICATIONS ARE RECEIVED AND MAY CLOSE AT ANYTIME. The Planner at Port Everglades is responsible for assisting with the execution, development and implementation of the Planning Section's work, projects and studies. This position serves as a professional and technical resource person for activities that support that the Port's planning goals and objectives are being achieved and thoroughly coordinated with local, regional and state partners and plans in an effort to obtain funding for capital projects. This position interfaces with the United States Army Corps of Engineers (USACE), Federal Aviation Administration (FAA), Florida Department of Transportation (FDOT), Metropolitan Planning Organization (MPO) and other regulatory agencies regarding Port related planning and compliance issues as assigned. General Description Performs advanced professional planning work in the conduct of planning activities and operations. Works under general supervision, independently developing work methods and sequences. Responsibilities include : Assists in the research and preparation of annual work programs and budget. Prepare capital grant applications and write and administrate capital and transportation-related grants. Assists with long- and short-range planning, including comprehensive planning, economic impact analyses, parking and traffic analysis and current planning for the Port Consults, coordinates and advises other departments, units and sections on planning related projects as assigned. Coordinates and makes presentations at public meetings as assigned. Supports the Enterprise Assistant Director of Seaport Planning and Capital Grants in ensuring that Port planning goals and objectives are being accomplished. Assists with planning studies concerning trends and programs for Port development; and processes, analyzes and evaluates data. Assists with the preparation and development of the Port Master Vision Plans. Coordinates all activities with assigned contracts and grants. Core Responsibilities Master Planning: Developing long-range (10–30 year) master plans for port expansion and infrastructure improvements. Land Use & Zoning: Analyzing and applying land-use policies and zoning regulations to port property. Economic Forecasting: Preparing trade forecasts and market studies to predict future container throughput and facility needs. Regulatory Compliance: Ensuring all development projects comply with environmental laws and maritime regulations. Stakeholder Coordination: Liaising with city agencies, government entities (like the FDOT Seaport Office), and community groups. Minimum Education And Experience Requirements Requires a bachelor's degree from an accredited college or university with major coursework in urban planning, Economics, GIS, geography or closely related field. Special Certifications and Licenses Ability to secure and maintain a Port Identification Badge and a Transportation Worker's Identification Card (TWIC) Possess and maintain a valid Florida Driver's License Preferences Proficiency in GIS and spatial analysis. Graduate degree in Urban Planning, Civil Engineering, or Economics AICP certification 3+ years experience preparing planning related statistical and/or economic impact related reports 3+ years experience in grants writing and/or administration relevant to capital, seaport and/or transportation planning Certified Grant Writer Professional Port Manager (PPM/CPM) certification Professional Project Manager (PPM) certification SCOPE OF WORK Duties And Responsibilities The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary. Executes, develops, and implements planning work related to urban planning (comprehensive planning, demographics, and GIS (geographical information system). Receives, routes and responds to plan review requests; responds to phone and e-mail inquiries related to comments provided; coordinates the review process; maintains databases and plan files; accepts plans on behalf of the agency. Responds to co-worker, contractors and citizen requests regarding plans, policies, standards, projects, and inspections. Writes technical staff reports for County Commission agenda items primarily related to plats, including analysis and recommendations, to ensure compliance with the Broward County Land Development Code. Conducts development review for the front counter/e-permits, assessing and collecting impact fees to ensure compliance with plat restrictions/conditions of approval. Serves as agency analyst regarding proposed land development legislation, coordinates with other agencies and works directly with lobbyists to support or oppose pending legislation based on impacts to the County. Receives, schedules and provides punch lists for pavement marking and signs, school flashers, signals and communications inspections; determines if the project is ready to be accepted by the agency for maintenance and signs-off on inspections. Manages projects in the unincorporated neighborhoods; develops policies, goals and programs for the unincorporated areas of Broward County. Attends central County Home Owner Association meetings; manages the Central County Community Redevelopment Agency website; prepares Central County Community Advisory Board meeting packages consisting of meeting agenda and backup material. Prepares and submits all airport airspace studies and categorical exclusions for on airport projects; plans and develops aircraft gate parking at the contact gates and apron layouts for the overnight aircraft which includes numerous planning studies; assists in the development and creation of the airport layout plan which includes tracking on airport projects as well as off airport projects for airspace impacts. Assists in general management of section operations; creates and maintains GIS datasets; provides GIS products and analysis for decision making; collects, manipulates and analyzes demographic data; provides assistance and information related to demographics to the general public and other governmental agencies. Implements and administrates comprehensive planning functions in compliance with state statute requirements. Reviews sources of information, current literature and recent developments regarding urban planning and provide recommendations to project leaders. Performs related work as assigned.
