On-Call Historic Preservation Specialist - Policy

Historic Preservation Specialist (On-Call / As-Needed Basis) Location: DC Metro area. Some work will be performed at Department of Homeland Security (DHS) offices in Springfield, VA and/or other locations as required. Periodic travel to Federal Protective Service (FPS) Regional Offices throughout the United States is required. Employment Type: On-call, as needed basis (estimated 328 hours per year). Hourly Rate: $70.00 per hour. The Historic Preservation Specialist will provide expertise in managing historical assets, ensuring compliance with preservation laws, and support the development of strategies for inventory and preservation for the FPS. Responsibilities Historic Preservation & Compliance Provide expertise related to DHS Directive 017-01, the National Historic Preservation Act (36 CFR Part 800), and Executive Order 13287. Support compliance activities associated with historic preservation and environmental planning requirements. Coordinate with the Advisory Council on Historic Preservation and other stakeholders as needed. Historical Asset Inventory & Preservation Create and maintain inventories of historical assets. Develop memoranda and supporting documentation for preservation funding projects. Assist with preservation planning and management of historical works and resources. Policy Development & Program Support Draft and update environmental planning policies, guidance documents, and manuals, including FPS Directive 15.2.6.6 Environmental Planning Program. Develop and revise Standard Operating Procedures (SOPs) for facility environmental audits in accordance with FPS Directive 15.1.3.2 Governance Document Management. Review and update budget and materials stewardship policies, including recycling tools and draft budget reviews. Prepare white papers and management strategy documentation supporting compliance with DHS directives and applicable laws. Required Qualifications Minimum of two (2) years of full-time professional experience in research, writing, teaching, interpretation, or related professional activities with an academic institution, historic organization or agency, museum, or other professional institution; OR substantial contribution through research and publication to the body of scholarly knowledge in the field of history. Must meet the Secretary of the Interior’s Professional Qualification Standards (SOI). (Reference: Experience working with the Advisory Council on Historic Preservation and familiarity with Section 3 of Executive Order 13287, Preserve America (September 2020). Strong technical writing, policy review, and compliance coordination skills.
