Functions (QCM):Create and manage the Quality Control Plan for success on assigned construction projectsRead and understand complex contract specifications, documents, and architectural/engineering/mechanical, and electrical drawingsInterpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variablesDefine problems, collect data, establish facts, and draw valid conclusionsReview and approve submittals, process, and understand RFI'sCreate a Daily Activity Report to be a detailed, thorough, and complete historical record of the day's daily activitiesWork with others in a team environment to ensure contract requirements, project goals, and objectives are metCommunicate and reason with client's quality assurance personnel and technical experts, and field quality assurance, technical authorities, and construction supervisory representativesMake presentations, host meetings, and engage in problem-solving by bringing together technical experts, authorities having jurisdiction, assigning action items, documenting minutes, and follow through to closureProficiency in QCS/RMS software applications, Word, Excel, and OutlookPrepare graphs, charts of data, proposals, reports, and manualsImplement the U.S. Army Corps of Engineers (USACE) Three Phase Quality Control ProcessRead/analyze survey shots (grade and elevation)Mentor Quality Control SpecialistsContinuing education in related fieldsOther duties as assignedEssential Functions (Superintendent):Coordinates and supervises all construction activitiesDirects field personnel to complete the project on schedule, within budget, and to quality standards per original plans and specificationsMaintains daily communication with the project manager for compliance with company policies and proceduresDevelops and maintains the construction schedule, identifying and resolving issuesKeeps accurate as-built drawingsArticulates timely requests for information in the company's best interestReviews subcontractors' Schedule of Values for percentage completion and Pay ApplicationsCoordinates and negotiates subcontractor change order pricingUpdates mandatory safety documentation as the project progressesSubmits and procures materials for self-performance workOrders materials and schedules inspections as necessaryStay familiar with requirements from the US Army Corps of Engineers and NAVFACImplement US Army Corps of Engineers' Quality Control Requirements and reporting proceduresMaintains positive relationships with customers, contractors, suppliers, and employees, ensuring safety, quality standards, and schedule adherenceSupervises the project from NTP through final punch list and turnoverPromotes and administers job site safety, encourages safe work practices, and addresses hazards immediatelyEnsures all company employees and contractors adhere to safety and quality standards and scheduleMaintains an organized job site, including the construction officeEnforces EEO/AA compliance standards as outlined in the Job Summary and Core Requirements sectionsFocuses on employee developmentWilling to travel to other project locationsOther duties as assignedEssential Functions (SSHO):Conduct daily site inspections and prepare daily safety reports to ensure complianceDevelop and review the Accident Prevention Plan, Activity Hazard Analyses (AHAs), and crane and rigging plansProvide on-site safety education for subcontractorsCoordinate with the Quality Control Manager and Site Superintendent on safety issues related to new definable features of workOversee site-specific safety activities, including permit-required confined spaces, abatement, and lockout/tagout proceduresPrioritize daily tasks to ensure safety compliance and adherence to the project scheduleDemonstrate in-depth knowledge of EM-385-1.1, OSHA 29 CFR 1910, and 1926Conduct mishap investigations and complete accident reports as requiredEnsure subcontractor compliance with safety and health requirementsConduct first-day site safety orientations for all new employeesMaintain the OSHA 300 logKeep applicable safety reference materials available on the job siteTrack safety and health deficiencies until they are resolvedMaintain an up-to-date list of hazardous chemicals (SDS/MSDS) on sitePrepare and review the monthly contractor safety self-evaluation checklistOther duties as assignedQualifications: Required:Bachelor's degree in Construction Management, Engineering, or a related field, or equivalent work experienceMinimum of 10 years of construction experience, including at least 5 years of combined experience working as a Construction Quality Control Manager (QCM), Site Safety & Health Officer (SSHO), and SuperintendentExperience working on projects with the U.S. Army Corps of Engineers (USACE) and/or Naval Facilities Engineering Command (NAVFAC)Demonstrated track record as a certified Quality Control Specialist/Manager on federal construction projectsConstruction Quality Management for Contractors (CQM-C) certification or ability to obtain/renew30-hour OSHA construction safety class certificationExperience overseeing multiple projects and managing design teams through Design/Build project phasesStrong proficiency in USACE Quality Control System (QCS) and/or Resident Management System (RMS)Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), with an emphasis on ExcelPreferred:Valid OSHA 10/30 certificationValid First Aid/CPR certificationLeadership in Energy & Environmental Design (LEED) certificationWorking Environment: The majority of the work is performed in both indoor and outdoor settings, involving interaction with individuals of diverse functions, personalities, and abilities.Physical Demands: An individual will be required to perform climbing, balancing, stooping, kneeling, standing, walking, pushing, pulling, lifting, finger, grasp, feel, talk, hear, and repeat motions.Light Work: Exerting up to 40 pounds of force occasionally, and/or up to 15 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects is required.
