Your Specific Responsibilities:
This position is responsible for professional work within the Local Operations Unit of the Bureau of WIC Program Services. The work requires a high degree of initiative, independent decision making, judgment, accuracy and understanding of program operations. This position is 100% supported by the federal Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) grant.
Evaluates local WIC operations through on-site and desk top compliance monitoring. Coordinates pre-monitoring logistical planning, data collection, and analysis activities, including administrative and financial management operations. Coordinates with other monitoring team members to ensure a correct, concise, and complete written report is prepared within required time frames. Conducts ongoing analysis of program data to identify areas of improvement in local agency operations, identifies best practices, and provides verbal and written assessments and recommendations.
Provides technical assistance, training, and guidance to local WIC agencies regarding program and administrative policies and procedures through staff training, on-site visits, correspondence, or via the telephone. Assists local agency staff, as needed, in the development of corrective action plans based on monitoring findings. Evaluates corrective action plans for responsiveness and tracks the implementation of corrective actions to completion.
Evaluates the results of the self-review process and provides technical assistance to improve local methodologies. Conducts monthly and quarterly reviews of local agency program indicators for compliance, to track trends, to identify corrective action, and to track the implementation of corrective action.
Develops, revises, and/or reviews policies, procedures, and programmatic/monitoring materials to ensure compliance with federal and state requirements and to improve program operations. Conducts research, compiles data, writes and edits reports, correspondence, articles and other written materials for the department, division. Ensures the accuracy and quality of work products as well as adherence to policy and format.
Assists in evaluating and identifying ongoing training needs throughout the organization. Reviews existing training practices and materials to determine effectiveness and recommend changes for improved results. Updates and coordinates Voter Registration Training and Farmer’s Market Nutrition Program Training under the guidance of GOC III.
Interprets and applies complex laws, rules and policies, and assists in the annual update of the state procedure manual and state plan. Updates assigned chapters and provides technical assistance. Serves on work teams to solve operational and programmatic issues. Works as a team member to ensure requests to expend funds, requests for processing standards extensions, and requests for copies of records are completed and processed.
Contributes to the workflow of various requests and integrates the Department of Health Communication’s brand and content standards into reports, memos, and other materials to ensure consistent messaging, formatting, and readability. Consults with federal, state, and Bureau staff to develop and update manuals, guides, multi-media materials, printed materials, and training materials (including training handbooks, multimedia visuals, computer tutorials and reference works) in accordance with policy.
Provides daily scheduled phone coverage for the local operations unit and acts as back up for reception as needed. Provides technical assistance, training, and guidance, to local WIC agencies, telephone callers, and other units or Bureau staff regarding program and administrative policies and procedures. Documents complaint calls and helps resolve complaint call issues.
Maintains and improves professional knowledge and skills through participation in staff meetings, twice monthly local agency calls and other staff development activities. Participates in the new WIC coordinators annual training and participates in MIS testing.
Performs other related duties and responsibilities as required.
Required Knowledge, Skills, and Abilities:
Knowledge of: quality improvement principles and techniques; the principles of public health administration, planning and regulation; the methods of data collection and analysis; problem solving techniques; correct spelling, grammar and punctuation; and WIC Program regulations and policies.
Skill in: the use of standard software programs; public speaking and communicating technical information at appropriate levels to different audiences.
Ability to: understand and apply applicable rules, regulations, policies, and procedures; think critically; compile, organize, analyze and evaluate data; organize data into logical format for presentations, reports, and documents; develop reports, manuals, policies and procedures; review data for accuracy and completeness; develop objectives, strategies, plans and effectively implement; review and evaluate plans, processes and programs to identify improvements and adjustments needed to ensure program effectiveness and efficiency; implement corrective actions and evaluate the results; present negative findings in an effective manner; conduct basic research; utilize problem solving techniques; provide consultation and expert advice; plan, organize, prioritize and coordinate work assignments to ensure timely completion of quality, accurate work products; communicate effectively, verbally and in writing; establish and maintain effective working relationships; and work independently.
Qualifications:
Able and willing to physically come into the office to perform the duties & responsibilities of this position is a minium. Experience in program planning, policy development, program implementation, and/or program evaluation is preferred. Experience in monitoring for compliance with programmatic rules and regulations is preferred. Knowledge and experience with WIC or similar public health or public assistance programs is also preferred.
