Benton County is currently seeking candidates and accepting applications for the role of COMMUNITY HEALTH SPECIALIST - Regional Dental Coordinator in the Public Health Department. Please Note: This is a 1-year grant contracted position. Applicants will be reviewed on a rolling basis. The Hiring Wage for This Position Is $30.69 Per Hour. A bachelor's degree in public health, Community Health, nursing, or a directly related field is r equired for this position at the time of application or must be completed by Spring of 2025 at or around May 16th, 2025 , or one must possess such a degree upon offer of employment to meet minimum qualifications. Position Summary Promotes individual and population health through the development, implementation, and evaluation of health promotion and education initiatives and health behavior-change programs in a variety of settings for the diverse populations of Benton County. Duties and Responsibilities Essential Functions A. Informs, educates, and empowers the public regarding public health issues of local importance utilizing appropriate communication and educational methods for targeted individuals adapted to age, and diverse cultural, socioeconomic, educational, racial, and ethnic backgrounds, sexual orientations, unique needs of rural vs. urban populations, lifestyles, and physical abilities. A.1. Advocates and promotes health equity by identifying policy, system, and health disparity changes in schools, worksites, health care facilities, and communities. B. Participates in community engagement and is responsible for assuring community engagement. Leads and is responsible for community interprofessional coordination and mobilization. B.1. Establishes, leads, and maintains community partnerships, multidisciplinary and/or interagency teams, and/or key partners. B.2. Maintains the public health department’s social media pages, webpages, and department SharePoint, and submits press releases and other health education materials to the public. B.3. Serves as an active member of local, regional, state, and national advisor groups and coalitions. C. Collaborates in the development, implementation, evaluation, and communication of public health initiatives and programs. D. Participates in grant processes; application, budget, objectives and work plans, implementation, outcome evaluation, tracking, and reporting relative to designated program areas. E. Participates in the collection and interpretation of data to determine current health status concerns, imminent risks, and readiness of the population as it relates to public health issues. E.1. Develop reports and infographics to share public health data. E.2. Leads, facilitates, organizes, and participates in community health assessments and community heelpath improvement plan development, implementation, monitoring, and evaluation. F. Participates in internal organizational capacity building and training activities to advance public health competencies. G. Coordinates community education as it relates to automobile safety. G.1. Serves as a subject matter expert regarding child passenger safety education, including facilitation, car seat technical assistance, and distribution. G.2. Serves as subject matter expert regarding CarFit training for all drivers. H. Plans, writes, monitors, evaluates, and reports on public health emergency preparedness plans. H.1. Plan and participate in emergency preparedness exercises and activities at local, state, and national levels. H.2. Maintain training and continual education on response to emergencies. H.3. Respond to emergencies as appropriate. I. Responsible for using quality improvement (QI) and performance management (PM) processes and/or techniques to improve the effectiveness of public health programs. I.1. Assess program needs for continuous quality improvement and implement changes to assure effective program delivery to individuals and the public. J. Serve as consultant and resource for internal and external groups, organizations, and the public. K. Assesses community needs for targeted outreach. K.1. Plans, develops, facilitates, and participates in community outreach events. K.2. Analyzes and reports on the efficiency and effectiveness of health outreach and events. K.3. Provides technical assistance and training to community partners. L. Receives notification, responds, investigates, intervenes, and follows up with public health nuisances. M. Receives training and performs fluoride varnishing. Additional Functions A. Attend trainings as needed. B. Responsible for own professional growth and development by pursuing education, participating in professional committees and work groups, and contributing to a work environment where continual improvements in practice are pursued. C. Performs other duties as assigned or apparent. ADDENDUM – Regional Dental Coordinator (Grant funded position) Position Objective Under the direction of the Public Health Director/Community Health Services Administrator, the Regional Dental Coordinator is responsible for working with community and healthcare partners across four counties to creatively re-think, innovate, plan, and manage to improve and expand access to dental services and resources in the region. Community-based health promotion strategies are primarily in dental health with a focus on community engagement, health equity, resource and referral, and policy, systems, and environmental change. Duties include assessment, strategic planning, implementation, evaluation, providing consultation and assistance with partners and clients. Duties and Responsibilities Essential Functions