Consulting Engineer - Austin Water

About This Position Under nominal direction, this Consulting Engineer position is accountable for interpreting, organizing, executing, and coordinating assignments that influence major city programs or projects. The engineer plans and develops projects involving unique or controversial challenges, serves as a technical expert, and provides advanced technical advice and direction to the City of Austin. Responsibilities Develop or oversee the development of technical specifications and standards by applying engineering principles, methods, materials, equipment, and techniques. Review, analyze, and interpret plans, specifications, contracts, and other related documents. Manage and coordinate programs or projects, reviewing and monitoring projects or programs, including impacts related to plans and development proposals. Plan, research, design, and implement engineering studies and projects or program areas applying advanced technical knowledge. Manage and negotiate contracts by reviewing monthly progress reports, verifying final quantities and costs, compiling documents, reviewing change orders, and auditing as‑built records. Act as a liaison among consultants, contractors, subcontractors, manufacturers, fabricators, and suppliers. Negotiate changes, errors, or deficiencies and ensure compliance with project specifications and requirements. Interact with internal and external customers to ensure requirements and needs are satisfied. Review plans and provide recommendations for changes, solutions, or implementation. Monitors projects for regulatory compliance, providing consultation and determinations on regulations and policies. Manage or lead teams of technical personnel, assigning and monitoring tasks. Provide advanced technical training to staff and field personnel through documentation and presentation. Develop and monitor project budgets; assist in developing, managing, and submitting budget forecasts for short‑ and long‑term planning. Provide a high level of engineering and technical advice and direction to the City. Possess the ability to troubleshoot advanced technical problems. Possess the ability to perform advanced engineering design. Provide leadership, work assignments, evaluation, training, and guidance to others (Supervisor and/or Leadership exercised). Knowledge, Skills, and Abilities Fundamental scientific and civil engineering concepts, phenomena, and relationships. Advanced mathematical techniques such as trigonometry, calculus, and coordinate geometry. Modern methods, materials, and techniques of the assigned discipline. Civil, Environmental, Structural, Architectural, Mechanical, or Electrical engineering terminology and techniques. City of Austin budget planning, purchasing, and contract policies and procedures. Applicability of established engineering principles, methods, and solutions. Phases of the plans review and inspections processes. Preparation of cost estimates, engineering, and feasibility reports. Regulatory requirements within local and state ordinances and laws. Oral and written technical communication, including preparation of written reports. Negotiation and conflict resolution skills. Complex engineering computations, rapid and accurate calculations. Communication and direction to peers and assigned personnel. Organization, analysis, interpretation, and evaluation of scientific civil engineering problems and practical, cost‑effective solutions. Monitoring compliance with operating or safety standards. Use of graphic instructions such as blueprints, schematic drawings, layouts, or other visual aids. Minimum Qualifications Bachelor’s degree from an accredited college or university with major coursework in engineering, plus eight (8) years of engineering experience acquired before and/or after licensing as a professional engineer. Licenses and Certifications Required Licensed Professional Engineer (P.E.) in Texas; or, if currently licensed in another state, the ability to obtain a Texas P.E. license within six (6) months of employment. Preferred Qualifications Expertise in water loss management, including AWWA M36 and ILI; experience preparing and validating TWDB‑compliant water loss audits. Strong background in non‑revenue water analysis, data validation, and audit defensibility. Ability to lead cross‑functional teams across operations, engineering, finance, and field services. Experience developing data‑driven water loss reduction strategies and internal control. Technical knowledge of leak detection technologies and advanced analytics tools. Experience managing consultant contracts, procurement, and performance‑based agreements. Strong communication skills, including presenting complex technical information to leadership and stakeholders. Benefits Annual pay range: $112,600 – $144,700.
