Fleet Manager

Fleet Manager $24.62/HR – Full-time-Exempt Position Summary Manages daily County fleet operations under the Director of Facilities and Fleet Services, including vehicle and equipment readiness, maintenance coordination, asset records, parts and fuel controls, and assigned employees. The position translates approved fleet plans into scheduled work and recommendations while exercising purchasing, personnel, regulatory, and disposal authority only as delegated. Essential Functions Plans, prioritizes, assigns, and documents preventive maintenance, inspections, repairs, recalls, registrations, fueling support, and readiness activities for assigned vehicles and equipment. Supervises assigned employees, establishes schedules and work standards, provides training and coaching, evaluates work, and makes personnel recommendations within delegated authority and County policy. Maintains accurate vehicle, equipment, title, registration, warranty, inspection, maintenance, repair, fuel, mileage, utilization, parts, disposal, and cost records in approved systems. Inspects or verifies fleet condition and removes or recommends removal of unsafe assets from service under approved procedures; escalates technical, legal, regulatory, and risk determinations to authorized officials or qualified professionals. Coordinates repair work with employees, vendors, departments, and authorized service providers; verifies completion and supporting documentation before routing invoices for approval. Develops draft specifications, replacement schedules, life-cycle analyses, budget estimates, and procurement recommendations; does not independently award contracts, bind the County, dispose of assets, or approve payments beyond delegated authority. Issues and controls fuel cards, tags, keys, access credentials, and supporting equipment; reconciles usage, investigates exceptions within assigned authority, and promptly reports suspected misuse, loss, fraud, or security concerns. Reviews driver and telematics information only for authorized operational and safety purposes, protects confidential or restricted data, documents objective findings, and refers corrective or disciplinary action through the appropriate supervisor and County process. Performs assigned underground-storage-tank and fuel-island duties only after the County designates the operator class, provides required training, and documents the designation with Georgia EPD. Generates operational, readiness, cost, utilization, compliance, and replacement reports and recommends process improvements based on documented fleet data. Additional Responsibilities Supports emergency preparation, response, recovery, special events, facility moves, inventory, and other departmental operations within assigned training and authority. Performs other related duties consistent with the position’s purpose, classification, County policy, safety requirements, and applicable wage-and-hour rules. Supervisory Responsibilities Directly supervises assigned fleet employees. Hiring, termination, discipline, leave, overtime, payroll approval, and other personnel authority are exercised only as delegated by the Director and County policy. Final direct reports require validation. Knowledge, Skills, and Abilities Knowledge of fleet operations, preventive maintenance, vehicle and equipment records, lifecycle planning, fuel controls, parts inventory, warranties, vendor coordination, procurement controls, and basic budgeting. Ability to supervise employees, plan work, document performance, and administer personnel matters within delegated authority. Ability to analyze maintenance, cost, mileage, utilization, fuel, telematics, downtime, and replacement data and communicate defensible recommendations. Ability to recognize when work requires a licensed technician, regulated inspection, manufacturer procedure, recall remedy, environmental response, or other specialized authority. Ability to protect keys, titles, registrations, fuel cards, access credentials, driver information, telematics data, and other restricted fleet records. Ability to operate office, fleet-management, diagnostic, communication, and assigned vehicle systems safely and accurately. Minimum Qualifications Education Associate degree from an accredited institution in fleet management, automotive technology, business or public administration, logistics, or a closely related field. Experience At least five years of progressively responsible fleet, vehicle-maintenance, equipment, logistics, or closely related experience, including supervisory or work-lead experience. Department and HR must validate the required supervisory scope. Equivalent Combination An equivalent combination of education, training, and experience that provides the required knowledge and abilities may be considered, subject to Human Resource Services review. Preferred Qualifications Bachelor’s degree in a related field. Public-sector fleet experience. Experience with fleet-management systems, lifecycle costing, telematics, fuel controls, procurement, and vehicle replacement planning. Required Licenses and Certifications

Work Schedule and Availability Full-time hourly nonexempt schedule. Fleet emergencies, breakdowns, severe weather, project deadlines, and operational needs may require assigned evening, weekend, holiday, or call-back work. All hours worked, including required remote and after-hours work, must be accurately recorded and compensated. Work Environment Work is performed in offices, fleet shops, parking areas, fuel facilities, roadways, vendor locations, and outdoor sites. Field work may involve weather, traffic, noise, dust, fumes, petroleum products, cleaning or maintenance chemicals, moving vehicles or equipment, uneven surfaces, and emergency conditions.