A. Expanding dental access through bringing dental resources to the community. A.1. Coordinates setup of dental pop-up sites and schedules for CDS/Apple Tree/Other for preventive and routine dental services. A.2. Coordinates with the county’s FHV Program, WIC, Human Services Agency, clinics, or others for referrals to care. A.3. Works with pop-up sites for scheduling clinic dental day time slots for individuals during onsite visits, as much as possible. A.4. Collaborates with C&TC coordinators in counties to provide outreach calls for children 2-21. A.5. Provides outreach calls to regional or county community members in need of dental services as identified by the counties and Blue Plus to schedule visits during onsite services. A.6. Provides education supporting the scheduling of Mobile Dental Vans in pilot counties in collaboration with Community Health Dental Clinics operated by FQHCs or other community dental clinics. A.7. Supports individuals and the community at large by assisting with transportation and interpreter services as needed for pop-up clinics, in coordination with CDS, and Community Dental Mobile Vans. A.8. Make reminder calls to ensure the members keep their appointments. A.9. Marketing of pop-up sites and other events. B. Develop strategies and programming to expand the utilization of dental varnish applications. B.1. Works with clinic systems, schools, Head Start, and Public Health on expansion and acceptance strategies. B.2. Provides population education strategy development. C. Administers Dental Ombudsman responsibilities – Dental system referral responsibilities for Minnesota Health Care Program members seeking dental services. C.1. Develop a strong understanding of available resources through HPs, FFS, and other dental resources. D. Provides innovations, education, and community engagement. D.1. Works with communities seeking assistance to expand dental services. D.2. Works with counties to understand and utilize available services and work to expand access. Qualifications Minimum Qualifications A. Bachelor’s degree in public health, Community Health, nursing, or directly related field. B. Must possess a valid driver's license and be able to drive in the state of Minnesota. C. Must successfully complete a background check. D. Fit Testing upon hire or annually or (as needed Just in Time). E. Obtain and maintain certifications and licensures. E.1. Ability to obtain within six months of hire: E.1.1. Designated National Incident Management System (NIMS) certification. E.1.2. Incident Command System (ICS) Certification. E.2. Ability to obtain within two years of hire: E.2.1. Child Passenger Safety Technician Training. Preferred Qualifications A. Three years of experience with public health, community health, nursing, or directly related field. Knowledge, Skills, and Abilities A. Knowledge of Federal and State laws and regulations relating to public health programs. B. Ability to perform effectively in environments with workload changes and competing demands. C. The ability to communicate effectively, orally and in writing, and have strong positive public relations skills. D. The ability to establish and maintain effective working relationships with others. E. Ability to administer operating rules and procedures under management guidance. F. Ability to use considerable analytical ability to select, evaluate, and interpret data from several sources; interpretation of guidelines, policies, and procedures is required. G. Ability to maintain communication with outside and inside contacts on matters requiring cooperation, explanation, and persuasion. H. Ability to travel within your daily work assignment. I. Ability to travel within Minnesota or out-of-state, including extended overnight stays. J. Ability to work extended, evening and weekend hours as needed. K. Must comply with organizational and departmental policies. L. Performs physical/mental demands of the work environment requirements for this position. M. Attendance during regularly scheduled work hours, and outside regular hours, as necessary. N. Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers. O. Must comply with data practices policies and standards relative to private data. Any access to private data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data is being accessed, employee should take reasonable measures to ensure the private data is not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the private data must be properly stored according to county policies and the Minnesota Statutes. Physical Demands & Working Conditions A. Work is performed in the office and the community. Options for telework (when not required to be in the office or the community) may be permitted at the discretion of the Department Head. B. Headaches, eyestrain, carpal tunnel syndrome, and related occupational hazards associated with computer work reflect the most common potential for injury. C. Ability to exert light physical effort in sedentary to light work, may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds). D. May encounter verbal abuse and threats from hostile and frustrated clients. E. Community sites may subject worker to communicable diseases, insects and other disease vectors, toxins, hazardous materials, chemicals, and animals. F. This position is exposed to mental effort and stress. G. This position frequently performs work under moderate attention to detail and deadlines. Hours of Work A. Monday – Friday 8:00 a.m. – 4:30 p.m. Equipment Utilized A. Office equipment, medical equipment, computer hardware, and software and operate an automobile.
